Linden St, Caldwell, Idaho 83605, North/West of W. Linden Street and Farmway Road between Dorman Ave and Farmway Rd. Your input and entitlement direction were much appreciated, and we look forward to working with you and Caldwell City Planning and Zoning throughout this parcel’s annexation and preliminary plat application process. Greencastle Building, LLC, owner, and their consultant team are applicants for this residential estate lot project. The owners and consultants have met all requirements for the applications of approx. 14.88 acres on Parcel #R2798301000 in Caldwell, Idaho 83605. They are desirous to annex into the City of Caldwell, receive a designated zoning, and complete a 29 residential and 5 common-lot preliminary plat through City application process. The desired development will consist of 29 buildable lots (with an average minimum lot size of 0.37ac accessing from Dorman Ave and 5 common lots consisting of approx. 1.37ac throughout the subdivision) all exceeding the 9,500 sq. ft. minimum size as required by the City of Caldwell under the R-1 zoning. Residential growth is spreading rapidly throughout this region with ¼ acre lots directly East in Quail Meadow subdivision and 1+ acre lots to the West in Wood’s Acreage subdivision. No flood zone or hillside slopes of concern exist on the property. COMPASS shows the area as a growth area and within their population demand projection. Recent applications have been made and development is occurring within the City of Caldwell for single family uses as Caldwell experiences growth. The annexation and preliminary plat application is harmonious with existing and surrounding uses and the City’s comprehensive plan for low density residential off Dorman Avenue. The County, City and neighbors see imminent growth and a continued demand for lots in this area of this larger size. Concerns expressed at the neighborhood meeting held September 849 E. State Street, Ste. #104 Eagle, Idaho 83616 P: 208.484.4479 | F: 208-475-2485 18th, 2018 were no additional entrances along Farmway Rd & Linden St, remove commercial component (storage) shown on concept plan and make sure capacity exists in gravity irrigation and the existing irrigation pump station boarding Dorman Ave next to Quail Meadow Subdivision. In response, we removed the storage component and made sure no additional access points were taken from Farmway or Linden. We also met with Steve Potts (Caldwell) and Mark Zirschy (PID) to ensure capacity of existing facilities with the addition of upgrades. They agreed that gravity and pressurized irrigation (incl. pump station) can accommodate the additional acreage/lots. No adverse impacts are anticipated to the surrounding neighbors or neighborhoods. Entitlement needs with Caldwell City Development Services at this time include annexation with designated zoning and 29 residential and 5 preliminary plat approval to which this narrative serves. Like surrounding facilities, there will be connection to City public sewer and water services. Dry utilities exist providing power, gas and communication capabilities. Agency requirements will be fully met and designed for your review and comment. Greencastle Building, LLC, as well as, their development team will use best engineering, architectural, and construction practices in creating a subdivision that enhances this parcel.
