Call to Order-Jerome Mapp called the meeting to order at 7:03 p.m.

Review of Proceedings-
Old Business:
1. Approve minutes of the December 10,2019 regular meeting as previously signed by Chair Doty-
Pomoransky.

2. Case Number APP-19-05:A request by J.R. Flores to amend Condition of Approval 8.6 of Case
File # SUP-18-01 regarding the requirement of a landscape buffer along Cleveland Boulevard,
The subject property is located at 2402 Cleveland Boulevard(Parcel R3536200000),in Caldwell,
Idaho.
Testimony:
Mr.Jerome Mapp, Director, 621 Cleveland Blvd., Caldwell, Idaho stated the applicant is requesting
to amend Condition 8.6 to eliminate the required landscaping along Cleveland Boulevard. This is
due to the limited space and limited parking for the site. Since the last meeting,Mr.Flores met with
Mr.Mapp in his office to review the conditions and come up with an alternate plan for landscaping.
There is not any water available to the site,there is no connection to irrigation water. Site space is

limited due to the shape of the lot. They were creative and came up with some planter boxes,weed
barrier,and stone.They will meet again and discuss in further detail the placement of the planters.
Mr. Flores, 2402 Cleveland Blvd., Caldwell, Idaho (Applicant) stated he is in agreement with
everything that he spoke with Jerome about. It is feasible and doesn't destroy all his property. He
has already hired the landscaper to bring everything in as soon as he gets the go ahead.
Commissioner Hunsicker asked if the proposal was to do the stone or the bark.
Mr. Flores said he was fine either way, his landscaper threw the stone in the proposal because he
said it lasted longer.
Mr.Mapp said he preferred bark.
Mr.Eric Wilson address,16320 Brunelle Court, Caldwell,ID signed in favor but chose not to speak.

Findings of Fact:The Caldwell Planning and Zoning Commission accepts the Findings of Facts
components as listed and the evidence list. MOTION: Commissioner Page.SECOND:Commissioner
Nelson. Passed: Unanimous voice vote.
Conclusions of Law:The Caldwell Planning and Zoning Commission accepts the Conclusions of
Law components as listed. MOTION:Commissioner Page.SECOND:Commissioner Nelson. Passed:
Unanimous voice vote.
ORDER FOR APP-19-05 (Appeal) MOTION: Commissioned Page that Case Number SUP-19-12 be
approved with the following conditions:as shown in site plan B SECOND: Commissioner Nelson.
Passed: Unanimous roll call vote.
3. Case Number OA-19-08:A request by the City of Caldwell Planning and Zoning Department to
repeal and replace Chapter 10,Article 8,Section 10-08-01 through 10-08-05,the Zoning
Ordinance,of City Code.
Testimony:
Mr.Jerome Mapp,Director,621 Cleveland Blvd.,Caldwell, Idaho,stated this is a proposal from the
City of Caldwell's Planning and Zoning Department to repeal and replace Chapter 10,Article 08,
Section 10-08-01 through 10-08-05. This is being continued from the last Planning and Zoning
commission meeting. There was a workshop held on the Tree Ordinance earlier this evening.
Commissioner Nelson asked why it failed at the previous meeting.
Mr.Mapp said the motion to approve failed but there wasn't ever a motion to deny.
Mr.Mapp indicated the Commission members reviewed the document at the previous meeting and
at a previous workshop.
Commissioner Zamora asked how to make a modification.

MOTION to approve with modification to 10-8-11 Item 7 edit and change 9 to"the then
current edition":Commissioner Zamora. SECOND: Commissioner Nelson.Passed: Unanimous roll
call vote.
New Business:
1. Case Number ZON-19-06&SUB-19P-10: A request by T-0 Engineers on behalf of Hayden
Homes Idaho, LLC for a Comprehensive Plan Map Amendment, Rezone, and Preliminary Plat
subject to a Development Agreement with the City of Caldwell. They are requesting to modify the
City of Caldwell Comprehensive Plan Map from Industrial, Low Density Residential, and
Commercial to Medium Density Residential and Commercial for parcels R34319, R34318022,
R34318011A& R34320012 and a rezone of 83.7 acres from R-1 (Low Density Residential)to R-2
(Medium Density Residential) zone. R34318011A contains a 1.48 acre C-1 (Neighborhood
Commercial) zoned property with a request to rezone an additional 2.51 acres for a total of 3.99
acres of C-1 zone. Additionally a request for a Preliminary Plat approval of Shadow Glen
Subdivision consisting of 323 single-family residential lots, 29 common lots, and five (5)
neighborhood commercial lots. A portion of the property lies within the Airport Overlay Zone,
AP02.The subject properties are located on the northeast corner of Ward and Linden Roads [30-
4N-2W-SE] in Caldwell,Idaho.
Testimony:

continued to the March 10, 2020 meeting.
