OLD BUSINESS: 1) ACTION ITEM: Continued from June 7, 2021 - Consider Resolution accepting the City of Caldwell's allocation from the American Rescue Act in the amount of$12,481.887.00 and provide for the Finance Director to request the funds through:he Treasury Submission Portal. NEW BUSINESS: 1) ACTION ITEM Public Hearing(Quasi-Judicial): A request by Trilogy Development(PUD20-000001),for a Planned Unit Development and a preliminary plat for Escalon Park, for single-family and multi-family residential development in an R-1 (Low Density Residential) zone on 118.49 acres including parcel's R34309012 and R34297010B. The proposed PUD consists of 528 total dwelling units on 426 buildable lots, including 392 single-family residential lots and 34 four-plex lots(136 units)with an overall proposed density of 4.45 units per acre on 118.49 acres. The subject properties are located 1,500 feet east of the intersection of HWY 20 26 and Middleton Road,Caldwell, ID. 2) ACTION ITEM: Financial Report acceptance 3) Council Reports. MINUTES Mayor Nancolas opened the meeting at 7:00 p.m.at the Caldwell Police Department Community Room. Pastor Siegalkoff of the Caldwell First Baptist Church provided the invocation. The Mayor led the Pledge of Allegiance to the Flag. The Roll of the City Council was called by the City Clerk with the following members present: Allgood, Wagoner,Hopper(via Zoom),Callsen, Pollard,and McGee. CONFLICT OF INTEREST DECLARATION Councilman Wagoner reported that he has provided consultation services for Trilogy Development. In consultation with the City Attorney and it was determine, pursuant to Idaho Code, that he would recuse himself from being involved with the public hearing for New Business Item#1 —PUD20-000001. SPECIAL PRESENTATIONS A. Introduction of Lilli Heinz: The Mayor acknowledged his granddaughter in attendance, Lilli Heinz. Ms. Heitz reported her involvement with the Mayor's Youth Advisory Council for the past five years and noted that she is shadowing Mayor Nancolas this week for her high school senior project. B. Presentation from Caldwell Firefighters regarding Station No. 3: Steve Donahue, Deputy Fire Chief, presented prints of the newly constructed Caldwell Fire Station No.3 to Mayor Nancolas and to Council President,Chris Allgood. C. Presentation from Crime Stoppers of Southwest Idaho Kenny Pittman of Crime Stoppers presented information concerning the need for support from the City of Caldwell for this non-profit organization. He noted that the organization provides valuable information to local law enforcement agencies, affords an anonymous way for individuals to report information about criminals wanted for major crimes, and offers rewards for the capture of the individual criminals (up to $1,000). The source of funding for the organization is through partnerships with local individuals, businesses and cities. He emphasized that they are not a law enforcement agency and are not federally or state funded. He reported that they calculated a proportionate share of administration costs per capita for each partnering community-Caldwell's population of 60,000 x$0.11 =$6,600.00. He requested that this amount be considered by the Caldwell City Council within their upcoming budget. He introduced Crime Stopper Board Members in attendance-Rod Carr and Dave Marrins. Mayor Nancolas expressed his appreciation to Mr. Pittman for the presentation and reported that the information would be discussed at an upcoming City Council Budget Workshop. MOTION CARRIED OLD BUSINESS (ACTION ITEM: CONTINUED FROM JUNE 7,2921 - CONSIDER RESOLUTION NO. 215- 21 ACCEPTING THE CITY OF CALDWELL'S ALLOCATION FROM THE AMERICAN RESCUE ACT IN THE AMOUNT OF $12,481.887.00 AND PROVIDE FOR THE FINANCE DIRECTOR TO REQUEST THE FUNDS THROUGH THE TREASURY SUBMISSION PORTAL) Carol Mitchell, Caldwell Finance Director,provided the staff report and noted that the funding would be direct federal funding and not allocated through the State of Idaho inasmuch as the City of Caldwell is considered within the"metropolitan"category. She noted that an allocation of 54 million dollars would be administrated by the State of Idaho. One-half of the City's award would be accepted in the current year and the second half the following year. A City Council workshop would be scheduled to discuss potential uses of the funding. The final allocation of funds would be determined by City Council. The Mayor reported that broadband infrastructure is a potential use for the funding. In response to questions from Councilman Pollard, Ms. Mitchell clarified that the funding is divided into two separate categories — metropolitan cities (cities over 50,000 in population) versus smaller communities. The smaller communities will receive their allocation of funding through the State of Idaho. Due to Caldwell's population,the funding would come directly from the federal government. In response to questions from Councilman Allgood, Ms. Mitchell confirmed that the funds would be subject to an audit. The funding may be used for COVID related mitigation projects. The Mayor read Resolution No.214-21 by title only: A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF CALDWELL, IDAHO, AUTHORIZING THE ACCEPTANCE OF CALDWELL'S ALLOCATED AMOUNT OF THE AMERICAN RESCUE PLAN IN THE AMOUNT OF $12,481,887 AND PROVIDE FOR THE FINANCE DIRECTOR TO REQUEST THE FUNDS THROUGH THE TREASURY SUBMISSION PORTAL MOVED by Callsen,SECONDED by Pollard to approve Resolution No.214-21 as read. He noted that there are unknown factors concerning the development and how it could potentially affect the City in relation to safety services. MOVED by Callsen, SECONDED by Allgood to continue the public hearing to the Regularly City Council Meeting to be held on Monday,July 19,2021 at 7:00 p.m. Roll call vote: Those voting yes: Callsen, Allgood, and Hopper. MOTION CARRIED (FINANCE AND HUMAN RESOURCE REPORTS) Councilman Allgood reported that the Finance Committee has reviewed current accounts payable in the amount of$576,126.92 for the period ending June 16, 2021, a net payroll of$409,001.46 for the pay period ending June 5,2021. MOVED by Allgood, SECONDED by Pollard that accounts payable in the amount of$576,126.92 by check numbers 154183 through 154205 and payroll in the amount of $409,001.46 represented by check numbers 35977 through 35994 and direct deposits be accepted, payments approved and vouchers filed in the office of the City Clerk. MOTION CARRIED (COUNCIL COMMENTS) Councilman Wagoner reported on an event that was held on Friday,June 18,2021 at the Indian Creek Plaza. He expressed concern that the atmosphere of the event as not family friendly. He noted that all of his employees at "Soda Burst" spoke with him about the evening's happenings, especially the inappropriately clad attendees that came into the shop. He emphasized that the Indian Creek Plaza has been known as a family-friendly event venue. It was recommended that this matter be discussed with the leadership of Destination Caldwell in regards to their screening process for future events.
