Guests: Brent Orton — Public Works Director, Toby Epler— JUB, and Jim Janson
Chairman Martin Koch called the meeting to order at 12:00pm.
1. Minutes of May 2019 Airport Commission Meeting
Motion was unable to be made, due to the absence of Commission Members to make a
quorum. All motions will be postponed until August 1st, 2019 Commission Meeting.
2. Audience Participation (Items Not on Agenda)
Nothing was mentioned.
3. Airport Improvement Program —Toby Epler
Toby reported that applying the final runway markings will close Taxiway A and the
Runway on June 26th, starting at 8pm, and they will reopen June 27th at 6am. JUB will
repeat the closure process, starting June 27th, if the markings were unable to be
completed. These dates are held with weather permitting. Toby stated the painting will
finish up the runway grant and close out the project.
Martin Koch asked what the discussion was for next year.
Toby mentioned Caldwell Airport's funding was postponed until 2020.
Greg Swanson suggested the Airport may be postponing the Masterplan and working
on other planned A.I.P. Projects.
Rob Oates commented on the expansion of the terminal apron being the next
scheduled A.I.P. Project.
4. Aeronautical Use Policy Options — Doug Waterman
Doug was not in attendance and Rob Oates has nothing new to report.
5. Lateral (Canal) Relocation Update — Brent Orton
Brent stated the City has signed a signed easement to relocate the lateral canal.
Caldwell's plans are in review by Pioneer Irrigation and, once approved, Caldwell will
begin the relocation mid to late November.
6. Buildable Lots Update — Rob Oates
Rob mentioned that very few buildable lots are available. He and Toby Epler are
looking for different options for smaller building lots within the current Airport foot print.
7. Announcements — Rob Oates
• A pilot meeting will be held in the large conference room this evening at 7pm.
• The PAPI system failure last week resulted from a damaged transformer. A new
transformer is here and is awaiting placement.
• Rob mentioned calls about crop dusting and noise relations at nearby
neighborhoods.
• Rob attended the WAMA Conference with a Boise Airport representative and
learned quite a bit about improving the Idaho Airports Conference.
The meeting was adjourned at 12:53 pm.
