RESOLUTION NO. O WHEREAS Ustick Road is the City's highest priority corridor connecting the Treasure Valley from Boise to the Snake River and serving a critical transportation need in the City of Caldwell; and, WHEREAS the Urban Renewal Agency of the City of Caldwell has committed a not to exceed amount of $4.7 Million for Ustick; BE IT HEREBY RESOLVED by the Urban Renewal Board of the Urban Renewal Agency of the City of Caldwell, Idaho to approve that certain "COOPERATIVE AGREEEMENT PROJECT NO. A022(154)" by and between Idaho Transportation Department and the City of Caldwell, Idaho to share in the cost of design and construction necessary to advance the construction of the Ustick Road overpass as a five lane bridge rather than a two lane bridge. FURTHER to anticipate approval of a future agreement with Idaho Transportation Department regarding construction costs and cost sharing; and, FURTHER to reimburse the City of Caldwell or pay directly costs associated with said agreements for the participation in the same. Which agreement for design is attached hereto and made a part hereof as if set forth in full. City Attorney Human Resources Planning&Zoning Fire Department Police Department Public Works X Street Department X Water Department WWTP Engineering X Mapping COST IMPACT. Up to 4.7M committed by the Urban Renewal Parks and Recreation Board 631k in the immediate term FUNDING Airport SOURCE: Information Systems TIMELINE: Golf Course OTHER X Urban Renewal Agency SUMMARYSTATEMENT.• "! Idaho Transportation Department will be widening Interstate-84 in the coming years. To allow this to occur, the Ustick and Middleton bridges over the interstate must be widened. These projects are scheduled for 2020 and 2021 to allow the interstate widening to proceed thereafter. The Urban Renewal Board voted to commit up to the 4.7 Million cost difference between the two lane and needed five lane bridge with the direction to staff to negotiate with ITD to reduce that burden and allow portions of those committed funds to widen Ustick Road. ITD is working to find internal funding to put toward the project and looking into concerns about the data used to project future demand on the bridge on which their two lane decision relied. This agreement calls for the payment of the design costs(which are expected to be reduced after negotiation of scope and budget between Caldwell, ITD, and the Consultant). A future agreement will detail bid grounded construction costs and detail ITD contributions to the project. ITD has requested that the agreement be made with the City of Caldwell (who would then be reimbursed by the Urban Renewal Agency). The Public Works Director and City Legal Counsel have reviewed the attached agreement and recommend that the resolution be approved. RECOMMENDED ACTION.• Approve the attached resolution.
