APPROVE RESOLUTION AUTHORIZING THIS SERVICE AGREEMENT WITH SIX MILE
ENGINEERING, PA IN THE AMOUNT OF $58,900.00 TO DEVELOP A DESIGN FOR THE FRONTAGE

Six Mile Engineering has been solicited by the engineering department to provide a proposal to design the
frontage improvements along the new section of Brother's Park. This includes design of 1,600 lineal feet of
frontage widening,topo and survey, and storm water design and pedestrian access. Design shall tie into the
existing roundabout(as was originally proposed when the roundabout was design),by adding a second Slip-
Lane on the northeast corner.
Six Mile has been selected by the City through a quality based selection process and is on the City's
transportation short list of pre-approved transportation consultants.
NOTE. This item was approved through City Council on February 16th, 2021
RECOMMENDED ACTION:
Staff recommends the URA to ratify this City Council approved agreement with Six Mile Engineering,
PA. in the amount of$58,900.00 to develop a design for frontage improvements (including pavement,
curb, gutter, sidewalk, storm drainage, etc.) along Brother's Park on Indiana and Ustick Roads in
Caldwell, Idaho.

Subject: Cost Proposal for Roadway Design
Park Frontage on Indiana Avenue and Ustick Road
Dear Rabb:
Thank you for the opportunity to submit this cost proposal to design roadway improvements for
the City park frontage on Indiana Avenue and Ustick Road.
Proposed Improvements
The existing single-lane roundabout at the intersection will be expanded to provide a right-turn
lane for westbound traffic. This turn lane will convert to a shared thru and right-turn lane when
Ustick Road is widened to five lanes east and west of Indiana. The roundabout will be
expanded by removing the existing curb and gutter and reconstructing it to the outside. It is
anticipated that the existing sidewalk and fighting will remain, and the splitter islands
constructed for single-lane circulation will remain. The existing drainage system, consisting of
roadside swales between the sidewalk and curb and gutter will be removed and a piped system
will be designed. Stormwater disposal will be handled in seepage beds or a drainage basin,
likely located on the park parcel on the northeast corner adjacent to the roundabout.
The north half of Ustick Road,east of Indiana Avenue,will be widened to provide one-half of a
future five-lane roadway,with one-half of a future center turn lane,two westbound travel lanes,
a bike lane, and curb, gutter and sidewalk for a distance of approximately 1,320 feet measured
from the center of the roundabout. The east portion of Indiana Avenue, north of Ustick Road,
will be widened to provide one-half of a future center turn lane,one northbound through lane,
one northbound right-turn lane into the City park,a bike lane, and curb, gutter and sidewalk for a
distance of approximately 660 feet measured from the center of the roundabout,tying into the
existing curb return for the park parking lot. The drainage improvements consist of catch basins
and piping,with stormwater disposal incorporated with the roundabout's disposal improvements.
Scope of Work
Our services consist of preparing plans, specs and estimate for the improvements described
above. The design will include a 95%design review set for City review before finalizing the
plans for bidding by the City.
Land Solutions will conduct topographic surveying and prepare a base map and 3D surface of
existing ground for use in design. The survey limits will include Ustick Road from approximately
1,320 feet east and 900 feet west of Indiana Avenue, and approximately 800 feet on Indiana
Avenue north of Ustick Road. The survey limits will accommodate the current proposed design
plus allow the optional design, not included in the current budget,for the north half of Ustick
Road from east 1,320 feet to approximately 800 feet west of Indiana Avenue and the full five-
lane roadway design of Indiana Avenue from Ustick Road to the park and YMCA approaches.

Assumptions
• We will request utility facility maps and show potential conflicts on the plans. The City
will contact utility companies directly regarding potential relocates needed for the project.

• The City's park improvements, designed by others,will include the needed modifications
or relocations of the existing irrigation system. Irrigation design is not included in this
scope of work.
• All improvements will be constructed in roadway ROW or City property. No additional
ROW will be needed.
• The pavement section will match the section constructed with the roundabout.
• The City will provide the depth to groundwater for our use in designing stormwater
disposal. The roundabout lighting will remain as constructed and no additional lighting
improvements are anticipated for the roadway widening.
• Temporary traffic control plans,environmental scans to support the CGP, and public
involvement support are not included in this scope of work.
Budget
The estimated time and materials, not-to-exceed cost to complete this work is$58,900.
Schedule
With an anticipated start date of February 15,the 95%design review set will be submitted by
April 12, With a two-week review period,the PS&E bid set will be submitted by May 7.
