WORKSHOP FOR THE PURPOSE OF DISCUSSING THE CALDWELL URBAN RENEWAL AGENCY
BUDGET FOR FISCAL YEAR 2022.
Carol Mitchell,Urban Renewal Treasurer,provided the staff report. A spreadsheet was presented indicating the proposed
Urban Renewal Agency budget. She outlined the projected revenue versus obligated expenses and indicated that there
is a decrease in projected revenues due to the requirements of 1113-389. She reviewed outstanding bond payments that
will be paid off in 2023 as well as URA Projects funded through tax increment.
Discussion was held concerning the amount of unpaved roadways within the current URA Allocation Area. Brent Orton
will create a list for distribution to the URA Commissioners for their review.
Brent Orton updated the commissioners regarding the Old Highway 30 Bridge. He reported that ITD is managing the
current bridge project at an estimated cost of$20 million dollars to complete the project. The project is being designed
through ITD using federal funding. In speaking with Canyon Highway District leadership, it was recommended that
other projects be considered in partnership with Canyon County Highway District using URA increment funding.
Commissioner Porter recommended that the New Plymouth Bridge Project possibly be considered within the proposed
North URA Reallocation Area.
Commissioner Wagoner recommended that the roundabout at Florida and Ustick become a priority project using URA
funding,
Ms. Mitchell noted that the 2021-22 Budget for total maintenance and operations amounts to$373,685.00.

The regularly scheduled meeting of the Caldwell Urban Renewal Agency convened at 7:00 p.m. in the Caldwell Police
Department Community Room with Chairman Hopper presiding.
The URA Secretary called the roll. Present: Commissioner Hopper, Commissioner Porter, Commissioner Warwick,
Commissioner Wagoner(via Zoom),and Commissioner Allgood. Absent: Commissioner Ramirez.

CONSENT CALENDAR[All Consent Calendar items are considered action items]
I) Approve minutes from the Urban Renewal Agency Regularly Scheduled Meeting held on June 14, 2021;
2) Approve Resolution No. 2021-19 authorizing the execution of the Financial Audit Contract with the
Caldwell Urban Renewal Agency with Eide Bailly for the year ended September 30, 2021;
3) Approve Resolution No. 2021-20 authorizing the execution of the Agreement for Agency Legal Services
with Hamilton,Michaelson&Hilly,LLP in the amount of$78,000 for the period of October 1,2021 thru
September 30,2021;

4) Approve Resolution No. 2021-21 authorizing the distribution of funds in the amount of$500,000 for the
3 d Avenue and Illinois Avenue HAWK Crossing and Sidewalk Improvement Project;

OLD BUSINESS
(ECONOMIC DEVELOPMENT ACTIVITY REPORT FROM STEVEN JENKINS—DUNE 2021)
Miscellaneous Updates:
Project East Coast - well known sandwich shop looking for opportunities to open in greater Caldwell. They are
considering North Ranch and other highly visible corridors in the Caldwell region.
Project Q- Fast casual restaurant looking for location opportunities in greater Caldwell. They are visiting the area
this month and will look at sites that fit their business criteria.
Project Mod-home manufacturing from the Midwest is considering opportunities in the area.They need rail access,
which has been difficult to find,but they're considering opportunities to enter the Caldwell/southwest Idaho market.
Working with a manufacturing business consider the former Syringa Networks building. They are currently
performing due diligence on the property and looking at opportunities to grow into the current facility.
Scherer, Inc. —working with a South Dakota Company that purchased Soulcraft LLC. Soulcraft rolls grains for
cereal and other products. Scherer is looking to expand operations in Idaho and South Dakota agriculture.
Project Living- continue working with a group from CA that is interested in redeveloping 401 Main Street into a
mixed use development project. They have conducted extensive research on the property and are planning to add
onto the existing building.
Sports Complex...Working with a developer that would like to build a sports complex in the Sky Ranch area...Plans
are moving quickly and he's ready to establish an athletic footprint in the area. Plans to hold regional events at the
facility.
Eisenberg Property- broker expressed a desire to build spec buildings and build to suit opportunities for
manufacturing. They are working on rezoning the property from C-3 to M-1.
Project Patriot...Idaho Dept.of Commerce Lead...Large manufacturer looking at North Ranch for a future site.They
will be making a decision next month and plan to break ground in Q I of 2022.
Downtown Updates:
Project Maze...entertainment venue that is looking for space in downtown Caldwell.They will be visiting a building
next week and would like to open as soon as possible.
Cleveland Events Center-Upgrades to the building look great. Lease is in place for an events center. The building
will feature a large restaurants and multiple offices with storage. The build-on totals 7 store fronts with upgrades in
progress.
516 Main Street RFP...receiving interest for the properties... most inquiries propose retail/commercial uses
Project Mustang...continue working with a restaurant group out of Eagle that is looking for locations downtown.
They are interested in finding a location as soon as possible. They have two Eagle restaurants that are highly
successful and are looking to expand in Caldwell.
Project Boom...continue working with a breakfast/brunch operator in Ada County that is looking for a location in
Caldwell. They're considering downtown sites for their next restaurant.

