Fiona motioned and Jim seconded the motion to accept the minutes from the YMPC meeting held on February 25, 2020. Motion passed. Special Presentation: Bryan F. Taylor - Canyon County Prosecuting Attorney's Office: "Drugs in Our Community" Bryan discussed the multi-faceted challenges of the current drug-related issues facing our county community, including: • Seventy - eighty percent of all crime is alcohol/drug-related • Marijuana is coming into the State regularly. Greatest concerns stem from the THC derivatives: waxes, hash oil (very high in THC), and edibles. • Edibles are the fastest growing use - sodas, brownies, cupcakes, body 'butter', candies - detection is extremely difficult since they are very hard to differentiate visually. • "Generation RX"opoids- Marijuana and derivatives are first choice, then prescription drugs, then heroin (as the 'cheaper' option). • Methamphetamine use is still a great concern, as use has increased by 700% over the last 10 years, and addiction rate is extremely high after just one dose. In response to a question about prevention programs through the County, Bryan stated that there isn't much that he is aware of. Law enforcement has always targeted the supply, rather than eliminating demand. If the addictive components to produce the drugs can be taken away, the supply can be eliminated. Committee Reports: 1. Caldwell Youth Forum Subcommittee - Ron Bonneau - moving ahead at this point with an in-person Forum. The College is keeping us apprised of changes as they happen. Moving forward, but pending. YMCA staff will be facilitating the day's activites, as this is much less costly and local. Next meeting is on July 7th at the YMCA at 10am. Keeping on top of the COVID-19 protocols, and are determining how they will impact Forum sessions as we get closer to the event date. "It's On Us" has been the primary theme - what does this look like now with COVID-19? 2. Let's Move! Caldwell Subcommittee - Denise Milburn/Debbie Geyer - Family Fun Day was cancelled because of COVID-19 concerns; the grant funding will be rolled over for next year's event. 3. Caldwell Saves 1St : Carol Mitchell – The April financial literacy event at the high schools was cancelled because of COVID-19. August is verification month for those families who have completed the classes to receive their annual incentives. Questions for new classes/new families: How do we roll out Caldwell Saves 1st at this time? Will the Library (use of public rooms) and YMCA (events at the Y) still have availability? Working through the issues day by day. 4. We the Family – Fiona May – Fiona was able to post resources on Facebook during the pandemic. Working with 'book and a bite' in conjunction with the OASIS summer feeding program; Library will have STEM activities from mid-July – mid-August. Could use volunteers on Wednesdays for this program; contact Fiona at the Library if interested. There are also lots of online activities at the Library – check it out! Community Reports ALB Canyon County – Debbie Geyer: A small amount of grant funds for the Operation School Bell and Baby Bundles projects are left at this point to apply toward the coming year. Just Serve: Kelli Jenkins: July 23rd at the Train Depot, Just Serve will be hosting a Community baby shower (Open House format) to help out the smallest of our community. Flyers will be sent out to everyone. Proceeds/donation items will benefit the ALB-Canyon County and Salvation Army Baby Haven, as well as COSSA and Canyon Springs Community Teen Mom programs. Compassion Caldwell – Jim and Sharon Porter: It was tough to make the decision not to hold it this year. Hoping to have an alternative event in the near future. Safe Families for Children – Josh Erickson: The organization stands 'upstream' from foster care to provide a circle of support around families in foster care to keep families together. They are currently coordinating with churches in the area. No current law in Idaho that they fall under. 2C drug free (Prevention Associates) – Daphne Lightfoot and Jeri Gowen: Focus is on prevention policies. They have been awarded a new grant and are wanting to connect with the community. Funds may be spent on curriculum, counseling, and mental health concerns. Provided 23 tele-health outreaches this past fall and spring. They are currently meeting the third Tuesday of every month via Zoom meeting. Debbie will send the link out to those who are interested. July 4th Activities in Caldwell: No 4th of July parade or Memorial Park group events this year, but the fireworks will go on as usual. With the support of a Census grant, the City has sent out a mailing in residential water bills to help spread/honor patriotism in our community. The mailing included a flag sticker that can be adhered to a car window or house window—"Though we can't gather together, we can stand together – when you see the flag, honk and wave!" A few members expressed concern regarding the Youth Master Plan Committee's current "3rd Tuesday" meeting day. A survey will be sent out to see if a different meeting day will be a better fit for committee member schedules. Denise motioned, Fiona seconded the motion to adjourn at 11:17 am.
