Monday,November 8,2021 (ROLL CALL) The regularly scheduled meeting of the Caldwell Urban Renewal Agency convened at 7:00 p.m.in the Caldwell Police Department Community Room with Chairman Hopper presiding. The URA Secretary called the roll. Present: Commissioner Hopper,Commissioner Porter,Commissioner Warwick, Commissioner Wagoner,and Commissioner Ramirez(via Zoom). Absent: Commissioner Allgood. (CONFLICT OF INTEREST DECLARATION) None. (SPECIAL PRESENTATIONS) None. (PUBLIC COMMENTS) None. CONSENT CALENDAR[All Consent Calendar items are considered action items] • 1) Approve minutes from the Urban Renewal Agency Regularly Scheduled Meeting held on October 12,2021. MOVED by Porter,SECONDED by Warwick to approve the Consent Calendar as printed. MOTION CARRIED OLD BUSINESS (ECONOMIC DEVELOPMENT ACTIVITY REPORT FROM STEVEN JENKINS—OCTOBER 2021) Current Projects Miscellaneous Updates: Working with multiple national development groups that have expressed interest in industrial development in Caldwell.The new urban renewal area has been a focal point for the future industrial growth of this region. Working with Strider Group on a 70k SF industrial speculative building on Linden Street.This building is under construction and will be delivered in Quarter two of 2022. Project Build-Making progress on a new expansion project here in Caldwell. The addition will be 40k SF and will add 30-40 new employees on site.They would like to break ground in Quarter two of 2022. Project Imagine: working closely with the site selectors and client on this project. We've been actively sharing information for prospective sites within the Caldwell region. Project Falcon: BVEP lead- looking at a site in Caldwell totaling 80+ acres. Light industrial user. Continue working with this project to provide further information about the site. Project Pellet-D&B Supply-breaking ground on November 16th on a 100k sf retail facility in North Ranch. AT Industrial/Wolff Company: breaking ground on a 304k sf building in North Ranch on November 10`t'. This will be the largest speculative industrial building in the Treasure Valley. Smeed Parkway and Skyway Street RFP: finalizing plans to make a recommendation for this RFP. We've ,. received some strong proposals and we're thrilled to see the outcome of this project. Page 1 of 5 Downtown Updates: 401 Main Street...under contract with an out of state developer. This group has plans to revitalize the building and welcome a new tenant to the space. Project Lone Star: local Ada County restaurant group considering sites in Caldwell. They'll be visiting the Caldwell area soon to look at site locations. Project Canyon:working with a local brewery on location opportunities in downtown Caldwell. Paddles up Poke, The Stil Ice Cream, White Dog Brewing and Paddles up Poke will be opening on November 19t'.The Stil is hoping to open later this month and White Dog Brewing will be opening in early December. Hello Norman: furniture and table scape retail store just opened in downtown Caldwell. The reception and feedback for the store has been overwhelmingly positive. Project Pine: Continue working with a Brew/pub out of Oregon that is investigating opportunities to locate in Caldwell. Casa Anejo Mexican/American Restaurant:opened at 812 Main Street in downtown Caldwell. Project Star:Moving forward with plans to open at their new location in Downtown Caldwell.They're hoping to open in Quarter one of 2022.They will be occupying the former Pet Haven building downtown. Project Leather(Bond and Bevel): lease has been solidified for a location downtown. They will be working on tenant improvements later this year and opening in the Quarter two of 2022. Kimball/Blaine RFP: CURA owns two units on Kimball and Blaine in downtown Caldwell. One of the units is vacant,while the other serves as a hair salon.This RFP has been drafted and is ready to release this month. Commissioner Wagoner asked about the size of the new D&B facility to be constructed in North Ranch Business Park. Mr.Jenkins reported that the new facility would be much larger than the current store located on Cleveland Boulevard. The new structure will also include their administrative offices. In response to questions from Commissioner Wagoner, Mr. Jenkins reported that the Strider Group has nearly • completed construction of their new building near the underpass on Linden Avenue. NEW BUSINESS (ACTION ITEM: CONSIDER RESOLUTION NO. 2021-30 AUTHORIZING THE ACCEPTANCE OF THE PROPOSED NORTH URBAN RENEWAL AREA PLAN) Mark Hilty,Agency Attorney at 1303 12th Avenue Road,Nampa,provided the staff report for Items 1 and 2 under New Business, addressing the consideration of the URA Plan (Item #1) and the URA Intergovernmental Agreement with Canyon County (Item #2). He explained that the Idaho Statute requires specific projects be identified within the feasibility study for every URA re-allocation area, noting that ElJay Waite (Contracted Consultant for the Caldwell Urban Renewal Agency)drafted the feasibility study and has included the required information as outlined within the Idaho State Statute. A public hearing will be held on December 20,2021 for consideration of The URA