CPD Traffic/Street related questions, Ofc. Clinger 1. We have received numerous complaints (years past as well) about speed on Moss off Indiana (the section of Moss west of Indiana). That section of Moss does not have speed limit signs posted, therefore speed would be at 20 mph. I do think it could be faster through as that road feeds various sections of the subdivisions. My supervisor is wondering what it would take to get some speed limit signs posted along that stretch of Moss? Moss is a collector but Dead Ends to the west of Moreno at this time. A motion was made and Traffic Commission agreed unanimously that Engineering will perform a speed study and Street department will put up signs according to the 85% rule, not to exceed 35 mph., and slowing west of Moreno. ACTION: Engineering will perform a speed study and Street will put up signs according to the 85%rule, not to exceed 35 mph. and slowing west of Moreno. 2. Corporal Eldridge of CPD, feels there is a problem with parking along Cleveland Blvd at the small business section where Imelda's Coffee, Mancino's Pizza, etc. is.The businesses between S. 24th Ave and the old Dutch Goose. He feels vision is obstructed from parked traffic, between both entrances/exits, when vehicles are parked there along Cleveland. He feels if the curbing was painted for no parking, about a 20' section closest to the eastern entrance/exit, it would greatly help with visibility. Corporal Eldridge and another coworker took two crashes there last week. A motion was made and Traffic Commission agreed unanimously that red curbing 20' in both directions at the eastern exit along with "No Parking Here to Driveway" signs would be beneficial at this location. ACTION: Street dept. will paint curbing and place signs 3. Request for Yield Sign at merge of Cleveland ramp and Georgia Ave—Dominic Serrato Mr. SErrato has had, and seen, multiple narrow escapes as the "Cleveland ramp" and Georgia Ave. merge prior to merging onto Blaine St. Mr. Serrato would like to see one or more yield signs where the roads intersect to distinguish which lane of traffic should yield. r ks � 4P �y 4 dF 1 1 LE.ELA ND L. yn , TC agreed a Yield sign would be beneficial to this intersection. A motion was made and Traffic Commission agreed unanimously to place a Yield sign on Georgia Ave. directly across from the northern most point of the smallest triangle. ACTION: Street dept. to place Yield sign where designated above 4. Signs on 16th Avenue—August Medellin August Medellin reporting on 16th Ave. signage-On further review of S 16th Ave from Arthur to Logan, it appears there is no posted speed limit. I believe there is no posted sign because this section of roadway was, and may still be, considered a residential roadway with a school zone in it. Therefore, speed would be 20mph unless otherwise posted. South bound on S 16th when you come to the intersection of Washington and Logan, Washington has a posted speed limit of 30mph as you continue south. Logan has a posted speed limit of 30mph as you proceed west. If we are to consider S 16th a collector, we may have to conduct a speed study to determine the proper speed limit and proper sign locations. If we consider S 16th a residential roadway we can leave it as is or place 20mph signs where ever your team deems necessary. A motion was made and Traffic Commission agreed unanimously that Engineering will perform a speed study on 16th street between Cleveland blvd. and Logan street. Once complete,the Street dept. will put up signs according to the 85% rule not to exceed 35 mph. ACTION: Engineering will perform a speed study and Street will put up signs according to the 85% rule, not to exceed 35 mph. 5. Review of the city supplemental specs for street signs and recommendations from the MUTCD—August Medellin MUTCD and Caldwell supplemental specs differ regarding lettering size on regulatory signs. A motion was made and Traffic Commission agreed unanimously that at the next revision by Engineering of Caldwell Supplemental Specs they will modify section 11105-E to follow current MUTCD guidelines. ACTION: Engineering to modify Caldwell Supplemental Specs at next revision 6. Traffic Safety at Linden and Aviation Way—Jay Gilbert I, Jay Gilb.rt, would like the safety at Linden and Aviation way to be addressed. Due to the road going over the canal and dropping down to go under interstate 84 the vision of people crossing linden in cars is obscured. Due to the sides of the bridge, utility boxes, weeds and the uphill approach the vision is very limited causing many wrecks during the past 8 years that I have been working in the area. There have also been Very MANY close calls, several involving me. Realignment of the roadway away from the edge of the canal would be preferred but it would be costly. Slowing traffic would help, but many people are in a hurry are are already exceeding the speed limit (in my observation). Making this a 4 way stop would help to solve the problem, and would be consistent with many other intersections in the surrounding area and would be a cost effective solution. ACTION: Street department will evaluate sight distance and determine if the road needs changed or the speed needs changed then report back to TC. Added item: Dearborn Street signage—Terence Hardy I am writing in response to an alarming uptick in speeding along Dearborn Street between 10th and the College at 20th. Traveling along Arthur St. there are approximately 6 speed markers costed along the same span where as Dearborn only has 2...Drivers are turning onto Dearborn from 16th or 10th and flying down Dearborn. I am requesting an increase in posting along Dearborn to match the signage along Arthur Street and possibly a control stop at 14th and Dearborn to deter fly-through between 10th and 16th. Additional signs were added on Arthur St. during the construction of 21St street due to the increase volume from traffic being diverted. Street department will review the amount and location of speed limit signs and report back to the TC. ACTION: Street department review are for signage. Resource/Weather Pending Business: 1. A signal is planned at 24th Avenue and Blaine Street in front of the Simplot Stadium. The signal currently installed at Santa Anna and Ustick Road midblock will be repurposed for this project once the Ustick;Santa Anna RAB is complete. 2. Extend red curbing at 20th &Cleveland—CPD created a package solution for parking and sight issues in this area.The Traffic Commission requested a copy for review before the plan is added to the Council Agenda for approval.Aug 2020 3.