Project Plant...working with a local group that would like to open a restaurant/bar downtown. They are finalizing
terms on a building downtown.
RFP for Arthur/Kimball has been published and shared widely. Speaking to prospects that have shown interest in the
opportunity.
NEW BUSINESS
(ACTION ITEM: SET THE PUBLIC HEARING DATE PURSUANT TO IDAHO CODE 50-1002 FOR
CONSIDERATION OF THE PROPOSED BUDGET FOR THE CALDWELL URBAN RENEWAL AGENCY
FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2021 AND ENDING SEPTEMBER 30, 2022 AT THE
NEXT REGULARLY SCHEDULED URA MEETING ON AUGUST 9,2021 AT 7:00 P.M.)
Chairman Hopper reported that a workshop was held this evening at 6:00 p.m.to review the proposed URA Budget
for FY-2021.
MOVED by Warwick, SECONDED by Allgood to accept the tentative proposed budget and set the budget public
hearing date for Monday, August 9,2021 at the next Regularly Scheduled Urban Renewal Agency Meeting at 7:00
p.m.

(ATTORNEY'S REPORT)
Update Report—Cleveland Events Center Parking Area— Wellco Propertt
Mr. Mussell provided an update report on the rehabilitation of 711 Cleveland Boulevard. He reviewed completed
projects at the site to include the repair of major drainage repairs within the parcel abutting the building, near the
Wilder Irrigation District Office. Storefronts along Kimball Avenue have been upgraded with stucco and awnings.
The Mexican bakery will remain as one of the tenants. A second bakery has also requested leased space in the
complex.
Mr.Mussell stated that the event center is near completion. Plans are underway for office space on the first floor of
the historic building and a restaurant/bar on the upper floor. Outdoor rooftop dining has been included within the
design plan.
Mr. Mussell reported on the worn condition of the city-provided streetscape furniture and asked if it could to be
replaced.
Commissioner Allgood complimented Mr.Mussell on the exceptional progress of the project.
Update Report Kimball/Arthur Site in Downtown Caldwell:
Agency Attorney,Douglas Waterman,reported that the RFP has been distributed and a legal notice published. The
submittals are due by September 13,2021 to Steve Jenkins,Caldwell Economic Development Director.
Update Report—Creekside Redevelopment Project at 7f'and Main Street:
Mark Sindell and John Bartin fi-om GGLO provided an overview of the project's design. It was noted that
appointments have been made with the Planning&Zoning Department for roundtable session(s)and with the Design
Review Commission for the project. Mr. Sindell emphasized that the design brings together current architectural
concepts with historical elements of existing buildings located within the downtown area.Conceptual drawings were
presented.
Update Report—Proposed North Caldwell Reallocation Area:
Mr.Waterman noted that legal counsel continues to prepare the feasibility study with a target date of September 2021
for consideration by the URA Commissioners.
(CHAIRMAN'S REPORT)
Mr. Hopper reported that the construction of the Plymouth Bridge Project is under review by Canyon County
Highway District#4 and Idaho Transportation Department. It was noted that the current plan includes the use of the
existing bridge for pedestrian use only after a new bridge is constructed.
