APPROVED Duane Barnes Bob Jenkins-Zoom Date Other Attendees: (7I2c Buzz Beauchamp- Caldwell Rural Fire District Staff Attendees: Brent Orton- City Engineer Carol Mitchell- City Finance Director-Zoom Mark Wendelsdorf- Fire Chief Steve Donahue- Deputy Fire Chief o Meeting convened by Brent Orton at 1510 hrs. o Zoom connection established o Introdttions o Discussion of legal responsibilities to meet- Quarterly by City Ordinance/Yearly by State Law o Discussion on what Impact Fees are designed to accomplish, what they can and cannot be used for, how they are used along with the General Fund monies. o Discussion on how and when the Impact Fees can be updated; discussion about how fees are a fixed amount set by City Ordinance (City Council function); Fees are collected at the time of issuance of building permits-currently Commercial is a square foot fee and Residential is a fixed sum not reflecting size of building. Fees are not allowed (by law)to be a percentage of the cost of the structure o Discussion on how to best index growth (either CPI, Engineering News Numbers, others) to reflect current costs of inflation and materials-Committee requested Staff provide Engineering News Numbers prior to next meeting o Requested paper and digital copies of materials for Committee use o Discussion of the impacts of HB 389 and how it affects providing the same level of service to new customers • l • Bob Jenkins moved the Committee meet again in about one month to look at the fee structure. Duane Barnes Seconded Motion. Discussion included having Staff proved the Engineering News Numbers to Committee. Voice vote; Unanimous consent- Passed Meeting Adjourned at 1623hrs.
