Mayor Nancolas opened the meeting at 6:00 p.m. and welcomed those in attendance.
City Council Members Present: Pollard (via Zoom), McGee, Allgood, Wagoner, Hopper, and Callsen
Urban Renewal Agency Commissioners Present: Hopper, Porter, Warwick, Wagoner, Allgood, and Ramirez.
Attendees also included representatives from the City of Caldwell Fire Department (Mark Wendelsdorf and
Steve Donahue), Canyon County (Brian Stender and Steve Onofrei), Caldwell Economic Development
Department (Steven Jenkins and Steven Fultz [via Zoom]), Caldwell Finance Department (Carol Mitchell and
Rachelle Castleberry [via Zoom]),the Engineering Department (Robb MacDonald) and the City Clerk (Debbie
Geyer)

(PRESENTATION BY ALAN DORNFEST FROM THE IDAHO STATE TAX COMMISSION
REGARDING THE CALDWELL URBAN RENEWAL AGENCY'S REVENUE
ALLOCATION/DISSOLUTION AND LEGISLATIVE CHANGES FROM THE 2020 SESSION)
Mr. Domfest provided a PowerPoint presentation entitled "URA and the New Construction Roll — the Effect
on Property Taxes and Property Tax Administration."
Discussion was held concerning the process required to sunset an Urban Renewal Agency Revenue Allocation
Area. It was recommended by the Canyon County staff members in attendance that the required ordinance be
submitted by the City of Caldwell to Canyon County in January or February within the year of dissolution.
Copies of the approved ordinance document must also be provided to the Idaho Tax Commission. Mr.
Domfest reported that the Caldwell Urban Renewal Agency was established in 1998; therefore, is not required
to sunset within a twenty-year period as set in order by legislation in 2011.

Urban Renewal Legislative Update:
A review of new legislation pertaining to urban renewal agencies was provided by Mr. Dornfest. He noted that
House Bill 560 and House Bill 587 is effective July 1. 2020, noting that Title 50 within the Idaho State Code
outlines the Urban Renewal Agency requirements.
No decisions were made or action taken within the workshop session.
