(ROLL CALL)
The regularly scheduled meeting of the Caldwell Urban Renewal Agency convened at 7:00 p.m. in the Caldwell Police
Department Community Room with Chairman Hopper presiding. The Secretary is out this week, and the Deputy Clerk
will fill in for this meeting.
The Deputy Clerk called the roll. Present: Commissioner Hopper, Commissioner Porter, Commissioner Warwick,
Commissioner Allgood and Commissioner Ramirez. Absent: Commissioner Wagoner.
Mayor Nancolas was in attendance via Zoom

CONSENT CALENDAR ]All Consent Calendar items are considered action items]
1) Approve minutes from the Urban Renewal Agency Regularly Scheduled Meeting held on April 12, 2021 and
the Special Meeting held on April 26, 2021;
2) Approve request from Arlene Yamamoto to terminate the month-to-month lease with the Caldwell Urban
Renewal Agency for property located at 215 South Kimball Avenue;
3) Approve Resolution No. 2021-17 authorizing the purchase of fencing in the amount of $40,500.00 from Fencing
by Rob, LLC for the north side of I-84 between North Illinois and Centennial Boulevard.
MOVED by Porter, SECONDED by Ramirez to approve the Consent Calendar as printed.

OLD BUSINESS
(ECONOMIC DEVELOPMENT ACTIVITY REPORT FROM STEVEN JENKINS -APRIL 2021)
Current Projects
Project Bengal... well known Treasure Valley sports bar is looking for space in the downtown area. They will be visiting
the Caldwell area this month and they're considering multiple locations.
Project Boom... breakfast operator in Ada County is looking for a location in Caldwell. They're considering downtown
sites for their next restaurant.
Project Bulldog... dessert eatery that has been looking in Caldwell for the past year. They have found a location near the
College of Idaho and will be opening next month. They are a well-known brand and they'll be a welcome addition to
Caldwell.
Clarity Credit Union... closed on a property on 21s' Avenue. They will be building a new facility near Del Taco in the
coming months.

Project Pellet... Retail group that would like a 15-20 acre site for a retail/warehousing operation. They would like to
construct an 80-100,000 square facility. Working on solidifying plans to locate in the Sky Ranch area, more specifically
North Ranch.
Project Leather... retailer that specializes in leather products such as wallets, belts, backpacks, and other items. They
visited Caldwell in April. They are moving quickly on a property in downtown Caldwell. They are hoping to be open later
this summer.
Project Fun... Treasure Valley family fun center. They visited Caldwell last month and are considering sites in the Sky
Ranch area. They would like to buy land and construct a new facility.
Project Cabinet... Manufacturer out of the Meridian area. They are looking for 3-4 acres to build a new industrial facility.
They're considering multiple sites in Caldwell. They've been working with BVA to evaluate opportunities to build in
North Ranch.
Project Grill... working with a local group that would like to open a sports bar downtown. They are interested in two
locations near the plaza and are be open for business this fall. Update- they are making an offer on a building downtown
in the coming days.
Project Rollout ... BVEP lead... seeking roughly 30 acres for a new distribution center. Considering two sites in Caldwell.
Project Italy... working with a dessert group that is interested in locating in downtown Caldwell. They visited the area and
have identified some workable options for their bakery.
Project Carbon... California based manufacturer that is interested in relocating to Caldwell. They will be selling their
facility in CA and relocating to another building here in Caldwell. They are considering two industrial buildings and are
hoping to move their business here by the fall. They have 14 employees and have been in business since 1969.
Project Imagine... Large manufacturer looking at a Caldwell property for a regional operation. Continue working with
them to solidify their develop plans.
Downtown Updates:
• Idaho Mercantile- Oakes Bros Marketplace- Grand opening this month
• SpectaGals Optical Boutique now open
• American Comedy Club will be open later this year
Mr. Jenkins also noted that an RFP regarding the 516 Main Street property is ready to send out; discussion of possible
timelines ensued. Commissioners should anticipate further discussion in conjunction with an action item at the June
meeting.
In response to a question by Commissioner Porter about possible toxins in the soil requiring remediation at the site, the
City Engineer responded that there is not an expectation of contaminants generating serious concern. Potential
environmental issues will be evaluated when appropriate.
In response to a question from Commissioner Porter regarding possible interest in the retail pads in front of the theater,
Mr. Jenkins responded that Happy Teriyaki will be locating in the developed retail pad, and the rest of the space is being
considered by a sports bar and will likely be occupied soon.
NEW BUSINESS
(ACTION ITEM: CONSIDER RESOLUTION 2021-16 RECOMMENDING THE NAMING OF THE TVCC
CAMPUS)
The Chairman read Resolution 2021-16 into the record:

