ZD&J- ZJ3 WHEREAS the Urban Renewal Agency of the City of Caldwell has budgeted to assist with a funding shortfall for the construction of the Old I-]ighway 30 Bridge; and WHEREAS the Bridge project has met with delays and cost increases associated therewith that may extend its tirne of construction for many years; and, WHEREAS the Urban Renewal Board, the City of Caldwell, and Canyon Highway,District NoA share common interest and concern for the improvement of the Ustick Road Corridor; BE IT HEREBY RESOLVED by the Urban Renewal Agency of the City of Caldwell, Idaho to approve the reassignment of$3.IM from the Old Highway 30 Bridge project to design assistance for the referenced Old Highway 30 Bridge Project in an amount of approximately$104k,and the remainder towards Ustick Road related improvements described in the attached letter from the Canyon Highway District No. 4 Board, which letter is attached hereto and made a part hereof as if set forth in full. This project has experienced a number of obstacles that have delayed its construction. Notably, the construction cost estimate has grown significantly while other federal process related challenges were worked through. Both the cost increase and the approaching sunset of the relevant allocation area have urged Canyon Highway District No. 4 and Caldwell to consider near term needs for use of the funding, The Old Highway 30 Bridge Project will still be pursued but under a larger funding vehicle outside of the normal Bridge and Surface Transportation Project mechanisms. The funding, is instead proposed to be used for common Caldwell, Urban Renewal, and Canyon Highway District priorities including $104k to assist with immediate design costs on the Old Highway 30 Bridge Project (AKA Plymouth Street Bridge)and a number of important priorities on [stick Road. These needs are detailed in the attached letter from the Canyon Highway District Board, The Public ' 'ork Director has reviewed the attached resolution and recommend that it be approved. Box 117g Caldwell, ID 83606 Re: Urban Renewal Projects - Ustick Road Corridor Concurrence Dear Commission: Canyon Highway District No. 4 and the City of Caldwell have been jointly pursuing replacement of the Old Hwy 30/W. Plymouth Street Bridge located over the Boise River in north Caldwell. The Caldwell Urban Renewal Agency previously approved this project as an urban renewal project with the intent to provide a portion of the design and construction funding for the project. Unfortunately, due to project delays and escalating construction costs, a new primary construction funding source(s) is needed, and the construction timeline is unknown and likely to be beyond the sunset of the urban renewal area. In order to completely fund the design of the Old Hwy 30M1. Plymouth Street Bridge, $104,000 is being requested for this project in FY 2022. Working with Caldwell City staff, a number of other priority transportation needs have been identified within the urban renewal area. Canyon Highway District No, 4 supports funding the following identified projects in the Caldwell urban renewal area: 1. Ustick Road Culvert Replacement on the Wilson.Drain — Estimated-at-$50;000_ _-1-•..1_ design and $200,000 construction with 74.4% of the project being eligible (located with the URA). 2. Ustick Road & Indiana Avenue Roundabout Slip lanes— Construction of separate right-turn lanes (slip lanes) on the northeast and northwest quadrants of the roundabout. 3. Ustick Road & Florida Avenue Roundabout— Construction funding for the eligible portions of a new roundabout at this location. 1 4. Ustick Road Widening —Continuation of the widening on Ustick Road east of the Interstate 84 overpass to the limits of the URA or available funding. The Highway District appreciates the Caldwell Urban Renewal Agencies support of community transportation needs.
