Monday, February 14,2022 (ROLL CALL) The regularly scheduled meeting of the Caldwell Urban Renewal Agency convened at 7:00 p.m. in the Caldwell Police Department Community Room with Vice-Chairman Porter presiding. The URA Secretary called the roll. Present: Commissioner Porter, Commissioner Warwick, Commissioner Allgood, Commissioner Doty, and Commissioner Ramirez. (CONFLICT OF INTEREST DECLARATION) None. (SPECIAL PRESENTATIONS) 1) Introduction of newly appointed Commissioner Brad Dotv: Vice-Chairman Porter acknowledged Commissioner Doty and welcomed him to the Urban Renewal Board. He thanked Mr. Doty for his prior military service and employment with the Idaho State Police. 2) Chuck Stadick - Cost of Urban Renewal to Property Owners Presentation: Mr. Stadick outlined the contents of his presentation packet. He noted that essential government services are funded by propeity tax revenues. In 1998 the original base valuations were $60,492,278 (generated $272,278 in Canyon County property tax revenue). In 2021 base valuations were $104,239,058 (generated $257,454 in Canyon County property tax revenue). He emphasized that less county property tax revenue is collected now from properties within the URA Revenue Allocation Area compared to 20 years ago. Over 80% of taxes paid by the property owners within the RAA went to the Urban Renewal Agency; therefore, URA Revenue Allocation Areas prevent new growth from paying for government services they require. He expressed his opposition about the newly approved North Caldwell Urban Renewal Allocation Area. 3) Urban Renewal Overview bv Agency Attomev. Mark Hiltv: Mr. Hilty provided a PowerPoint presentation outlining facts about the public perception of Urban Renewal Law/Urban Renewal Agencies and how it works in Caldwell. Commissioner Allgood asked if the Caldwell North URA Plan could sunset early if the projects are completed early. Mr. Hilty responded that the CNURA Plan could be amended for an early sunset period. Such a determination is dependent upon the extent of economic development needed within the subject area. (PUBLIC COMMENTS) None. CONSENT CALENDAR [All Consent Calendar items are considered action items] 1) Approve minutes from the Urban Renewal Agency Regularly Scheduled Meeting held on January 10, 2022 and a Special Meeting held on January 20,2022; 2) Approve Resolution approving a bid from Beniton Construction for repair and re-carpeting of the foyer, flex space, and hallways at the 2"'' & 3"^ floors of the Treasure Valley Community College in an amount not to exceed $50,000. MOVED by Ramirez, SECONDED by Allgood to approve the Consent Calendar as printed. Roll call: Roll call vote: Those voting yes: Ramirez, Warwick, Allgood, Porter, and Doty. Those voting no: none.
