Old Business—
1. Request for Stop Sign—Tim Hazelbaker
Tim Hazelbaker asks that the Caldwell Traffic Commission consider putting a stop sign at the
intersection of Grant and 9th street.
Action: According to the MUTCD the intersection data does not warrant a Stop sign. 10th Ave
was under construction at the same time this request was received. It is possible that the
traffic pattern altered by the construction contributed to their concern. No action will be taken
at this time.
New Business—
1. Request for Safety Enhancements at the entrance to Dakota Crossing—Carol Kremer
Carol Kremmer is concerned about the entrance to Dakota Crossing Subdivision. The
only entrance is a two-..lane road from Karcher Rd (HWY South 55). She would like to
see No Parking Signs or owners will be towed put up between Karcher Rd and Toketee
St on Celeste. The road feels narrow and the corner tight. Another concern is that in
case of an emergency evacuation it: will not be easy to exit the sub. There is a back
way out, but it is currently blocked.
CBH will soon be starting a 12 4-unit apartment complex in front of Dakota Crossing
Subdivision. During that construction, TC predicts contractors and workers will increase the
volume of parking on Celeste causing more issues with entering and exiting the Subdivision.
TC agreed unanimously to place "No Parking" signs on Celeste from Karcher Road to
Toketee Street. In addition, the City will be pursuing the connection of Celeste and Moss
Lane in concert with any future developer (this is the back way out mentioned by Ms.
Kremmer).
Action: Street department will place "No Parking" signs on Celeste Street
2. Request City provided speed limit signs for existing posts— Marvin Leonhardt
The HOA is concerned with people speeding through the Windsong neighborhood. They already
have a signpost that has a neighborhood watch sign on it and propose that the city of Caldwell
provide Speed Limit signs. They would install them on the same post as the neighborhood
watch sign, lowering the current sign to place the new sign above. The existing post is 2 inch
square tubing, with a single row of 3/8 inch holes.
In keeping with the established City Sign Policy, the Traffic Commission agreed the HOA may
purchase the signs and the City will place them. In checking further TC confirmed a Speed Limit
sign can be added to a post if the post meets the City Policy standards. Street department places
Neighborhood Watch signs and they were able to confirm that the posts do meet necessary
standards. Therefore, the HOA may purchase the sign only and the City will use the post already
in place. The signs would be $38.00 each. The City would then adjust the existing neighborhood
watch sign to accommodate both according to City guidelines.
Action: The HOA was notified of the TC determination and invited to purchase signs if they so
chose.
3. Request further attention to the traffic congestion/problems at Copper Creek—Jenny Piirto
Jenny Piirto from Copper Creek HOA reached out once again to express their frustration with
the cars blocking the intersections and near-misses between children and cars. Hayden Homes
is proposing to build another 300 homes directly across from Vision Charter and next to Skyway
Elementary. Homeowners in Copper Creek are extremely frustrated Vision Charter School
already using their streets for their traffic pattern and anticipate it only getting worse with the
new planned development.
Action: A meeting was set up for February 4th for members of the HOA to come in and meet
with Brent Orton personally.

2. Cleveland/ Blaine at 10th Signals. Long term improvements.
3. Extend red curbing at 20th & Cleveland —CPD is currently working on a package solution for
parking and sight issues in this area. Nov 2018
4. Restripe Skyway in late Spring or early Summer. Nov 2019
5. 9th Street Corridor Study—specifically 9th and Belmont— by 2019
