Approve acceptance of the minutes of the City Council Regularly Scheduled Meeting held on October 7, 2019; the Caldwell Design Review Commission Meeting held on September 10, 2019; the Caldwell Golf Board Meeting held on August 21, 2019; the Caldwell Traffic Commission Meeting held on October 7, 2019; the Senior Citizen Center Commission Meeting held on July 18, 2019; and the Caldwell Housing Authority Meetings held on July 26, 2019 and August 23, 2019; 2. Approve the Order of Decision for Case No. OA-19-04 (Annual Zoning Ordinance Update); 3. Approve the Order of Decision for Case No. SUB-19P-05 (Sweet Home Subdivision); 4. Approve the Order of Decision for Case No. ZON-19-02 (VSD Rezone); 5. Approve Resolution accepting an Easement from Building Hope Chicago Street LLC for sanitary sewer, domestic water and pressure irrigation main lines for services to Elevate Academy; 6. Approve Resolution authorizing the purchase of a 2019 Dodge Ram from Mountain Home Auto Ranch in the amount of $27,995.00 for use by the Engineering Department; 7. Approve Resolution accepting an Easement from Charmae Caldwell LLC for sanitary sewer for services for Charmae Caldwell LLC facility located at 4904 Charmae Street; 8. Approve Resolution accepting the dedication of domestic water main line, a street light and certain storm drain conveyance facilities in the right-of-way from Brandon Roberts for the 5th & Madison Project located at 1305 and 1321 North 5th Avenue; 9. Approve Resolution accepting the dedication of domestic water main line, a street light and sanitary sewer main line from Charmae Caldwell LLC for services to 4904 and 4908 Charmae Street; 10. Approve Resolution accepting the proposal from Davis Roofing in the amount of $30,000 and authorize payment for the removal and replacement of the roof at the Caldwell Police Department Annex located at 423 Blaine Street; 11. Approve Resolution authorizing the purchase of ArchiveSocial software in the amount of $4,788.00 for retaining relevant records concerning established social media activities for the City of Caldwell; 12. Approve Resolution authorizing the purchase of a Triple Flail Extreme Duty Tiger Mower pursuant to Idaho Code 67-2807 in the amount of $159,866.80 for use by the Street Department; Page 2 of 2 13. Approve Resolution ratifying the acceptance of the 2019 Local Solicitation of Funds for the Bureau of Justice Assistance Grant in the amount of $21,425.00 for the Caldwell Police Department; 14. Approve Resolution authorizing the execution of an Independent Contractor Agreement with Elizabeth McNannay (DBA: Resource Consultants) for the 3rd year CAPER and assistance in administration of the Community Development Block Grant activities. OLD BUSINESS: 1. CONTINUED ACTION ITEM: Public Hearing - Vacation request from Donald and Sandra Hanna for unopened right-of-way at Hillcrest Lane for the purpose of a public utility easement. 2. CONTINUED ACTION ITEM: Consider Bill No. 48 (Ordinance No. 3240) in association with the vacation request from Donald and Sandra Hanna for unopened right-of-way at Hillcrest Lane with a request to waive the rules and pass on the first reading. NEW BUSINESS: 1. ACTION ITEM: Public Hearing (Quasi-Judicial): Case No. ANN-19-09: A request by Steve Harmsen and Superior Signs to annex two parcels totaling 8.5 acres, more or less, with a C -3 (Service Commercial) zoning designation. The subject properties are located at the southeast corner of Aviation Way and Muller Drive (Parcel # R3527701100 & R3527701000) in Caldwell, Idaho. 2. ACTION ITEM: Consider Bill No. 35 (Ordinance No. 3227) for Case No. ANN-19-09 (Harmsen Annexation) with a request to waive the rules, pass on the first reading, and approve the summary for publication. 3. ACTION ITEM: Public Hearing (Quasi-Judicial): Case No. ANN-19-07: A request by Blake Wolf to annex 2.5 acres, more or less, with an R-3 (High Density Residential) zoning designation and annexation agreement. The subject property is located on the west side of 10th Avenue, approximately 250 feet south of Amber Road (Parcel # R3566400000) in Caldwell, Idaho. 4. ACTION ITEM: Consider Bill No. 32 (Ordinance No. 3224) for Case No. ANN-19-07 (Wolf Annexation) with a request to waive the rules, pass on the first reading, and approve the summary for publication. 5. ACTION ITEM: Consider Bill No. 53 (Ordinance No. 3245) amending Chapter 10, Article 02, Sections 10-02-01 and 10-02-13 of the Caldwell City Code to clarify requirements relating to mobile food units and other temporary uses, and to consolidate provisions relating to business permits with a request to waive the rules, pass on the first reading, and approve the summary for publication. 6. Executive Session pursuant to Idaho Code, Section 74-206, Subsection (c) for the purpose of discussing the acquisition of or an interest in real property not owned by a public agency. 10.
