Airport Manager Rob Oates called the meeting to order at 12:03 pm.
1. Select Airport Commission Chairman and Vice-Chairman
Rob Oates asked for nominations from the board. Greg Swanson nominated Marty
Koch for Chairman, seconded by Al Rice. Steve Kahn stated he would volunteer to fill
the Vice-Chairman seat. A final decision will be made at next month's CIA meeting.
2. Minutes of December 2019 Airport Commission Meeting
Motion was made and seconded to accept the December 2019 Minutes. Motion
passed.
3. Audience Participation (Items Not on Agenda)
Mrs. Vivian Ferkin introduced herself.
Stan Siewert stated he is seeing good things happen with the misused hangars.
4. Approve Commission 2020 Meeting Schedule
Motion was made and seconded to adopt the proposed 2020 Meeting Schedule. Motion
passed.
5. Consulting Engineer Selection — Rob Oates

Rob mentioned the consulting engineer selection process and how a company was
selected.
Steve Kahn asked what the consultants annual fees are to the airport.
Toby Epler explained the application and project costs.
6. Airport Improvement Program — Toby Epler
Toby spoke about the next planned project in which we would be replacing Taxiway A.
Steve inquired about the life of the Caldwell airport asphalt and spacing between the
taxiways and runway.
7. Aeronautical Use Policy Options — Doug Waterman
Doug clarified the new changes to the Rules and Regulations. The airport is now
tethered into all city code infractions.
Councilman Allgood reminded the commission that there will have to be more work
done before Caldwell police will be able to issue "tickets" for parking infractions at the
airport.
Rob agreed with other members and stated that we will reconvene at the next
commission meeting before finalizing the updated policy enforcement options.
8. Lateral (Canal) Relocation Update — Brent Orton
Brent mentioned the new 42" PVC is being placed and that there will be a formal
prescriptive right-of-way agreement for all future land owners.
9. Announcements — Rob Oates
• Rob invited the commission to the City Council meeting on January 21st, 2020,
where the Chairman or Vice-Chairman of the commission will present the annual
update from the Airport Commission to the City Council.
The meeting was adjourned at 1:13 pm.
