Old Business—
1. Request for stop signs at the intersection of Everett Street &9th Avenue— Mari Isaac
Action: According to the MUTCD, the intersection does not warrant stop signs. RD is to
check into the accident history of the intersection and report back at the next TC meeting. If
the accident history does not support the usage of stop signs, this request will be denied. TC
will work with Chelsea Wilson (Communications Specialist) to promote the "ROW Rule" and
its proper use in uncontrolled intersections.

New Business—
2. Request for speed bumps on Santa Clara Drive— Elouise J. Root
Elouise J. Root lives at 2005 Santa Clara Drive next to an empty field that was recently
surveyed for a potential development. She is concerned about the new traffic that this
development will bring to the neighborhood once it is complete and notes that there are
already speeding issues at Indiana Avenue & Summit Drive and possibly on Ohio Avenue.
Elouise is requesting the installation of speed bumps on Santa Clara Drive once the
development is complete to help curb speeding vehicles since there are many children and
animals living in the area.
Action: For the safety and efficiency of first responders, speed bumps are prohibited in the
City. TF sent correspondence explaining the policy to Ms. Root.
3. Request for reduced speed limit and no parking on Laster Street between Middleton Road
& Santa Ana Avenue—Sgt.JL Davis
Sergeant JL Davis of Caldwell Police Department notes that until recently, Laster Street was
a dead-end street at the east end of Monarch Subdivision with no posted speed limit,
therefore making it 20mph. A new subdivision has gone in and as a result, Laster Street now
extends through to Santa Ana Avenue with a posted speed limit of 35mph. The road is
narrow and has no centerline or lane markings. There are vehicles parked on the street
even though it is a narrow roadway and drivers cross into oncoming traffic to move around
the parked vehicles. Sergeant JL Davis is requesting that until this stretch of Laster Lane is
widened and has proper lane markings, that the speed limit be reduced from 35mph to
20mph and to prohibit vehicles from parking on the street.
Action: Laster is a collector street and collectors are designated at 35mph. The Street
department will put up "No Parking" signs in the area mentioned. RD will update Sgt. Davis
4. Request for flashing light stop signs at the intersections of Ustick Road & Farmway Road
and Homedale Road & Farmway Road—Shelley R. Babbit
Shelley R. Babbit recently moved to Caldwell and lives near the intersection of Lonkey Lane
& Farmway Road. She is very concerned about two of the Farmway Road intersections:
Ustick Road and Homedale Road. These two intersections see a number of vehicles that do
not stop. She points out that there have been many accidents, both fatal and non-fatal, as
well as near misses. Shelley would like to see flashing light stop signs installed at both
intersections to warn motorists that they must stop.
Action: This intersection is under the jurisdiction of CHD4. TF contacted Ms. Babbit and
notified her that her request was forwarded to CHD4.
5. Speeding vehicles on Oregon Avenue near Ustick Park and overnight parking at Ustick
Park—Sheila Gardom
Sheila Gardom lives on Oregon Street across from Ustick Park where there has been an
increase of speeding vehicles using Palrang Street to Oregon Avenue to avoid the back up of
vehicles at the intersection of Ustick Road & Montana Avenue. The speeding vehicles raise
safety concerns for children living on Oregon Avenue, for people using the dog park section
of Ustick Park, and for baseball games during the season, as well as the summer food
program held at the park. Sheila suggests closing off Oregon Avenue at Palrang Street
creating a dead-end so that vehicles will not use the area as a shortcut. She notes that
Oregon Avenue once was a dead-end street before it connected to Palrang Street. Another
suggestion is to install speed bumps to slow vehicles and points out that Memorial Park has
speed bumps. She would also like to see a posted speed limit sign for Ustick Park, as there
are currently not any. Sheila also has concerns about overnight parking at Ustick Park and
says there has been an increase in drug-related activity and vehicles broken into that are
parking there sometimes for 2-3 days including RV's. She would like to have signs posted for
no overnight parking at Ustick Park.
Action: For the safety and efficiency of first responders, speed bumps are prohibited in the
City and the road cannot be closed. Street will confirm that park hours are posted correctly.
TF sent correspondence explaining TC's determination to Ms. Gardom along with the
suggestion to contact CPD when overnight parking or suspected drug activity occurs.
6. Request for stop signs at the intersections of Laster Lane & Dark Zebra Way and Laster
Lane & Silk Avenue— Lincoln Bollschweiler
Lincoln Bollschweiler is requesting installation of stop signs at both Dark Zebra Way and Silk
Avenue where they intersect with Laster Lane. Lincoln states that his house has a line-of-
sight view of the intersection of Dark Zebra Way & Laster Lane and has been anticipating a
car accident due to vehicles failing to stop. Both Dark Zebra Way and Silk Avenue are 20mph
speed zones and Laster Lane is 35mph. Lincoln has a son that will receive his driving license
this summer and would like to avoid him getting into a car accident because of a lack of stop
signs in the area.
Action: TC agreed unanimously that Stop signs should be at both intersections mentioned.
Street department will install Stop signs and TF notified Mr. Bollschweiler of the
determination.
Additional Items to the Agenda:
7.) Request for red curbing— Lynne Florence
Per Pheasant Run subdivision HOA, cars are not supposed to park on the street at night
within the subdivision. Residents park their extra cars on KCID Rd., mostly at the corner of
Pheasant Run and KCID. The cars park too close to the corners to the point that in order to
pull out onto KCID, drivers have to pull almost into the traffic lane to see if anything is
coming. Lynne would appreciate it if you would look into it. Red curbing would help at least
at the corners.
Action:The Street Department put up "No Parking from here to Corner" signs at this
intersection in 2017. The Street department will insure those signs are still in place. In
addition, they will paint the corner curbing red 40' at point of intersection. TF notified Lynne
Florence of the TC's determination.
8.) Request Stop signs within Whispering Pines Subdivision- Ellen Samples.
Ms. Sample requested two stop signs for Whispering Pines subdivision. Ms. Sample feels people use
these intersections as a thoroughfare to get to Homedale Rd.
Action:The placement of Stop signs follows the Federal and MUTCD guidelines. There is no accident
history or traffic pattern within Whispering Pines to warrant the requested Stop signs. TF will
communicate the decision to Ms. Samples.
9.) Mr.John Henry wrote in opposition of the recent Stop sign reconfigurations at N. 9th Ave at Albany
and Belmont.
Action:The Stop sign reconfiguration was determined after many requests from residents living at
those intersections, retirees living at Leisure Village and the CPD due to many accidents at the
intersections. Changing the configuration made 9t'Ave. consistent with the directional flow of
neighboring streets making it more intuitive for drivers.TF sent correspondence to Mr. Henry
explaining the TC determination.

2. Cleveland/Blaine at 10th Signals. Long-term improvements.
3. Extend red curbing at 20th & Cleveland —CPD is currently working on a package solution for
parking and sight issues in this area. Nov 2018
4. Restripe Skyway in late spring or early summer. Nov 2019
