Approve acceptance of the minutes of the Regularly Scheduled City Council Meeting held on February 16, 2021; the minutes of the City of Caldwell Design Review Commission Meeting held on January 26,2021; the minutes of the Caldwell Golf Board Meeting held on October 21,2020; and the minutes of the Caldwell Traffic Commission held on February 3,2021; 2. Approve the appointment of Randy DeLeon to the Caldwell Traffic Commission for a term to expire on December 31,2021; 3. Approve Resolution ratifying the execution of a Purchase & Sale Agreement with Hess Properties, LLC for the sale of real property located on or near El Paso Road between Willis and Purple Sage Road comprising of 28.448 acres, more or less, pursuant to the Option to Purchase Agreement executed on March 19,2018, as amended by that certain addendum to Option to Purchase Agreement executed on November 4,2019; 4. Approve Resolution authorizing a change from the last part-time customer service position in the Water/Finance Utility Billing Department to a full-time customer service position; 5. Approve Resolution authorizing one additional full-time Associate Planner position in the Planning & Zoning Department; 6. Approve Resolution authorizing the purchase of the Supervisory Control and Data Acquisiton (SCADA)improvements and the installation of a new 4RF Radio Transmitter by Control Engineer for the Voyage North Pressure Irrigation Station in the amount of$21,700.00; 7. Approve Resolution declaring items at the Wastewater Treatment Plant as surplus for disposition at public auction; 8. Approve Resolution authorizing the use of FY-2020 unassigned fund balance in the amount of $35,800 and approve expenses for fencing relocation, landscaping repair and asphalt paving on the BMX track to improve the usability of the site and promote large-scale regional tournaments; 9. Approve Resolution declaring that certain golf cart storage is being phased out with no new open cart storage agreements or waiting lists being maintained for Purple Sage or Fairview Golf Courses; 10.Approve Resolution ratifying the application and acceptance of the ACRGP (Concessions Relief Grant)in the amount of$23,000 for the Caldwell Industrial Airport; 11.Approve Resolution ratifying the Monitoring Agreement with Absolute Fire for fire alarm monitoring at the Caldwell Event Center in the amount of$35.00/month; 12.Approve Resolution authorizing the execution of the Application for Federal Assistance for Caldwell Industrial Airport Improvement Projeet 3-16-0045-034-2021 Rehabilitate Parallel Taxiway and Taxiway Edge Lighting Projeet Page 1 of 2 13.Approve Resolution authorizing the execution of a Right-of-Way Purchase Agreement with Dana K. and H. Arline Devlin for acquisition of property at 9792 Ustick Road, Nampa in the amount of $19,475.90 for future improvements along Midland Boulevard; 14.Approve Resolution accepting a Warranty Deed from Dana K. and H. Arline Devlin for future right- of-way improvements along Midland Boulevard; 15.Approve Resolution accepting a Warranty Deed from Luisa Mendoza for future right-of-way improvements W.Logan Street; 16.Approve Resolution authorizing the execution of a Lease Agreement with Mussell Construction for off street parking space. OLD BUSINESS: 1) ACTION ITEM: Public Hearing of Objections &Confirmation of the Assessment Roll for Local Improvement District(L.LD.)No. 16-1 for Payment of Connection Fees for Sewer and Water. 2) ACTION ITEM: Consider Bill No. 6 (Ordinance No. 3326) making certain findings and acceptance of the Assessment Roll in connection with Local Improvement District(L.LD.) 16-1 for Connection Fees for Sewer and Water pursuant to Idaho Code 50-1713 with a request to waive the rules and pass on the first reading. 3) ACTION ITEM: Public Hearing of Objections &Confirmation of the Assessment Roll for Local Improvement District(L.LD.)No. 19-1 for Miscellaneous Concrete Repairs and Construction. 4) ACTION ITEM: Consider Bill No. 7 (Ordinance No. 3327) making certain findings and acceptance of the Assessment Roll in connection with Local Improvement District(L.LD.) 19-1 for Miscellaneous Concrete Repairs and Construction pursuant to Idaho Code 50-1713 with a request to waive the rules and pass on the first reading. NEW BUSINESS: 1) ACTION ITEM: Public Hearing (Legislative): OA-20-04 proposing amendments to Chapter 10, Article 2 (Section 10-02-13) of the Caldwell City Code, removing duplicative provisions related to business permits; and amending Chapter 10, Article 2 by adding a new section entitled 10-02-16 containing provisions related to the regulation of business permits for the City of Caldwell. 2) ACTION ITEM: Consider Bill No. 39 (Ordinance No. 3296) regarding proposed amendments to the Caldwell City Code in Chapter 10,Article 2(Section 10-02-13)removing duplicative provisions related to business permits and adding a new section to Chapter 10, Article 2 (Section 10-02-16) containing provisions related to the regulation of business permits with a request to waive the rules, pass on the first reading,and approve the summary for publication. 3) ACTION ITEM: Public Hearing (Quasi-Judicial) I' Z2-..07: A request by J & J Property Development, LLC for a 24 month Time Extension of a Preliminary Plat for CIRRUS POINTE Subdivision. The original development consists of 373 residential lots in an R-1 (Low Density Residential)zone on 162.48 acres. Phases 1-5 containing 160 residential lots have been developed. The applicant is requesting to complete the 213 residential lot development of Cirrus Pointe. The 2040 Comprehensive Plan designation is Low Density Residential. The development is located at the southeast corner of Montana Avenue and Orchard Street in Caldwell,ID. 4 ACTION ITEM: Public Hearing (Quasi-Judicial I' Z2-...X.X: A request by Matt Shultz for an 18 month Time Extension of a Preliminary Plat for HOSHAW SUBDIVISION formerly Knightsbridge Subdivision. The development consists of 282 residential lots and 17 common lots in an R-1 (Low Density Residential) zone on 78.61 acres. The 2040 Comprehensive Plan designation is Low Density Residential. The development is located at the southeast corner of Ustick Road and Indiana Avenue in Caldwell,ID. 5) ACTION ITEM: Consider Bill No. 9 (Ordinance No. 3329) to annex Cedar Crossing Subdivision Phase No. 5 (Instrument No. 2021-003062) into the Caldwell Municipal Irrigation District with a request to waive the rules and pass on the first reading. 6) ACTION ITEM: Discussion and potential action regarding annexation and residential land-use applications as a result and effect of Senate Bill 1108. 7) ACTION ITEM: Financial Report acceptance. 8) Council Reports. 9) Mayor's Comments. 10)Adjournment.
