SPECIAL MEETING
BUDGET WORKSHOP
MINUTES
June 29,2021
6:00 P.M.
Mayor Nancolas opened the meeting at 6:00 p.m.at the Caldwell Industrial Airport Conference Room.
Council Members present: Hopper (via Zoom), Callsen, Pollard, Wagoner (via Zoom), and Allgood.
Absent: McGee
Staff in attendance: Carol Mitchell, Chelsea Hintze(via Zoom),Robb MacDonald, Brent Orton,Alyssa
Battaglia, Steve Donahue, Mark Wendelsdorf (via Zoom), Rachelle Castleberry (via Zoom), Ashley
Newbry,Terry Martin,Lacey Forst,Frank Wyant,and Debbie Geyer.
PRESENTATION 41: OPENING REMARKS FROM MAYOR NANCOLAS:
Mayor Nancolas opened the budget workshop. The City Clerk called the roll.
PRESENTATION#2: PUBLIC WORKS(BRENT ORTON)
• Brent provided an outline concerning budgetary aspects of the Public Works Department.
• He expressed appreciation to the City Council Members for consideration of the wage increase for
. employees. This will assist with starting positions and retention of employees.
Building Department:
• Research was conducted regarding contracting services for the department.
o A charge of approximately S75 for each outsourced inspection would be charged.
o Outsourcing would affect supporting efforts of the P&Z Department.
Mapping—Modeling Department:
• Re-establishing the GIS Tech position.
• Would like r)create a Sr.Analysist posting in the future.
• Work tasks:ire well beyond manpower capacity.
Street Department:
• Discussion was held regarding the possibility of hiring employees to install concrete for city projects,
which could possibly be funded through CDBG.
o Would be a blend with L.I.D.and CDBG projects.
• MS4 Permit: The drain transfer agreement is near completion. Additional employees will be needed
to maintain the drains.
• DEQ litigation matters will be handled under a separate retainer agreement with City Attorney Mark
Hilly.
Airport Department:
• Lisa Austin in the new administrative assistant.
• Airport Fees—Pre-existing leases:
o Hangar leases are now 20-year term agreements.
o New leases would not be tied to the CPI rate. They should be associated with an annual fee
schedule.
• A new vehicle is needed for use by the Airport Manager. He is currently using his own vehicle for
airport purposes.
Water Department:
• Looking to hire a second office worker to assist with data entry and a public element manager.
• The Water Department is lacking ten workers.
• Brent strongly recommended the continuance of the Water Department's construction division.
• Safe drinking water for the citizens is mandatory.
• There will be some policy changes that will be brought before Council for consideration.
Sewer Department:
• New positions requested:
o Assistant Superintendent
o Two operator positions
• Polk Street Lift Station needs to be routed to the Franklin Regional Station.
Sanitation Department:
• Contract with Republic Services is in effect until 2023.
Street Lights Department:
• A fee increase of three(3)percent will be recommended.
• Employees will continue with the LED conversion project.

• Working with Idaho Power regarding fair charges for services.
Irrigation Department:
• Add one position for a pump specialist.
• Addition of fiber—sharing in the cost with water,sewer,MS4.
o SCADA to all stations.
o Regional stations.
o Master Plan in progress soon.
PRESENTATION#2: CITY PROJECTS(CAROL MITCHELL)
• A spreadsheet was reviewed of the proposed projects.
c Three million fund balance to be allocated for projects.
o Projects include:
• New pool building&rehab
• Weymouth Parking
• BMX Upgrades
• Golf Course Equipment Needs
• Recreation Building
• Current project within the budget year
o Dog park improvements
o Cart barn for golf course
o Sweetwater Building: Completion of the upstairs office space.
o Construction of Luby Park shelter.
o Expansion of Brother's Park.
Parking lot has gone to bid and will be completed before late fall.
o Frontage improvements along Indiana will be completed by early 2022.
• CDBG Projects:
o Arthur Street Project.
o Luby Park.
NOTE: Both projects have not received response to bid requests.
• URA Updates:
o The current URA revenue allocation area will sunset in 2022.
o The TVCC account will continue.
o Plans are still active concerning the proposed North Allocation Area and an allocation area
near the airport.
o Discussion followed concerning the status of the McCain Foods construction project in the
Sky Ranch Business Center.
• URA Propo,ed Revenue Projections and Projects:
o Carol provided an update on the revenue projections. She noted that she has been in contact
with Canyon County regarding projected revenues. URA revenues will be reduced by$1.3
million dollars in 2022 due to the impact of HB 389.
o The designated URA projects were reviewed by Carol Mitchell.
PRESENTATION#4: WAGE AND BENEFIT REVIEW(CAROL MITCHELL)
• Carol provided a review of the new positions as requested by department heads and the revenue
source for sustaining such positions.
PRESENTATION#5: PROPERTY TAXES(CAROL MITCHELL)
• Carol provided an update concerning the anticipated budget calculations required with the
adoption of HB-389. A spreadsheet was provided.
• The use of foregone revenue was discussed. A public hearing is required to initiate the foregone
option. The foregone revenue public hearing and the public hearing for the adoption of the budget
may be conducted the same evening.

PRESENTATION#6: OTHER BUDGET ITEMS(CAROL MITCHELL)
• Crime Stoppers: The request is$6,600
o This topic will be further discussed at the next workshop.
• Swimming Pool Conceptual Design
o Robb MacDonald presented a Power Point showing the conceptual layout of the public pool.
c The competitive pool option is an additional two million dollar increase to the design.
o Thrre is a potential for a geothermal well to be available at the location.
RECOMMENDATION: A public workshop should be held within the next two months for comments to
be received concerning the new pool design.
