HomeMy WebLinkAbout09-08-2009 TRAFFIC COMMISSION MINUTES Caldwell City Traffic Commission Minutes September 8, 2009 10:30 AM Present: Chief Allgood, Chief Wendelsdorf, Mayor Nancolas, Brent Orton Secretary: Nicole Nicholson Old Business- 1 Request to paint 40 feet red curbing and "No Parking" signs at the intersection of 6 th & Cleveland. (Anne Marie Skinner) ** Members of the Traffic Commission were familiar with this corner and it was recommended that P&Z interview business owners in the area regarding parking options. P&Z will then report back to the Traffic Commission for further discussion. Continued Further suggestion was made that the curb should be painted yellow with "No Parking" signs rather than painted red. After the meeting it was noted by Gordon Reed of the Street Department that yellow is used to indicate "Loading Zone" and red should in fact be used to indicate "No Parking" Continued Traffic Commission agrees,that the 40 feet of curbing be painted red. The motion was made and Traffic Commission agreed unanimously,to have the 40 feet of curbing painted red by the Street Department, Communicate the Commission's decision to the Street Department. 2. Request for"Crosswalk and Signage"on Griffith Parkway. (Doug Brown) A request was submitted to the Traffic Commission by Doug Brown of CFD for installation of crosswalks and signage,at Griffith Parkway, Continued Brent Orton and Brian Billingsley didl a site visit. It was recommended by Brent Orton to install sidewalk on both sides of Griffith Parkway if possible. Continued Identify persons from Engineering Department to investigate if sidewalk can, be installed on the west side of Griffith Parkway. Return their recommendations to the Traffic Commission. 3. Request for Additional Hospital Signage- Braun Mr. Braun believes directional signage from Interstate-84 to the Hospital is inadequate for "Non-English speakers" and suggests additional signage be erected. Traffic Commission agrees more defined signage may be useful but that input from the hospital should be included in the final decision, The motion was, made and Traffic Commission agreed unanimously to have Brent Orton and Brian Billingsley contact the appropriate hospital personnel for their input. Continued Brent Orton, has been, playing phone tag with Dave McFadden at West Valley Medical Center. A meeting between Brent Orton, Dave McFadden, and August Medellin was setup for September 4 at gam, but was canceled by Dave McFadden, A message was left with him to reschedule. Continued Contact Dave McFadden of West Valley Medical Center for input on additional signage. 4. Request for additional Speed Limit Sign,age on State IHwy 20/26 between Middleton Rd and 1-84 (Chief Allgood CPD) Chief Allgood explained that there was minimal speed limit si,gniagie on the above mentioned section of State Hwy 20/26 and that the signage that is currently in place drops from 55 mph directly to 35 mph, Chief Allgood proposed the Speed Limit should instead "step-down" gradually as follows: • 55 mph Ward Lane 45 mph KCID Road 35 mph Smeed Parkway State Hwy 20/26 is under the Jurisdiction of Idaho Transportation Department (ITD). Traffic Commission agreed with Chief Allgood's proposal and requested that Brent Orton submit a proposal to ITD on behalf of the City of Caldwell. Continued Brent Orton has not, as of yet, been in contact with ITD regarding the proposal. Continued Submit the above proposal to ITD New Business 1. Request for a "Four-Way Stop"on the corner of Homedale & Indiana by Vallivue High School (Joanne Woods) A request was submitted to Traffic Commission by Joanne Woods to install a four-way stop on the corner of Homedale & Indiana due to the occurrence of accidents in front of the school. Brent Orton reviewed the traffic study for the area. It recommends not installing a 4- way stop; and instead widening the road and install turn lanes on Homedale Road to reduce the queue of traffic. The acquirement of property to install turn lanes is unlikely but an investigation would need to be done. The motion was made and Traffic Commission agreed unanimously to have Engineering Department investigate the possibility of turn lanes on Homedale Road. fAW,JKJNXM Identify persons from Engineering Department to investigate and return their recommendations to the Traffic Commission. Contact Joanne Wood of the Commission's decision to investigate further. 2. Request to consider reverting back to"50 MPH Speed Limft:"on Linden Road from KCID to Aviation Way (Dave Baum w/signed petition) A signed petition was sent to Chief Allgood asking the Traffic Commission to consider reverting back to a, 50 MPH speed limit on Linden Road between KCID & Aviation Way due to the fact that it is an area of few homes and mostly fields, Chief Allgood believes that 35 MPH is appropriate, but perhaps 45 MPH could be considered. Brent Orton read from the MUTCD on the justification for setting speed limits. Chief Allgood commented that nearby Smeed Parkway has a 35 MPH speed limit but that motorists typically average 50 MPH. Mayor Nancolas suggested reverting back to the 50 MPH speed limit but that the topic would need to be revisited in the future once further development impacts the need to reduce the speed limit once again. The motion was made and Traffic Commission agreed unanimously to revert back to 50 MPH speed limit. Prepare letter to Dave Baum of the Commission's decision and have Chief Allgood sign. 1 Request for"Stop Line"at 2416 East Chicago (Woody's) A request was submitted to the Traffic Commission by Dave Wood for a stop line to be painted in front of his property so that the traffic along 21"Avenue does not block access to his customers coming in/out of his store, Dave Wood had also mentioned that he believed the timing on the 21s'Avenue/Chicago Street signal was malfunctioning. It was discussed that with the current construction taking place on 21"Avenue, the timing issues on the signal, and the abnormal pattern of traffic due to these occurrences that it was necessary to, revisit the issue once the construction ceases. Brent Crton will do afield trip to the 21st Avenue/Chicago Street signal and work out any timing issues. The motion was made and Traffic Commission agreed unanimously to revisit the issue once the construction on 2,1" Avenue is complete. Field trip to the 21s'Avenue/Chicago Street signal to resolve timing issues. Prepare letter to Dave Wood of the Commission's decision to revisit the issue in the future and have Brent Orton sign. 4. School Zone signage for Van Buren,on Marble Front Stricken from agenda; already resolved. The next Traffic Commission meeting is scheduled for October 5,th at 10:30 am A
