Old Business—None
1. Semi trucks and trailers parking in a Traditional Neighborhood area -Sylvia Bahem, CPD
Code Enforcement
Jerome Mapp to update on P&Z findings. Jerome reported that the area in question is
zoned "Traditional Neighborhood". It allows mixed use and there are no restrictions
regarding truck parking. However, the Vision triangle at intersections must be respected so
parked vehicles do not obstruct the view of on coming traffic. P&Z may be looking at making
changes to the code relating to this area.
2. Conflict of enforcement vs. signage—Goldie Ashford goldiekayashford@gmail.com
Ms. Ashford spoke with CPD officer about parents parking along the fence on Oregon Street
while picking up or dropping off children. The area is signed No Parking Anytime. The
officer sited Idaho state code 49-660. Ms. Ashford would like to know if the signs are
enforceable and if they are not then way are they there?
Officer DeLeon was present and confirmed that loading and unloading is not considered
"Parked"The parents are within their legal rights to pickup and drop of their children at this
entrance to the school ground. The school has since modified signs for clarification. Signage
now states "Loading and Unloading Only".
Action: This item is considered complete.
New Business—
3. Address the intersection coming out of the back of Caldwell High school as well. (Spruce
St. and S Georgia Ave) Bernie Carreira
Someone drove over the stop sign leaving the back of the high school. They would like to
replace the stop sign, and add speed bumps, painted sign on asphalt and potentially a pole
gate that would be a shared lock with the fire Dept.
Bernie Carreira with Caldwell School District attended via ZOOM. The area discussed is
Schhol property and the decision is ultimately up to the School District.
4. Crash Data—Officer De Leon
Officer De Leon provided the most recent crash data for 2019 (2016-18 included as well for
comparison). Officer DeLeon led a general discussion and review of the data. The highest
incident intersection in the City limits is Florida and Ustick Road. Traffic Commission found
the review helpful and informational.
5. Request No Parking signs on Garber— Mike Arvin
Mike Arvin is the property manager for Canyon County Property Management that owns 25
storage units on the southwest corner of S. Kit Ave. and Garber St. in Caldwell. He requests
two "No Parking" signs. They have parking problems with workers from next door to the
west blocking access to the storage units. The property has rolling curb with no defined
ingress/egress. There is Public Parking on South Kit Ave. TC suggests Mr. Arvin add stripping
to his parking area or flowerpots or some other means to delineate and help people
understand where the driveway is. If he continues to have issues once a driveway is
apparent, he can reach out to the TC at that time.
ACTION: Tammy well send correspondence to Mr Arvin explaining the TC determination.
6. Request vacation of ROW—City of Caldwell Golf
The Fairview Golf Course is looking to expand its storage and cart parking with the addition
of a new building. It appears there is ROW in the way. Dave Marston suggests vacating the
R.O.W and then combine the lot's....or maybe a lot line adjustment, after the R.O.W is
vacated.
TC agreed unanimously to vacate the ROW

7. Wrong way vehicles at Smeed/Linden—Wayne Nicholson, Randy DeLeon
Monday through Friday Mr. Nicholson travels westbound E. Linden Street and turns right
northbound on Smeed Parkway at about 5:45am. He has twice seen cars coming
southbound on Smeed Parkway turn left going the wrong way (southbound) on the
northbound transition roadway going from E. Linden to Smeed. Both times the vehicle turns
into the business parking lot listed as "AMFEC".
Officer DeLeon met and spoke to KJ who is the GM of AMFEC. KJ acknowledged his
employees were doing that and agreed to speak to them. There is an alternative but
undeveloped entrance to AMFEC off Smeed that if developed would eliminate the problem.
TC suggests AMFEC work with Pioneer Irrigation and request permission to develop that
entrance. Officer DeLeon volunteered to take this information and meet again with KJ.
ACTION: Officer DeLeon will meet and discuss TCs suggestion with the General Manager of
AM FEC.

8. Request Crosswalk at Cirrus and Patriot—Ken Pahlas
There is a lot of new construction on/near Cirrus drive. With the growth there are more kids
walking to Lakeview Elementary School and more neighborhood traffic. There is already a
crosswalk at the corner of Cirrus and Fuschia and they would like to add another at Cirrus and
Redrock. TC agrees this would be a good idea but first wants to contact the school and get their
input. If the school is agrees the City will move forward implementing the crosswalk.
ACTION: Officer DeLeon will work with the SRO at the school
Resource/Weather Pending Business:
1. A signal is planned at 24th Avenue and Blaine Street in front of the Simplot Stadium. The
signal currently installed at Santa Anna and Ustick Road midblock will be repurposed for this
project once the Ustick/Santa Anna RAB is complete.
2. Extend red curbing at 20th & Cleveland —CPD created a package solution for parking and sight
issues in this area.The Traffic Commission requested a copy for review before the plan is
added to the Council Agenda for approval.Aug 2020
3. Restripe Skyway in late spring or early summer. Nov 2019
4. Engineering to conduct a traffic control and flow study of the greater South Downtown
area. Aug 2020