RESOLUTION FROM THE CALDWELL URBAN RENEWAL AGENCY BOARD OF
COMMISSIONERS RECOMMENDING THE DEDICATION OF THE TREASURE

VALLEY COMMUNITY COLLEGE - CALDWELL CAMPUS BUILDING AS THE
NANCOLASCENTER.
WHEREAS, the Caldwell Treasure Valley Community College building was constructed by CP -1
LLC in partnership with the Caldwell Urban Renewal Agency in 2010; and
WHEREAS, the facility was designed to meet the community educational needs within the City of
Caldwell and surrounding area; and
WHEREAS, the said facility located at 205 South 6" Avenue is currently under public control by the
City of Caldwell; and
WHEREAS, Garret L. Nancolas has served the City of Caldwell for 33 years (two [2] years as a
Planning & Zoning Commissioner, eight [8] years as City Council Member, 23+ years as Mayor); and
WHEREAS, Mr. Nancolas has implemented his vision of a Downtown that is family -friendly, vibrant,
active, and a place that all Caldwell residents can be and are proud of, and
WHEREAS, the current TVCC building was the first catalyst project on the banks of the newly
redesigned and rerouted Indian Creek as the centerpiece of Caldwell's Downtown; and
WHEREAS, there can be no better symbol of the transformation of Caldwell that Mr. Nancolas has
orchestrated;
BE IT THEREFORE RESOLVED by the Caldwell Urban Renewal Agency to recommend to the
Caldwell City Council to approve the dedication and naming of the Treasure Valley Community
College Caldwell Campus facility as the "NANCOLAS CENTER"
MOVED by Warwick SECONDED by Ramirez to enthusiastically adopt the resolution as written.

The Chairman acknowledged Mayor Nancolas, who was attending via Zoom. Mayor Nancolas indicated that he was
surprised, honored and humbled by this action, and thanked the commissioners for this honor.

Ms. Mitchell stated that the URA contribution amounts do not fully support the department. The City supplements the
Economic Development Department budget.

project summaries for several current and upcoming projects.

• Canyon Hill/Sacajawea Elementary — sidewalks and a hot crossing at N. Illinois and Plymouth St.
• Canyon County Fairgrounds — monthly requests for payments as it moves along
• Ustick Bridge — using remaining funds from the County project
• North Ranch Development — nearing completion
• Ustick Widening Project — estimated project costs over the next couple of years to total about 5 million dollars
• Commitment to ITD for Hwy 20/26 under the Tiger Grant is scheduled for next year

(ATTORNEY'S REPORT)
Update Report — Revised Caldwell North Renewal Area Project:
Mr. Hilty reported on the progress of the project:
• Reviewing status of area
• Adjusting area to include additional property
• Some interest for industrial development
• Looking at reshaping the feasibility study
• Updating project costs
• Exploring options for moving forward
Update Report — Cleveland Events Center:
Mr. Hilty introduced Mike Mussel] (via Zoom) from Mussell Construction. Mr. Mussell reported the following:
• About three weeks from finishing the interior
• A tenant who will be running an event cente will take over about mid-June
• Permits are in place for windows, roof, masonry, and stucco
• Expecting exterior work and storefronts to begin in about three weeks
• Architects and engineers are working on final plans, and hope to have them ready to turn in for permits
in the next 30 days
• A lot of interest from tenants
• Project should wrap up in about 3 months.
Commissioners expressed appreciation for the progress and speed with which this project is moving forward.
Update Report — Legacy Group at Kimball/Arthur:
Mr. Hilty heard from Bob Jenkins earlier today, who indicated that one of the major concerns is that project
materials are in short supply and are expensive, which will also affect the timelines for starting and completing
the project.
Carl Bauman gave an overview of the challenges the Legacy Group has been experiencing in discussion with
contractors about the project. They are committed to the project, and feel that this is the best use for the property,
but noted the difficulty due to the spike in construction costs and supply availability are a problem. If contractors
can provide good pricing, the timeline can go forward.
Mr. Hilty suggested that staff have conversations with Legacy Group over the next month about where to go
with the project. Staff will provide an update report for the next meeting.
Update Report — Creekside Redevelopment Project at 7'�' and Main Street:
DeChase Group is working to provide an updated design plan for review. Process is on the way and the project
is moving forward.
(CHAIRMAN'S REPORT)
The Chairman thanked the Commissioners for approving the resolution naming the TVCC-Caldwell campus as
the Nancolas Center. It is a fitting tribute to Mayor Nancolas, who has led us through the rebirth of Caldwell.
