1. Request 4-way Stop at So Florida and Homedale Rd.- Noel Weina, Kathryn C
*I received two requests for change at this intersection. Noel Weina lives near the
intersection of S Florida Ave. and Homedale Rd. She has seen an increase in accidents over
the past few months and would like the intersection to be a 4-way Stop. Kathryn C, also
lives at this intersection and also spoke about the increase in dangerous accidents. She has
had multiple property damages including one car in the yard in front of her living room
window. Kathryn would like the rate of speed be lowered and a 4-way stop sign or light be
installed.
Officer Deleon provided accident data from 2017 to current for this intersection. Officer
Deleon pointed out a steady increase in the past three years. The past 3 months have truly
seen a spike in crashes, both property damage and personal injury. Officer Deleon's final
note was that over half of 2020 crashes have been within the past three months, which
include four personal injury crashes for 2020. TC confirmed this is in Caldwell jurisdiction. A
concern is that making corrections at only this intersection may not resolve the issues. It
may be more useful to do a traffic study of the Homedale corridor as a whole.
A motion was made and TC agreed unanimously to have Engineering conduct a traffic study
in accordance with MUTCD 2B.07.
Action: Engineering to coordinate a study of the Homedale corridor.
2. Request Ward Lane and Skyway be made a 4-Way Stop—Kyra Sinsel
Kyra Sinsel requests additional stop signs at Ward Rd. and Skyway St. She included a letter
from the principal of Skyway Elementary School, a teacher, and a local bus driver.
There has been ongoing traffic congestion issues during pickup and drop off in front of
various schools. The problem originates with parents queuing on public streets rather than
on school property where they should.
The motion was made and TC agreed unanimously to have Engineering coordinate a traffic
study of the area of Skyway and Ward lane in accordance to 26.07. In addition, Jerome
Mapp will look at modifying the P&Z Access Ordinance and site reviews to include requiring
schools to provide adequate room in their plans for traffic queuing of drop off and pickup
areas on their property.
Action: Brent Orton will compose a letter to the local school districts and all Charter schools
as a friendly reminder to instruct parents not to que on public ROW and direct them to an
area within their property boundary.
3. Complaint from Caldwell Transportation regarding access to Beechwood Subdivision—
Jene Price, Caldwell Code Enforcement.
We have received a complaint from Caldwell Transportation about access in and out of this
subdivision. The concern is that there are two medians in the middle of the street on Beech
Street, inside the subdivision, with cars parking next to the sidewalks across from these
medians. The street is already narrow and with the parking and medians the bus company is
having trouble accessing the street. It would also be difficult for emergency vehicles.
The request is that the street directly adjacent to the medians be marked as no parking
zones. This would allow the bus company, and any other large vehicle to access the street
without difficulty. The motion was made and TC agreed unanimously to erect signs as
requested.
Action: Street department to install signs
4. Request parking modification around Canyon County Buildings— Paul Navarro
Paul Navarro received a request from the County Clerk, Treasurer and Assessor to modify
the street parking around the administration building so citizens can more easily access the
services the County offers. They would not expect the City to enforce the "No Parking".
Chief Wendelsdorf disagreed with the idea. All parking around the County building is
parallel parking. People are not good at parallel parking. His concern is that people trying to
parallel parking would cause significant congestion. He suggested they dedicate a parking
lot nearby for customers and allow employees to continue to parallel park.
Jerome Mapp suggested the County make a further study of parking around county
buildings as a whole. Adjusting this small area may cause issues elsewhere. Robb
MacDonald was not comfortable placing signs that could/would not be enforced. The
motion to place signs was unanimously opposed. Request denied. Instead TC offered
suggestion of reviewing the campus as a whole or to work with their employees if they still
prefer to leave parking around the building open for citizens.
Action: Brent will correspond with Paul Navarro and communicate the TC determination.
Resource/Weather Pending Business:
1. A signal is planned at 24th Avenue and Blaine Street in front of the Simplot Stadium. The
signal currently installed at Santa Anna and Ustick Road midblock will be repurposed for this
project once the Ustick/Santa Anna RAB is complete.
2. Extend red curbing at 20th & Cleveland —CPD created a package solution for parking and sight
issues in this area.The Traffic Commission requested a copy for review before the plan is
added to the Council Agenda for approval. Aug 2020
3. Restripe Skyway in late spring or early summer. Nov 2019
4. Engineering to conduct a traffic control and flow study of the greater South Downtown
area. Aug 2020
