Per the Director, you would need to apply for a Special Use Permit. That is a public hearing process.
You may apply online for the Special Use Permit at https://www2.citizenserve.com/Portal/PortalController?Action=showDevelopmentApplications&ctzPagePrefix=Portal_&installationID=263
You will need to have the neighborhood meeting prior to submitting for the Special Use Permit.