Plan by the Caldwell City Council. Since The Plan also includes property located outside of the Caldwell City Limits, approval of an Intergovernmental Agreement must be sought with Canyon County. Mr. Hilty reported that it has been requested by Canyon County that a representative from their agency be appointed to the Urban Renewal Agency Board of Commissioners. He noted that a seventh position may be added,thus allowing for a Canyon County representative. Mr. Hilty reported that a workshop and meeting has been set for next week with the Canyon County Commissioners to review the Intergovernmental Agreement. Pending the outcome of the meeting, a Special Page 2 of 5 URA Meeting may need to be scheduled for potential amendments to the Intergovernmental Agreement. He requested that the Agreement be approved as presented tonight. Chairman Hopper read the resolution by title only into the record: A RESOLUTION OF THE URBAN RENEWAL AGENCY OF THE CITY OF CALDWELL, IDAHO, AUTHORIZING THE EXECUTION OF THE INTERGOVERNMENTAL AGREEMENT FOR ROLES AND RESPONSIBILITIES UNDER IDAHO CODE SECTION 50-2906 BETWEEN THE CALDWELL URBAN RENEWAL AGENCY,CANYON COUNTY,AND THE CITY OF CALDWELL. MOVED by Porter,SECONDED by Warwick to approve Resolution No.2021-30 authorizing the acceptance of the proposed North Urban Renewal Area Plan. Roll call vote: Those voting yes: Porter, Warwick, Wagoner, Ramirez, and Hopper. Those voting no: none. Absent and/or not voting: Allgood. MOTION CARRIED (ACTION ITEM: CONSIDER RESOLUTION NO.2021-31 AUTHORIZING THE URBAN RENEWAL CHAIRMAN TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH CANYON COUNTY FOR THE ADMINISTRATION OF THE REVENUE ALLOCATION FINANCING PROVISIONS OF THE PROPOSED NORTH URBAN RENEWAL AREA PLAN IN THE AREAS OUTSIDE OF THE MUNICIPAL BOUNDARIES OF THE CITY OF CALDWELL) Chairman Hopper read the resolution by title only into the record: A RESOLUTION OF THE URBAN RENEWAL AGENCY OF THE CITY OF CALDWELL, IDAHO, AUTHORIZING THE EXECUTION OF THE INTERGOVERNMENTAL AGREEMENT FOR ROLES AND RESPONSIBILITIES UNDER IDAHO CODE SECTION 50-2906 BETWEEN THE CALDWELL URBAN RENEWAL AGENCY,CANYON COUNTY,AND THE CITY OF CALDWELL. MOTION CARRIED (ATTORNEY'S REPORT) a. Update Report:Parking for Cleveland Events Center Mr. Hilty reported that he has communicated with Mr. Mussell about the potential need to locate alternative options for offsite parking for the Cleveland Events Center. Research is being conducted to identify other parking sites near the Cleveland Events Center. b. Update Report: URA Facilities and proposed RFP for properties located at 215&217 North Kimball Avenue. Steve Jenkins is working to complete the RFP for review by the URA Commissioners. c. Update Report:RFP-516 Main Street(Disposition&Development Agreement) Legal counsel for the newly selected developer,Biscuits&Hogs,is reviewing the documents before signing. d. Update Report:RFP—Arthur and Kimball(Disposition&Development Agreement) Legal counsel for the newly selected developer,Aztec Development, is reviewing the documents before signing. e. Update Report:RFP—Smeed Parkway former McCain site Closing of the repurchase transaction for the McCain site will be finalized this coming week through Pioneer Title.The documents have been signed by McCain Foods and are pending Chairman Hopper's signature. The RFP submittals are being reviewed by the City Development Team and a recommendation will move forward for consideration by the URA Commissioners. f. Update Report: Creekside Development(Revised DDA &Groundbreaking Ceremony) The DDA states that the property closing date should be by November 30, 2021. The closing date will be rescheduled due to the unexpected issues dealing with soil mitigation and utility easements. Plans are still moving forward for a groundbreaking ceremony to the held at the site on December 1,2021. Page 4 of 5 g. Kimball&Blaine Street Building: Discussion followed concerning the URA building located adjacent to Norman Jewelry at 215 and 217 S.Kimball Avenue. Public Works Director,Brent Orton,reported that the structural engineering study was conducted on all three portions of the building. From the engineering study, it was determined that the two building sites may be demolished without damaging the Norman Jewelry structure. He recommended that the Urban Renewal Agency bear the expense of the demolition. Mr. Orton reported that asbestos must be removed from the site before demolition could take place. Mr.Jenkins reported that there has been interest by developers concerning the site. h. Special Meeting to be Scheduled: Discussion with held concerning the need for a special meeting for consideration of the following time sensitive items: 1. Amendment to 7t'and Main(Creekside)Development and Disposition Agreement. 2. Approval of preferred developer for Smeed property RFP. 3. Approval of RFP for redevelopment of properties at 215 and 217 Kimball. 4. Revisions to the Intergovernmental Agreement with Canyon County regarding Caldwell North Urban Renewal Area. It was determined that the URA Secretary would work with the City Attorney to establish a date for a Special URA Meeting and notice the meeting accordingly.
