Linden Street Caldwell, ID 83605 Email: kkelly@cityofcaldwell.org 208-459-9779 Date: April 4th, 2019 Time: 12:00 Noon — 1 :00 PM Location: Caldwell Industrial Airport— Hubler Terminal Conference Room Commission Members Present: Phil Fouts, Al Rice, Greg Swanson, Steve Kahn, Martin Koch, Rob Oates — Airport Manager, Kim Kelly — Airport Administrative Secretary Commission Members Absent: Chris Allgood (City Council Rep.) and Brent Orton — Public Works Director Guests: Toby Epler— JUB, Doug Waterman — City Attorney, Stan Siewert Chairman Phil Fouts called the meeting to order at 12:00pm. 1. Minutes of January 2019 Airport Commission Meeting Steve Kahn made a motion to approve January and February 2019 commission meeting minutes. Al Rice seconded the motion. Motion passed. 2. Audience Participation (Items Not on Agenda) Stan Siewert thanked the Caldwell Airport staff for positive movement toward hangar cleanup. Rob Oates addressed the topic; what steps were taken, the outcome and how he plans to proceed. 3. Airport Improvement Program — Toby Epler Toby Epler reported the final paint makings on runway Alpha will be completed at night; as to not close the runway. They will be waiting until late May or early June. This will wrap up the runway project. Phil Fouts mentioned the Master Plan update. Rob Oates was not certain we will be able to get the Master Plan in budget this year. Rob explained budgeting options and the need for additional funding as the airport grows. Steve Kahn asked about budgeting requirements and why the Master Plan is so costly. Toby Epler broke down the Master Plan costs and stated that we have not had a significant shift in growth since the last Master Plan. 4. Aeronautical Use Policy Options — Doug Waterman Rob Oates introduced Doug Waterman, city attorney, to speak about derelict aircraft. 04_April_19 CIA Minutes -working 4/9/2019 ct 2 Doug Waterman stated we have three different types of derelict aircraft on site that will be obtaining fines per city code. 5. Lateral (Canal) Relocation Update — Rob Oates Rob Oates stated that if the land purchase agreement gets finalized soon, the city will work on digging a new canal. 6. Buildable Lots Update — Rob Oates Rob Oates had nothing new to report at this time. 7. Announcements — Rob Oates • No announcements were made. The meeting was adjourned at 1 :27pm.
