Old Business—
1. Request for stop signs at the intersection of Everett Street & 9th Avenue— Mari Isaac
Mari Isaac strongly supports the installation of either 4-way stop signs or 2-way stop signs at
the intersection of Everett Street & 9th Avenue.
Action: During the August TC meeting, RD shared the intersection accident history with the
TC. In 2017 there was one accident, 2018 zero accidents, 2019 two accidents (minor
injuries), 2020 one accident. The intersection does not meet the criteria for Stop signs at
this time. With the growth in population and traffic occurring at this time , it was suggested
there be a traffic control and flow study of the greater South downtown area. That study
was added to the Pending business
New Business—
2. Request a "no Jake brake" or "no air brake" sign on centennial way— Ken Kelly
Ken Kelly requests a "no Jake brake" or "no air brake" sign on centennial way southbound
towards Wittenberg Park. There are multiple signs indicating Caldwell city limits, but the
truckers are not being considerate of residents.
This section of road is under the jurisdiction of ITD. RM will contact Justin Price at ITD for
permission to post "No Air Brake" signs or ask ITD if they would post them from the
interstate ramp to the south of the interstate. City code prohibits the use of air brakes
within City limits.
3. Request from Caldwell Floral —Brent Orton
Caldwell Floral requests a loading zone parking spot for compact vehicles only. Caldwell
Floral is encouraged to use the space available for their loading zone. However, there will
not be signage dedicating the space to Caldwell Floral exclusively.
4. Additional agenda item- Address Parking Hazard on SE Corner of 5th Ave. and Albany
Street.
Officer RD request enhancement of the vision triangle at the above location to insure it is
clear at all times. Parked cars at Darigold often make it difficult to see on coming traffic on
5th Ave when traveling west on Albany. TC reviewed and measured the vision triangle at
this intersection and unanimously agreed changes would be in the best interest of the
public safety. The motion was made to eliminate the four parking spaces closest to the
corner, sign it as "No Parking" and strip the area.TC agreed unanimously. RD will
communicate the decision and the reasoning behind it with Darigold management.
Resource/Weather Pending Business:
1. A signal is planned at 24th Avenue and Blaine Street in front of the Simplot Stadium. The
signal currently installed at Santa Anna and Ustick Road midblock will be repurposed for this
project once the Ustick/Santa Anna RAB is complete.
2. Cleveland/Blaine at 10th Signals. Long-term improvements. On-going
3. Extend red curbing at 20th & Cleveland —CPD created a package solution for parking and sight
issues in this area.The Traffic Commission requested a copy for review before the plan is
added to the Council Agenda for approval.Aug 2020
