BE IT HEREBY RESOLVED by the Chairman and Board of Commissioner of the Urban Renewal
Agency of the City of Caldwell, Idaho,to approve the request by the Canyon County Commissioners
and Fair Board to use up to but not exceed, $2,477,811 of Urban Renewal Tax Increment funds for
infrastructure improvements at Caldwell Events Campus, for the proposed new Fair Building site.

Canyon County Commissioners and Fair Board are requesting to use up to but not too exceed, $2,477,811
of Urban Renewal Tax Increment funds for infrastructure improvements at Caldwell Events Campus, for
the new Fair Building site.
The infrastructure requests are for curb, gutter, sidewalk and decorative fencing along Georgia and
Stockdale Trail. Equestrian and Pedestrian paths thru Gabiola Field to Simplot Stadium along with
pedestrian bridges over Wilson Creels from the proposed Fair Building. Parking lot improvements, fiber
optic and power relocation and upgrades, and an irrigation system around Wilson Creek.
These proposed infrastructure items identified in the presentation by the County have been reviewed by
Legal and they do qualify as an authorized project within the Agency's Plan and the Urban Renewal Law
of 1965.

Chairman Hopper,
Since our last meeting with the URA on January 13th, we've had the opportunity to meet with various members
of the City of Caldwell staff, and have amended and refined our request to the URA. After receiving direction
to widen our sidewalks and equestrian paths from 42"to 120"and to widen two of our three proposed bridges 1
over Wilson Creek,from 6'to 12' please,find our enclosed revised cost estimate.

In addition, we've been asked to provide timelines for design, bidding, project start date, projected completion h
date, and projected occupancy dates, please find our enclosed project timeline.

Lastly, we've been asked to address how much of our projected cost estimate to build the Fair Expo Building
for$4.9 million is included in our request to the URA. After reviewing the detailed construction estimate, we
believe that roughly $700,000 in site-work, earthwork, utilities, drainage and containment, bases, ballast and j
asphalt, as well as plantings can be applied, bringing the actual building cost down to approximately$4.2
Million. However, our cost estimate does not include the items previously presented such as an extensive
sidewalk, curb and gutter, pedestrian and equestrian paths, (3)bridges across Wilson Creek, fencing upgrades
and replacements, retaining wall to avoid possible flood damage, signage,fiber optic connectivity, pole
lighting, storm water retention or utility relocation.
The overall project is a roughly a $6.6 million project, with a hopeful contribution from the URA of$2.4 million,
leaving $4.2 million in construction costs for the building only. I should also mention that the county has
roughly $2 million from previous land sales and a cancelled co-project with the City of Caldwell to the the
Wilson Drain, leaving us a funding gap of roughly$2.2 million dollars.
What we did not reveal in our presentation on January 13t"is that we've been working closely with longtime
supporters of the Canyon County Fair and a couple of local Caldwell businesses on private donations totaling
roughly $1.2 Million Dollars reducing our funding gap to roughly$1 million dollars. After talking with the County
Controller, we believe we can close that funding gap using County fund balance. r
