CALL TO ORDER— Commissioner Dodge called the meeting to order at approximately 12:00 p.m.
Commission Present: Tressa Dodge, Tyler Morgan,Nicole Dovel-Moore, and Alexandria Vogt
Commissioners Absent: none
Staff Members Present: Jerome Mapp, Planning Director;April Cabello, Planning Technician
Staff Members Absent: none
I. CONSENT CALENDAR: [All consent Calendar items are considered action items]
1. Approve Minutes from the February 23, 2021 meeting.
MOTION made by Commissioner Vogt to approve the minutes.
SECOND by Commissioner Dovel-Moore Passed: unanimous voice vote.
II. OLD BUSINESS: None.
III. NEW BUSINESS
DISCUSSION ITEM: PUBLIC HEARING:
Discuss and review Modifications to the City Center and Central Business District Code.
Mr. Mapp, Director of Planning&Zoning presented the staff report.
Mr. Mapp stated he wanted to give an update of a project that he will be working on for the
next three months, updating the City Center Code. The Central Business District chapter of
the zoning ordinance, which is article 12. Mr. Mapp stated that staff was having some issues
trying to review various projects under the current ordinance.
Mr. Mapp gave the staff report and stated that he had some maps made up of the different
districts and asked the commission to review the maps submitted with the staff report.
Mr. Mapp stated that in the interim ordinance, staff provided definitions of the various
categories in the City Center that govern the ordinance and reviewed the different districts

• and boundaries being the City Center, Central Business District, and the Indian Creek
Corridor. Now we will have a written description of the boundaries and a map.
Mr. Mapp reviewed the outdoor seating and dining ordinance, parking, and land uses.
Commissioner Morgan stated that in order to understand the changes of the ordinances or
changes in the article, he personally would like a small amount of history behind each district.
Historical district wise,why, and how and why the central business district was that created?
What is the benefits to the city?
Mr. Mapp gave a brief background and history of City Center and wondered if sprawl should
be allowed within the districts.
Mr. Mapp shared that he will write the ordinance in June and have a workshop in July, then
take the ordinance to City Council.
IV. Adjournment
MOTION TO ADJOURN: Commissioner Morgan SECOND made by Commissioner Dovel-
Moore.
Passed: Unanimous voice vote.
The meeting was adjourned at approximately 1:15 p.m.
