Re: Big Sky Subdivision – Rezone & Preliminary Plat - Letter of Intent
Dear Mayor and Council;
As representative for Montana Sky, LLC, please accept this application for a Rezone and
Preliminary Plat for Big Sky Subdivision, located on S. Montana Avenue in Caldwell, Idaho. The
requested rezone with zoning designation of R-2 will allow the 32.62-acre property to develop as
a 132 lot (114 residential, 18 common) single-family residential subdivision. This letter is included
with the appropriate land use applications, together with filing fees and various exhibits.
The proposed Big Sky Subdivision is located on an active agricultural parcel that is surrounded
by a variety of land uses including an LDS church, single-family residential and agriculture. The
Comprehensive Plan Land Use Map designates the property as Medium Density Residential
which allows up to 4 dwelling units per acre. The request for this subdivision includes a density
of 3.49 dwelling units per acre, which is consistent with the intent of the Comprehensive Plan.
The Rezone request to R-2 will assist the applicant in providing lots ranging in size from the
minimum 6,000 square feet required by Code to a maximum of approximately 11,000 square feet
and an average size of approximately 7,000 square feet. All lots meet the design standards of
Code with no requests for deviation from the standards by the applicant. Open space/common
area in the amount of 5.3 acres (16.2%), including 2.68 acres (8.2%) active open space is
provided throughout the development, with the remaining area utilizing drainage for the
development. Amenities in the neighborhood include the development of a regional City
pathway along the eastern boundary of the property that will be dedicated to the City in the
future. Other amenities include open park space with benches, picnic tables and landscaping.
Primary access to the development will be from Montana Avenue. Laster Street will be built as a
collector street and will align with the existing Laster collector street to the west, running east to
the eastern boundary of the subdivision. Street buffers and landscape strips for the major
roadways have been designed to meet the landscape requirements of the Code. Stub streets for
future neighborhood interconnectivity has been provided to undeveloped properties to the north,
east and south. The applicant has been working with City Planner and City Engineer/Public
Works Departments regarding extension of city services including sewer and water. The
development will be phased to include between 2-4 phases, depending on extension of sewer and
water. There is sewer available in Montana Avenue to serve a portion of the development, with
the majority of the development being serviced with sewer to the north along the regional
pathway corridor and out to Ustick Road.
