Call to Order - Hearing Examiner, Mr. Bruce Eggleston opened the meeting for the public hearing at 7:00 p.m. II. Review of Proceedings - Mr. Bruce Eggleston outlined the procedures for the public hearing. Members Present: Deb Root [Senior Planner); Lori Colligan [Associate Planner); Katie Phillips [Associate Planner); Cynthia Brogdon [Administrative Assistant) Members Absent: lerome Mapp [Director P & Z); Robb MacDonald [City Engineer); HI. Consent Calendar: 1) Mr. Eggleston appfoved the Minutes ofthe June22,2021 meeting, with corrections. 2) Mr. Eggleston approved the Minutes of the July 13,2021 meeting. IV Old Business: 1) Case Number SUP-20-02 (Continued from the June 22,2021 Hearing Examiner Meeting): Jeff Hatch, Hatch Design Architecture, on behalf of Venus Development is requesting a special use permit for traditional ministorage consisting of six storage structures, landscaping and an office on approximately 5.4 acres of a 16.5 acre parcel, R30881011, located on the west side of Middleton Road approximately 460 feet south of the intersection of Ustick and Middleton Roads, Caldwell, Idaho. The subject property is zone C3 [Service Commercial). Te.stimonv: Ms. Root, Senior Planner, 621 Caldwell Blvd, Caldwell, ID stated that the applicant was allowed to make corrections to their application as per Staff, Engineering and the Hearing Examiner. They have removed the future plans from this application leaving just the ' storage units. The engineering department requested a cross-access agreement be identified and shown on this plan, which has happened. The road easements go clear to the west property boundary. The engineering memorandum dated 7/15 has been updated to what engineering currently expects the applicant to comply with. The landscape plan |is now what staff expects. There is now a Landscape buffer on the Southern boundary. The applicant did provide more elevations. Canopy's are now showing 3-sided storage. There is now a need for ascetic design for the 650-700' solid metal wall facing the northern boundary, which is required to break up those metal walls. Staff has provided a condition of approval that there be breaks in this wall. Staff is recommending approval of this application. There is opposition from storage unit businesses in the area. They are concerned about packing storage units in a confined area. Mr. Eggleston Hearing Examiner stated that PA-5 under Rights of Way there is a typo. lt should read "minimum of 48"' not "40"'. He then made the correction in the Staff Report and 1 Hearing Examiner Minutes 07/27/2021
