Posted: September 13. 2021 BOOK 61 PAGE 168 CALDWELL CITY COUNCIL WORKSHOP MINUTES SEPTEMBER 27,2021 6:00 P.M. Council President Chris Allgood chaired the meeting and declared the meeting open at 6:00 p.m. The meeting was held in the Caldwell Police Department Community Room. Mayor Nancolas attended via Zoom. Council Members present in person: Allgood, Hopper, Callsen, Pollard (via Zoom), McGee (via Zoom), and Wagoner(via Zoom). Staff in attendance: Carol Mitchell, Robb MacDonald, Brent Orton, Jose Menchaca, Lacey Forst (via Zoom),Rachelle Castleberry,and Debbie Geyer. Carol Mitchell (Finance Director) and Rachelle Castleberry (Deputy Treasurer) provided information regarding the American Rescue Plan Funding(ARPA). PRESENTATION#1: Executive Summary Overview by Carol Mitchell • The City of Caldwell is a direct recipient of the American Rescue Plan Funding(ARPA). • The total amount of funding available for the City of Caldwell is$12,481.887.00. • One-half of the funding has been received (approximately $6 million dollars) by the City of Caldwell. PRESENTATION#2: Eligible Uses • Public Health/Negative Economic Impacts • Premium Pay • Revenue Loss • Investments in Water, Sewer,and Broadband • Administrative Costs PRESENTATION#3 Funding Requirements • Local government must certify that it needs federal assistance, and that the local government will use the funds for the designated purposes defined under the bill. • Fifty percent of the city funds were delivered in June 2021 the other fifty percent will be received in 2022. • Eligible costs must be incurred during the period that begins March 3, 2021 and ends on December 31,2024. • The award funds for the obligations incurred by December 31, 2024 are expended by December 31,2026. • Recipients must develop and implement robust internal controls and effective monitoring to ensure compliance with the Cost Principles in line with 2CFR Part 200, Subpart E. • Recipients must develop and implement policies and procedures to determine and monitor implementation of criteria for determining eligibility of funds. • Any purchase of equipment or real property with these funds must be consistent with Uniform Guidance at 2-CFR Part 200,Subpart D. • Interim report is required by August 31,2021 and a Project and thereafter the Expenditure Report will be required 30 days after the end of each quarter. PRESENTATION#4: Proposed Considerations for Fund Use The City of Caldwell continues to consider allowable opportunities for use of the allocated$12,481,887.00. Options considered would benefit citizens throughout the City to provide immediate and future opportunities to ensure mitigations of the COVID-19 pandemic. In considering opportunities, the City seeks to respond with measures that are within the guidance of the provisions of funding: • To improve City of Caldwell infrastructure, which includes but is not limited to water and sewer in accordance with CWSRF and DWSRF Guidelines, including cybersecurity needs to protect water or sewer infrastructure. • To provide support for individuals in isolation and/or quarantine. • To provide prevention measures by purchasing PPE,cleaning services. • To provide capital investment in public facilities to meet pandemic operational needs to implement COVID-19 tactics. • To provide funding for those whose jobs are essential in responding to the public health emergency, • To evaluate the provision of broadband infrastructure throughout the City and possibly provide broadband in many, if not all,public facilities and public sites. • To provide public health services within the community as identified to assist with equality among the unserved and underserved. PRESENTATION#5: Low Risk Projects Carol Mitchell outlined proposed projects as reviewed and recommended by staff: • PPE supplies and payment for PTO and OT related to isolation and quarantine. • Purple Sage Elementary well and water line extension. BOOK 61 PAGE 169 • Rebuild of geothermal well at pool site. • Fiber connectivity and security camera's to all wells within the city to provide drinking water security measures: o Discussion was held concerning the option of placing internet at local parks in conjunction with the fiber connectivity activity. o Banks of conduit would be installed with fiber connectivity for the wells. o Conduit would be more secure and less chance of scramble than Wi-Fi connections. • Premium pay bonus to all city workers: o Discussion was held concerning a community in South Carolina allowing incentive pay for those receiving COVID vaccinations and premium pay bonuses for city employees. Rachelle is researching this matter, noting that the pay bonuses were only applicable for staff in the work place and not working remotely. DISCUSSION OR RECOMMENDATIONS: • City of Boise is working with the University of Missouri to detect the COVID virus within their WWTP lab results. Is there a benefit to outsource such a program? • A program to secure the water supply resources should be a priority. PRESENTATION#6: High Risk Projects Carol Mitchell outlined proposed projects as reviewed and recommended by staff: • Library Temp Position—Estimated cost of$32,774 • Library 24-Hr. Kiosk—Estimated cost of$110,000 • Purchase of a new facility for Finance/Water Departments—Estimated cost up to$1,500,000 • Fan ionization system at CEC&Fire Station#2—Pending estimated cost • Full time cleaning position—Estimated cost of$40,000 • Caldwell Health Coalition Senior Food Program—Estimated cost of$5,000 DISCUSSION OR RECOMMENDATIONS: • The ionization system in CEC,CPD and CFD must have qualifying factors and justification of the use. Research is pending by the Deputy Treasurer. o The CEC has been designated as an emergency medical shelter/center and an elections polling site. The clean air system would be a benefit to the public. o This could be classified as a physical plant improvement for CEC. o This project should be moved to the Low Risk category. o Companies who supply ionization systems could also provide tracking methods for results. • How will the library sustain the new temporary position after the COVID funding expires? • If funding were given to the Caldwell Health Coalition Senior Food Program, additional monitoring would be required. Ms. Mitchell concluded her comments by reporting that the initial report must be filed by October 30, 2021. Additional City Council workshops will be requested if clarification is needed for specific projects. The workshop dismissed at 8:03 p.m. APPROVED AS WRITTEN THIS 461 DAY OF October ,2021.
