1. Request for stop signs at the intersection of Everett Street&9th Avenue—Mari Isaac
Mari Isaac strongly supports the installation of either 4-way stop signs or 2-way stop signs at
the intersection of Everett Street & 9th Avenue. She has noticed that drivers unfamiliar with
the area will drive through the uncontrolled intersection assuming that they have the right
of way. She believes that the installation of stop signs will promote driver safety and control
vehicular traffic conflicts. She is concerned that it is only a matter of time before a serious
injury or fatality occurs at this intersection.
Action: According to the MUTCD, the intersection does not warrant stop signs. RD is to
check into the accident history of the intersection and report back at the next TC meeting. If
the accident history does not support the usage of stop signs, this request will be denied. TC
will work with Chelsea Wilson (Communications Specialist) to promote the "ROW Rule" and
its proper use in uncontrolled intersections.
2. Request for controlled crosswalk at the intersection of 10th Avenue & Dearborn Street—
Donna Harryman
Donna Harryman is a commuter on Valley Ride Bus#43 to and from Boise. The bus drops off
15-20 commuters Monday through Friday between 5:45pm-6:OOpm at the intersection of
10th Avenue & Dearborn Street across from the library.The commuters use the
uncontrolled crosswalk currently installed at the intersection to reach their parked vehicles
and find it difficult to get traffic to stop to allow them to cross. In order to be more visible to
drivers they try to cross the road together in a large group and during the winter months
when it is dark, they have been carrying flashlights with them. Donna Harryman is
requesting that this crosswalk become a controlled crosswalk to allow for safe crossing of
the road so that no one is seriously injured or killed when a motorist fails to stop. She noted
that the intersection of 12th Avenue & Chicago Street has a controlled crosswalk installed.
Action:The current Street Department budget does not accommodate the cost of installing
a HAWK signal at this intersection, and it would take a couple of years to budget for one. An
immediate solution is the use of additional lighting with the possibility of a motion-activated
sensor. GR will have the Street Department's electrician look into the different lighting
options and motion-activated sensors for installation.
3. Request for stop signs at the intersection of Belmont Street&9th Avenue—Dana
Gundlach
Dana Gundlach requests the installation of 2-way stop signs at the intersection of Belmont
Street & 9th Avenue. Dana was recently involved in a two-vehicle accident at the
uncontrolled intersection. Both vehicles were traveling at less than 25mph and yet Dana's
vehicle was totaled in the crash because the other vehicle struck it on the rear quarter panel
causing Dana's vehicle to spin and roll onto its side. Dana noted that the intersection also
has low visibility from all sides due to mature landscaping and parked cars.
Action: Stop signs are feasible at this intersection due to the accident history. A 2-way stop
sign will be installed by the Street Department on Belmont Street, which will make 9th
Avenue a through street to mirror that of the Kimball Avenue & Belmont Street
intersection. Furthermore, the Street Department will switch the stop signs at the
intersection of Albany Street & 9th Avenue so that 9th Avenue will now have the right-of-
way. Information signs and flags will be placed initially to warn motorists of the new traffic
patterns.
4. Request for speed limit signs in Windsor Creek Subdivision —Bridget Mix
Bridget Mix lives on Sondra Street in the Windsor Creek Subdivision. Moss Street is directly
behind her property. Speeding vehicles have been a constant problem on both Sondra
Street and Moss Street as well as vehicles doing burnouts on Moss Street.The HOA has
received many complaints and has installed "Slow down Children at Play" signs in their
community as well as sending several emails to all residents with a reminder to slow down
and be cautious of children and pets. Bridget said that the Klamath Falls Subdivision has
broken ground on the other side of Moss Street and she is concerned that this will lead to
more speeding vehicles in the area. She would like speed limit signs installed on both
Sondra Street and Moss Street.
Action: In keeping with the city's established sign policy, the HOA may purchase speed limit
signs to be installed by the Street Department. A speed limit sign must be placed at each
entrance of the subdivision. Moss Street is a collector road with a speed limit of 35MPH.
When the roadway is completed, a speed limit sign will be installed as part of the
developer's responsibility for the Klamath Falls subdivision. TC will ask Bridget Mix to share
when the burnouts and speeding typically occur and will have Caldwell Police Department
visit the area.
5. Standing water on Centennial Way near Chicago Street—June Pugmire
June Pugmire is with the Idaho Veterans Garden, and she is requesting the installation of a
drain, or some other such solution, so that storm water will stop collecting into a big puddle
on Centennial Way heading north towards the interstate. Recently there was a vehicular
fatality due to speeding and the presence of standing water on the roadway. In the short-
term,June is requesting that a reader board or signage is placed in the area warning drivers
of the possibility of standing water.
Action: Idaho Transportation Department (ITD) is responsible for maintaining Centennial
Way.TC will send communication to ITD passing along June Pugmire's request to them.

1. Crosswalk on Blaine Street in front of Simplot Stadium needs enhancement—Chris Allgood
(Nov 2015)
2. Long-term improvements on signals at 10th/Cleveland and 10th/Blaine
3. Extend red curbing at 20th/Cleveland —CPD is currently working on a package solution for
parking and sight issues in this area (Nov 2018)
4. Re-stripe Skyway Street in late spring or early summer (Nov 2019)
5. 9th Street Corridor Study (specifically 9th & Belmont) by 2019
