OLD BUSINESS: 1) ACTION ITEM: Continued from March 1,2021: Public Hearing(Quasi-Judicial): TE-20-07: A request by J& J Property Development, LLC for a 24 month Time Extension of a Preliminary Plat for CIRRUS POINTE Subdivision. The original development consists of 373 residential lots in an R-I (Low Density Residential)zone on 162.48 acres. Phases 1-5 containing 160 residential lots have been developed. The applicant is requesting to complete the 213 residential lot development of Cirrus Pointe. The 2040 Comprehensive Plan designation is Low Density Residential. The development is located at the southeast comer of Montana Avenue and Orchard Street in Caldwell,ID. NEW BUSINESS: 1) ACTION ITEM: Public Hearing: Concerning Bill No 10,Ordinance No.3330,an emergency ordinance enacted by the Caldwell City Council amending Chapter 10, Article 3, Section 10-03-11 of the Caldwell City Code, amending certain definitions applicable to zoning within the City of Caldwell; amending Chapter 10,Article 12, Section 10-12-02 modifying the applicability of the City Center District zoning regulations to align with the new definitions in 10-03-11. 2) ACTION ITEM: Consider Bill No. 10,Ordinance 3330,an emergency ordinance enacted by the Caldwell City Council amending Chapter 10,Article 3,Section 10-03-11 of the Caldwell City Code;amending certain definitions applicable to zoning within the City of Caldwell,amending Chapter 10,Article 12,Section 10-12-02 modifying the applicability of the City Center District zoning regulations to align with the new definitions in 10-03-11 with a request to waive the rules and pass on the first reading. 3) ACTION ITEM: Public Hearing(Quasi-Judicial): SU1320-000012 and DAA-20-01: A request by Pine Street LLC, to modify the Selah Estates Development Agreement recorded as inst. 92008023676. Also requesting approval of a Preliminary Plat for Selah Estates Subdivision, a single-family residential development in an R-I (Low Density Residential)zone on parcel R25052012 containing 18.76 acres. The proposed subdivision consists of 52 single-family lots and 9 common lots. The 2040 Comprehensive Plan designates this property as Low Density Residential. The subject property is located on the northwest comer of Homedale Road and 10"'Avenue. 4) ACTION ITEM: Public Hearing(Quasi-Judicial): ANN-20-071SUB-20P-14: Craig Kulchak is requesting to annex three (3) acres with a zone designation of R2 (Medium Density Residential) consistent with the Comprehensive Plan designation. Also requested is approval of a Preliminary Plat for Lake Park Subdivision consisting of I I single-family residential lots with an average lot size of 6128 sq.ft. and three (3)common lots. The subject property is located 780 south of the intersection of Lake Ave. and Homedale Road on the west side of Lake Ave. [I1-3N-3W-NE]in Caldwell,Idaho. 5) ACTION ITEM: Consider Bill No. 68(Ordinance No.3316)for Case No.ANN-20-07(Lake Park Annexation) with a request to waive the rules,pass on the first reading,and approve the summary for publication. 6) ACTION ITEM: Public Hearing: CASE NO TE-20-10: A request for a time extension of a Preliminary Plat for Canyon Crossing Subdivision,a residential development in an R-2(Medium Density Residential)zone containing 31 residential lots and 5 common lots on 8.5 acres+/-, on parcel R02666101, and(Phase I)Lots 1-13 of BLK I Canyon Crossing Phase I containing I I multi-family residential lots recorded on March 18,2020. Phase I units are currently under construction. The development is located on the southwest comer of Syringa Lane and Florida Avenue.
