Request crosswalks and flashing lights at Vallivue Schools—Joe Palmer Vallivue Dist#139 Mr. Palmer would like to see a crosswalk with the flashing lights safety feature that are in use in front of Vallivue High School on Homedale. Specifically, they would like to have the same set up on Santa Ana, which is the road that fronts both Sage Valley Middle School and Desert Springs Elementary. Santa Ana is Collector Street. HAWK, Hybrids and other flashing lights can provide a false sense of security in pedestrians, especially children. They push the crossing button and proceed without looking first to insure traffic is stopped. The TC would consider a shared project with the school with the following conditions: • The school provides instruction to students, parents and teachers on how to cross properly. • The crossing must be well lit. It may be possible to put a HAWK on the existing light pole but additional lighting will be needed • The City specifies the material, the schools pay for the material and the City will then install. The City would be looking at a December/January timeframe. ACTION: Brent will send correspondence to the School District 2. Should Dairymens be allowed to park semis trucks and trailers parking in a Traditional Neighborhood area -Sylvia Bahem, CPD Code Enforcement Sylvia Bahem, Code enforcement with CPD, is facing the issue of semis trucks and trailers parking in a Traditional Neighborhood area - 5th Avenue north to Galveston Per Sylvia Bahem: "I got a complaint last week of semis parking in this area limiting visibility. I am trying to prepare a warning notice to put on these semi trailers and trucks, to include talking with them, but I know some of the owners are going to be upset because they have lived in this area for years and when it was allowed to park their semis on the street. However, we are going to have to address ALL of the semis and trailers being parked on the streets in this area - not just a few select properties. Therefore, I need your opinion as to whether or not Dairyman's Creamery is allowed to park in this area (this would be to the east of 5th Avenue, which would include Albany and Belmont and several other trucking companies in the same area. A motion was made and the TC agreed unanimously to have Planning &Zoning review the laws for the area and provide comments to Sylvia. Jerome Mapp will inform the TC of their findings at the November meeting. ACTION: Jerome Mapp 3. Spruce and Santa Ana Stop sign issue—August Medellin, Street Dept. Per August: "I went out and took a better look at this intersection. It appears the stop sign on the NE corner for the westbound traffic is back far enough that vision for drivers looking north is obstructed by a fence and landscaping. Therefore, drivers have to pull forward to see southbound traffic and that puts them right on what would be the x-walk or right in front of the Ped ramp. It also puts them closer to the through, north bound traffic. It may be possible to move the stop sign further west but there again it will be a very tight squeeze for the westbound car and they will be sitting on the x-walk. The SW corner stop sign appears to be forward enough for cars to see the north bound traffic coming from the south but the stop bar is placed back behind the Ped ramp/x-walk. We could move the stop bar up to match the stop sign but it will again place cars on the x- walk and obstructing the Ped ramp. A motion was made and the TC agreed unanimously to move the Stop sign back to the grass area by the stop bar. ACTION: Gordon will ask his people to move the sign 4. Request for Solar powered Stop sign at College & Linden—Anna Pearl Rowell Randy DeLeon provided me stats for this intersection. It was determined the crash data does not support the request for a solar sign.TC did make a motion and agree unanimously to put up a larger Stop sign, 36", at that intersection. ACTION: Street department will change out the sign and Tammy will send correspondence explaining the determination to Anna Pearl. 5. Request for Speed Display Stop Sign on Kimball Ave—Jim Nelson Per Jim Nelson: We have a terrible problem with speeding cars on Kimball Ave. The speed limit in front of our house is 30 MPH and we frequently see 50+ MPH." Jim Nelson is requesting a speed limit sign with radar capability that flashes the speed of the car passing by. Installing Speed limit signs with radar capability is cost prohibitive. Speed limits are set to the 85 percentile of speed study data. A motion was made and TC agreed unanimously to perform a speed study in the area and then adjust the speed accordingly. In the meantime, a request will be made to place a radar trailer at the corner of Kimball and Beech. ACTION: Engineering will schedule a speed study and report the findings back to TC. Officer Deleon will request the radar trailer be setup at Kimball and Beech. 6. Conflict of enforcement vs. signage—Goldie Ashford goldiekayashford@gmail.com Ms. Ashford spoke with CPD officer about parents parking along the fence on Oregon Street while picking up or dropping off children. The area is signed No Parking Anytime. The officer sited Idaho state code 49-660 and told her people can park anywhere when loading or unloading/ picking up or dropping off children. She has also spoken with the School, the School district, the officer and code enforcement. The street is narrow and parents picking up children have hit multiple cars. Ms. Ashford would like to know if the signs are enforceable and if they are not then way are they there? 1 s <���c ""a"x z, mr-r! as P fix, i To properly discuss this item, TC determined it important to have respresentation from CPD. v This item was tabled until the Noember meeting. Added Item: 7. Request for a crosswalk on Aspenwood at Homedale—Jill Dowd Ms. Dowd requested the crosswalk for children catching the bus to Heritage Charter. Aspen wood is a minor arterial. Buses are equipped with flashing lights and arms and laws are strict about traffic stopping for school buses. TC suggests contacting the bus company and request that the driver utilize the safety features of the bus and assist children with the crossing once the bus arrives. A motion was made and TC agreed unanamously to deny the request. Resource/Weather Pending Business: 1. A signal is planned at 24th Avenue and Blaine Street in front of the Simplot Stadium. The signal currently installed at Santa Anna and Ustick Road midblock will be repurposed for this project once the Ustick/Santa Anna RAB is complete. 2. Extend red curbing at 20th & Cleveland —CPD created a package solution for parking and sight issues in this area.The Traffic Commission requested a copy for review before the plan is added to the Council Agenda for approval.
