(The meeting was delayed due to technical difficulties with the Zoom connection.) Council Members present in person: Allgood, Hopper, Callsen, Pollard(via Zoom), and McGee. Absent: Wagoner. Staff in attendance: Carol Mitchell,Terry Martin,Bianca Stevenson(via Zoom), Robb MacDonald, Lacey Forst,Alyssa Battaglia,Brent Orton,Steve Donahue,Debbie Geyer,and Rachelle Castleberry. Community resident,Chuck Stadick,was in attendance. PRESENTATION#1: WWTP LEASE Public Works Department: Brent Orton reported that an offer was made to the Parson's Company (concrete plant) to purchase property abutting the Wastewater Treatment Plant. The property would be used for composting bio solids from the WWTP. The owners reported that another offer had been received for the parcel;however,they would consider the City's offer if the initial transaction did not materialize. Mr. Orton continued by noting that discussions have been held with Timber Creek Recycling Company about using a portion of the WWTP parcel for conducting the bio-solids compost process under a lease contract with their firm. Processing the bio compost process on site would eliminate the transfer of materials to the Canyon County landfill. He recommended that negotiations for a lease agreement with Timber Creek Recycling Company be sought for consideration by Council Members at an upcoming City Council meeting. In response to questions from Commissioner Allgood, Mr. Orton reported that other parcel options near Rotary Pond are not feasible at this time, noting that there would be a low-grade odor associated with the bio-solid process. PRESENTATION#2: PROPERTY TAX REVIEW • Carol Mitchell, Finance Director, brought forward information from the Canyon County Assessor's Office giving a comparison of taxable values of residential versus commercial&industrial. • A spreadsheet was presented of taxable value/tax revenue/levy rates from 2017 to 2020. The spreadsheet also indicated the 2021 estimate and a five-year projection using the 7%budget rate base versus foregone taxes. Extensive discussion followed concerning the assessed value of commercial business versus residential value and the pros/cons of claiming foregone for calculating this year's budget. Concern was expressed about a potential property tax increase for the citizens if foregone is considered. It was noted that public hearings are required for use of foregone as well as approval of the budget. RECOMMENDATION: • Carol to bring forth a balanced budget without the use of foregone for Council's consideration. • The tentative budget would be presented on August 2, 2021 along with a request to set the public hearing date for August 16,2021 to consider the Appropriation Ordinance.
