Request"No Parking Signs"—Sylvia Bahem The City owns the property between the 614/616 S. Kit Avenue buildings and the K-9 training unit. There is a problem with parking in that area that impedes K-9 officers training. Sylvia would like signs on this property, i.e., No Parking City Property, Cars will be Towed, etc. CPD uses two "drug vehicles" during canine training.That area is City property and is needed to stage the vehicles without other distraction to the dogs. Using the area to drive through is not a problem, parking in the area is.A motion was made and TC agreed unanimously to place "No Parking" signs at both entrances to the property and "No Parking Violators will be Towed at Owners Expense" signs along the fencing. ACTION: Street department will install signage noted above. 2. ROW Vaci.tion for New Plaza Skate Shop —Brent Orton Caldwell Destination wants to build a larger skate shop off the side of the existing building into Albany Street. Concerns: • Partially blocks access for loading and unloading to businesses on the plaza • Reduces the open view of the Plaza from Albany Street and coming across the bridge • Reduces fire access • If sidewalk is replaced in front of new building that would take additional space • The area in question is often used by vendors throughout the year Suggestions: • A longer skinner building • A Portable structure for the three or four months of skating. A motion was made and TC agreed unanimously to table further discussion until exhibits are available to review the issue of the add on reducing the open view and feeling of the Plaza. New Business— • r 3. Semi's Parked on Middleton Road & Spruce/Santa Anna & Ustick—Sylvia Bahem, Code Enforcement What started as one semi parking occasionally has become a problem on Middleton Rd. and Ustick. Sylvia has complaints from the Church as well as people living in the Blackhawk Subdivision. Two semi trucks park there—one behind the other on a regular basis. At different times, other Commercial vehicles began parking there. Sylvia deems it a vision obstruction. In addition, there is now a truck parking near Ustick & Santa Anna. There is concern that Middleton Rd. will become Semi parking for drivers living nearby. The road section being used for parking is for future widening of Middleton road. A motion was made and TC agreed unanimously to make that section a right turn lane onto Spruce. That will eliminate the ability to park there. ACTION: Engineering will design draw up a turn lane and Street will implement. 4. No Parking Signs on Shaver—Sylvia Bahem,Code Enforcement Per Sylvia: Along part of Shaver, there are"No Parking" signs. I got a complaint yesterday about sor,ie trailers parked at 222 Holly. There is an issue with semi trucks and trailers parking along Shaver street next to the fence at 222 Holly. This area is City ROW and citations for parking cannot be issued. Existing "No Parking" signs are farther north along Shaver and don't come far enough down to be seen by those that live on Holly. Sylvia requests more" No Parking" signs be put up along Shaver A motion was made and TC agreed unanimously to post "No Parking" signs on Shaver from La Fonda to Laural Street on both sides. ACTION: Street department will install signs. 5. Access to 102 Summer—Sylvia Bahem, Code Enforcement/Charlie Fenton Mr. Fenton states that the cars that park up and down on Summers Street sometimes prevent his trucks from getting in and out of the gates to tow in house trailers. In one day, Sylvia tagged three cars for various reasons and wrote two parking tickets for cars too close to the fire hydrant. Another day she tagged 7-10 vehicles and ended up towing three of them. This is an industrial area of town and many of these cars belong to employees working nearby. Many of them are also non-operable. TC agreed Mr. Fenton should send TC details of his needs.TC can then evaluate the street and place "No Parking" signs as needed and at hydrant areas. Item continued to April meeting. 6. Parking on Slip-Stream—Sylvia Bahem,Code Enforcement The issue ':ere is much the same as the issue on Summer Street. Workers parking erratically up and down Slip-Stream. Parking for employees should have been planned for with the design of the site. This is not a TC item. Sylvia will invite Mr. Erlebach to come in for a rountable meeting to discuss parking solutions for their employees. ACTION: Sylvia will communicte the request for a roundtable with Mr. Erlebach. 7. Parking around the new Terry Riley complex at Kimball and Clevland—Glen Koch Terry Reily employees and customers consume the majority of available parking for blocks around their building. I have received phone complaints and one letter from Glenn Koch.They are parked from early in the morning to 5:00 PM, leaving no parking for Mr. Koch's tennants. Mr Koch would like to see "One Hour parking" signs along Kimball between Cleveland and Dearborn. A motion was made and TC agreed unanimously to table further discussion until further information can be gathered. 8. Desert Springs Elementary 18178 Santa Anna—Shaina PTO President Parents arid children, especially before and after school, are crossing at Santa Ana and Ustick, where there is no light or crosswalk. It is too tempting to cross at Santa Ana and save 10 minutes of walking. Two schools are there, Sage Valley Middle School and Desert Springs Elementary. Over 1,000 students attend these schools and many more homes and apartments are planned on the opposite side of Ustick from the schools. Shaina asks what can the PTO do? TC is willing to put a crosswalk on the West side of Santa Anna if the schools will commit to providing Crossing Guards and maintaining that commitment.TC will work with the PTO and they can help by contacting the school or school district and get, in writing, their commitment to maintaining crossing guards. There is a roundabout planned for construction at this intersection in 2022.The roundabout includes crosswalks on all four sides. ACTION: Tammy will reply back to Shaina with the TC determination. Resource/Weather Pending Business: 1. A signal is planned at 24' Avenue and Blaine Street in front of the Simplot Stadium. The signal currently installed at Santa Anna and Ustick Road midblock will be repurposed for this project once the Ustick/Santa Anna RAB is complete. 2. Extend red curbing at 20th & Cleveland—CPD created a package solution for parking and sight issues in this area.",he Traffic Commission requested a copy for review before the plan is added to the Council Agenda for approval.Aug 2020 3. Restripe Skyway in late spring or early summer. Nov 2019 4. Engineering to conduct a traffic control and flow study of the greater South Downtown area.Aug 2020
