RESOLUTION NO. C� C WHEREAS cooperation and partnership respecting Simplot Stadium and Wolfe Field have brought about remarkable athletic facilities that benefit local business, promote community comradeship, and support the development of principled and disciplined young adults; and, WHEREAS partners of the City of Caldwell, The College of Idaho, and Graye Wolfe have illuminated the need for continued improvement and the benefits associated therewith; and, WHEREAS Graye Wolfe with the College of Idaho has covered nearly half the entire cost of the lighting system; NOW THEREFORE,BE IT HEREBY RESOLVED by the Urban Renewal Board of the Urban Renewal Agency of the City of Caldwell, Idaho, to approve that certain Quotation for National Collegiate Athletic Association(NCAA)compliant, broadcast ready(with the addition of heads) lighting at Wolfe Field pursuant to Idaho Code 67-2807(Sourcewell Contract Number 071619-MSL)through Musco Sports Lighting,LLC as follows: Wolfe Field(Option 2:) $665,972 BE IT FURTHER RESOLVED by the Urban. Renewal Agency of the City of Caldwell to authorize and direct staff to work with the City's Partners to participate in the costs presented here in order to distribute the same and to examine funding mechanisms by which to pay for the same—Anticipating the majority of costs to be covered by the generosity of Graye Wolfe, and Impact fees, with some costs possibly arising from provision of power service, conduits, and related peripheral items to the lighting. 1 PASSED BY THE BOARD of the Urban Renewal Agency of the City of Caldwell, Idaho this I Oth day of February, 2020. Complete access to the site for construction using standard 2 wheel drive rubber tire equipment. 2. Locate existing underground utilities not covered by your local utilities.i.e.water lines,electrical lines,irrigation systems and sprinkler heads. Musco or Subcontractor will not be responsible for repairs to unmarked utilities. 3. Locate and mark field reference points per Musco supplied layout. (e.g.home plate) 4. Customer to pay for extra costs associated with foundation excavation in non-standard soils(rock,caliche,high water table, collapsing holes,etc.).Standard soils are defined as soils that can be excavated using standard earth auguring equipment. 5. Customer responsible for any necessary power company fees and requirements. 6. Provide sealed Electrical Plans.(If required) 7. Customer to provide(3)Phase 480V power delivered to a location adjacent to the ball field on the West side of Linden Road. Musco Responsibilities: 1. Provide required poles,fixtures,foundations,electrical enclosures and control cabinets. 2. Provide layout of pole locations and aiming diagram. 3. Provide Project Management as required. 4. Provide stamped foundation designs based on 2500psf soils. 5. Musco shall provide Performance and Payment Bonds in an amount equal to the total amount of bid. Musco Subcontractor Responsibilities General: 1. Provide equipment and materials to off load equipment atjobsite per scheduled delivery. 2. Provide storage containers for material,(including electrical components enclosures),as necessary and waste disposal. 3. Provide adequate security to protect Musco delivered products from theft,vandalism or damage during the installation. 4. Obtain any required permitting. 5. Confirm the existing underground utilities and irrigation systems have been located and are clearly marked so as to avoid damage from construction equipment. Repair any such damage during construction. 6. Keep all heavy equipment off of playing fields when possible. Repair damage to grounds which exceeds that which would be expected. Indentations caused by heavy equipment traveling over dry ground would be an example of expected damage. Ruts and sod damage caused by equipment traveling over wet grounds would be an example of damage requiring repair. 7. Provide startup and aiming as required to provide complete and operating sports lighting system. Musco Subcontractor Responsibilities-Foundations,Poles and Fixtures: 1. Mark and confirm pole locations per the aiming drawing provided. If there are any issues,immediately notify your Musco Project Manager. 2. Provide materials and equipment to install(8)LSS foundations as specified on Layout and per the stamped foundation drawings,if applicable. 3. Remove spoils and dispose of offsite. 4. Provide materials and equipment to assemble Musco TLC-LED fixtures,electrical enclosures,poles and pole harnesses. 5. Provide equipment and materials to erect(8)dressed LSS Poles and aim utilizing the pole alignment beam. Musco Subcontractor Responsibilities-Electrical: 1. Provide materials and equipment to install new (3)Phase 480V electrical service panels as required. 2. Provide materials and equipment to install all underground conduit,wiring,pull boxes etc.and terminate wiring as required-OR-as per electrical design. 3. Provide as built drawings on completion of installation,(if required). Musco Subcontractor Responsibilities-Core Control System: 1. Provide equipment and materials to install(1)Lighting Contactor Cabinet and terminate all necessary wiring. 2. Provide a dedicated 120v 20amp controls circuit or a step down transformer for 120v control circuit if not available. 3. Provide a dedicated 20amp breaker connected to all available phases for powerline communication. 4. Check all Zones to make sure they work in both auto and manual mode. 5. Wolfe Field is aptly named after the Wolfe Family after persistent and notable financial support from Grave Wolfe, a second generation College of Idaho Alum. Reagan Rossi and Grave Wolfe have worked with Anderson&Wood Construction to participate in the process by discounting their billable expenses. Work in this process has been ongoing for more than five years. Grave Wolfe committed to cover a rough half of this amount over three years and has already contributed proportions of that sum for 2019 and 2020. For both fields, the proposed lighting meets National Collegiate Athletic Association (NCAA) standards. For Wolfe Field additional requirements for lighting are in play if the games are to be broadcast and further still if they are to be broadcast for a national event. If approved without alteration, the attached resolution would authorize an option capable of being upgraded for national broadcasts, but would forego the additional lighting heads for the same, thus preserving the opportunity without the full additional cost(this is"Option 2: on the attached quote). The quotations contain discounted labor from Anderson& Wood Construction. Participation is anticipated from both the College of Idaho and potentially from Grave Wolfe. These levels of participation are being worked out. The Public Works Director has reviewed the attached resolution and recommends approval. RECOMMENDED ACTION.• Approve the attached Resolution.
