RESOLUTION AUTHORIZING THE URBAN RENEWAL AGENCY OF THE CITY OF
CALDWELL, IDAHO ("AGENCY") TO AUTHORIZE THE CITY ENGINEER TO SIGN
AND EXECUTE A TASK ORDER WITH BOWEN COLLINS & ASSOCIATES FOR
"HYDRAULIC MODELING FOR INDIAN CREEK AT USTICK ROAD."
BE IT HEREBY RESOLVED by the Urban Renewal Agency of the City of Caldwell, Idaho,
that the City Engineer of said City shall sign the attached "Task Order for Hydraulic Modeling of
Indian Creek at Ustick Road," by and between the City of Caldwell and Bowen Collins &
Associates for the purposes of quantifying and revising Indian Creek flood elevations within the
site of the future Ustick Road Widening — Lake to Interstate -84 Project.

SUMMARY STATEMENT:
Per 44 CFR 60.3, the local Floodplain Administrator shall prevent material modifications to the FEMA
floodway from negatively impacting (increasing) flood elevations upstream or downstream of a proposed
project.
The City of Caldwell intends to approximately double the width of Ustick Road and right-of-way,
allowing for five lanes of vehicular traffic. This project will encroach into, and modify the FEMA
floodway. Therefore, the City is required to obtain a hydraulic & hydrologic analysis to determine the
base flood elevations within the extent of the affected parcels.
We request that Caldwell Urban Renewal Agency (URA) approve the agreement, by allowing the City
Engineer to sign and execute the Task Order "Hydraulic Modeling for Indian Creek at Ustick Road"
between Bowen Collins & Associates and the City of Caldwell in the amount of $23,240.
RECOMMENDED ACTION:
We recommend that the URA approve the agreement and allow the City Engineer to sign and execute
the above-mentioned Task Order for "Hydraulic Modeling for Indian Creek at Ustick Road."

BE IT HEREBY RESOLVED by the Mayor and Council of the City of Caldwell, Idaho, that
the Caldwell City Council approve the City Engineer of said City to sign the attached "Task
Order for Hydraulic Modeling of Indian Creek at Ustick Road," by and between the City of
Caldwell and Bowen Collins & Associates for the purposes of quantifying and revising Indian
Creek flood elevations within the site of the future Ustick Road Widening - Elijah Drain to
Interstate -84 Project, also pending URA approval, to be funded by URA increment to the City.

Hydraulic Modeling for Indian Creek at Ustick Road

General Services Contract
Task Order No. 5 is issued by CITY OF CALDWELL, IDAHO (herein called OWNER)
pursuant to the General Services Agreement between the OWNER and Bowen Collins &
Associates, Inc. (herein called ENGINEER) dated March 2, 2015.
I. SERVICES
Services are described in the attached letter proposal dated May 6, 2020. Services include
survey, modeling and analysis to recommend a new culvert to replace an existing
corrugated metal arch culvert on Indian Creek at Ustick Road.
2. COMPENSATION
Compensation will be on a lump sum basis, with a total fee not to exceed $23,240 without
prior consent from the OWNER. Invoices will be prepared and submitted each month to
the City for review and approval.
3. PERIOD OF SERVICES
Engineering services will commence as of the date of this Task Order. Schedule for
completion of tasks is outlined in the attached letter dated May 6, 2020.
4. DELIVERABLES
Deliverables are described in the attached letter dated May 6, 2020.
5. OTHER REQUIREMENTS
No other requirements are stipulated.
The parties have executed this Task Order effective this 61 day of May 2020.

Subject: Proposal for Flood Modeling - Indian Creek at Ustick Road
Dear Ashley
The City of Caldwell (City) will be widening Ustick Road east of Cleveland Blvd in the near future. As
part of this project, the City would like to design a replacement for the existing corrugated metal arch
culvert on Indian Creek at Ustick Road. Published FEMA National Flood insurance maps and the
accompanying Flood Insurance Study indicate that the existing culvert restriction at this location
presents a significant potential for Flooding of areas upstream of the culvert on Indian Creek. The
City desires to retain Bowen, Collins & Associates (BC&A) to provide survey and hydraulic modeling
support services associated with the design of the new bridge or culvert. The purpose of this letter
is to summarize our proposed scope of services and fee for this work.
1. Collect and Review Existing information: BC&A will collect and review available
information for the existing culvert and Indian Creek, including the published FEMA
floodplain mapping and Flood Insurance Study (most of which we have already obtained).
This includes the FEMA hydraulic computer model for Indian Creek. We will conduct a site
visit with City staff to observe field conditions and gather information. We will also obtain a
plat map for the area from the City or from Canyon County.
2. Field Survey: BC&A will work with Idaho Survey Group to survey a section of Indian Creek
with a length of approximately 1600 feet (i.e. approximately 800 feet upstream and
downstream of the existing Ustick Road culvert). The survey will Include detailed survey of
the road right-of-way at the crossing. The survey will include up to 15 cross sections along
Indian Creek. The purpose of the survey is to provide supporting information for updated
modeling of Indian Creek and sizing of a new culvert that will be designed by the City.
3. Hydraulic Modeling: BC&A will use the Indian Creek FEMA hydraulic model and the
published hydrology to evaluate and model alternatives for replacement of the existing
culvert. Survey information will be used to refine the model as needed. Hydraulic modeling
for the Indian Creek will be done using GeoHEC-RAS and HEC -RAS in compliance with FEMA
guidelines. We will also work with the City to Identify and model a proposed channel
realignment channel realignment for approximately 150 feet of channel south (i.e. upstream)
of Ustick Road.
4. Culvert Sizing Recommendation and No -Rise Certification: We will use the hydraulic
model to evaluate replacement options and recommend a preferred culvert size for design.
We will also complete a no -rise analysis using the hydraulic model. We have assumed that
the channel and culvert Improvements will Increase the capacity of Indian Creek and that the

improvements will not increase the 100 -year water surface. We will prepare a technical
memorandum summarizing the modeling analysis and results, recommended culvert size,
and documentation (including the required tables and figures) for a no -rise certificate.
S. Prepare and Submit FEMA Documentation (LOMR): It Is our understanding that the City
would like to prepare and submit a LOMR to revise FEMA Floodplain elevations and extents
upstream of Ustick Road once the new bridge has been constructed. For the purposes of this
proposal we have assumed this will be handled as a separate task order following
construction, and is not included in the scope of services for design support.
Based on our understanding of the City's objectives, we propose to complete these tasks on a cost -
reimbursable basis with a fee not to exceed $23,240. We can complete the work within 6 weeks of
receiving notice to proceed.
