HomeMy WebLinkAboutCC PresentationCase No. OA-69-10 is a request by the Planning & Zoning Department to rezone 48.4-acres of land near the Centennial interchange to C-4 Freeway Commercial.
The area was originally zoned R-2 (medium-density residential) in 1977 when the City Council ratified its first zoning ordinance. In the mid-1980’s, ITD built an interchange at I-84
and Centennial Way. However, the residential zoning has remained intact over the past 25 years. Staff would like to change the zoning to attract more commercial development near the
interchange.
This request also involves a sliver of land in Whittenberger Park, which is currently zoned M-1 (light industrial). I propose to rezone this property to R-2 (medium-density residential).
The land in Whittenberger Park is owned by the City and I feel it is in the best interest of the City to have the entire park zoned R-2.
The Comprehensive Plan recommends commercial use near the interchange and open space use in Whittenberger Park, therefore this request is consistent with the Comprehensive Plan.
I brought this request to your attention at a budget workshop last summer and asked that it be placed in the Planning & Zoning Department’s 2010 work program. Prior to filing the application,
I mailed a letter to all property owners in the area to be rezoned to inform them of the proposed rezoning and invite them to a workshop on March 9th. At this meeting four property
owners stated that they did not wish to have their properties rezoned (MAP). We took their properties off the map and mailed a second letter to the property owners informing them of
the changes that took place. Soon after, staff filed a rezone application on April 27th to begin the rezoning process.
We sent out a notice to ITD, the Caldwell School District, Police and Fire Departments, Engineering Department, and most public utility companies. The only response we received came
from the Engineering Department and they have no objection to this rezone.
The Planning & Zoning Commission held a public hearing on this request on Tuesday, June 8th and voted unanimously to recommend approval of this rezone. Staff also recommends approval
of this request and I stand available to answer your questions.
Case No. OA-70-10 is a request by the Planning & Zoning Department to rezone 23.7-acres of land near the intersection of Centennial Way and Simplot Boulevard to M-1 Light Industrial.
The area was originally zoned M-1 (light-industrial) in 1977 when the City Council ratified its first zoning ordinance. In 2005, the City Council adopted the City Center ordinance which
rezoned downtown Caldwell and ushered in a new set of rules for downtown redevelopment. Staff has received some complaints from the property owners in this area about the new zoning.
Staff would like to rezone this area back to M-1 (light industrial) because the neighborhood has a long standing history of industrial use. This area has no real affiliation to downtown
Caldwell and Simplot Road would make a good boundary between the City Center District and the industrial neighborhoods you find on the north side of the city.
The Comprehensive Plan recommends industrial use between Simplot Boulevard, Centennial Way and the Union Pacific Railroad; therefore this request is consistent with the Comprehensive
Plan.
