Speed limit on Montana Ave between Hwy 55 and Ustick Rd. Currently it is 35 MPH yet the posted speed limit on Indiana and Lake in that same stretch is 50 MPH. CPD is looking for consistency. AM confirmed that this area is under CHD4 jurisdiction. RD made a motion that CHD4 should be contacted to ask for a speed study and suggest a match of speed with like streets. HB seconded the motion. ACTION: Brent will contact CHD4 to request a speed study and suggest matching the speed with streets like Indiana and Lake for consistency. 2. Request additional signs for Indiana Ave in front of the YMCA—Claudia Suastegui Claudia, Branch Director at the YMCA, requests additional signs for Indiana Ave in front of the YMCA. One member reported that on two occasions, while crossing the crosswalk, he was almost struck by a car. AM reported that the Street Department had recently added additional signage to the area. BO felt that this resolved the item with no need for further discussion. ACTION: Item resolved with no further action New Business— 3. Notice of Dangerous Road —Paul Lietz Mr. Lietz wrote to inform us of a dangerous street located at Simplot Blvd and Blain Street just before the tracks. Mr. Lietz stated that he has almost been hit 9 times in three months. He wants the City to figure out a manner to force drivers into one or another lane before they get to this part of the roadway. RM noted that any changes done to the intersection would be an interim measure due to the intersection becoming a roundabout in the next couple of years. BO said that anything done to the intersection would need the state's permission. RD stated that the crash data doesn't support anything being done to the intersection. It was discussed to paint solid lines for the lanes starting on Blaine Street at the intersection of S. 2nd Avenue. TC looked at the current signage in the area and updating the signage was discussed. AM made a motion to add 'AHEAD' to the current 'LEFT LANE MUST TURN LEFT' sign and to paint solid lane lines. RM seconded the motion and added that a new sign should also be posted showing the traffic pattern for all three lanes. Action: Street Department will add to the current sign, paint solid lane lines, and add a new sign showing the traffic pattern for all three lanes. 4. Report illegal parking in Bike Lane and Speeding— Malory Erickson Malory lives on Montana Ave and Hazel. Malory reports "people are constantly parking in the bike lane, despite the no parking signs, making the kids have to walk in the road. There is an awful speeding problem on this road, and it is only getting worse." Malory is looking for help with these two issues. They have contacted CPD several times and they only responded once. RD stated that several parking tickets have been issued and that this item is not a TC issue and is an issue for CPD enforcement. BO noted that only one side of the street is designated as a bike lane. MW made a motion that this issue be regarded as an enforcement issue for CPD and that they should continue to work with the residents. RM seconded the motion. Action: CPD will continue enforcement in the area 5. Request Stop Bar information— Brent Orton Gordon and August please research if there is an appropriate sign to have a lane stop at a stop bar further back. I like how we have these arranged to maintain visibility for the left left-turn lane, but we had a citizen come in today and express concern about people not adhering to the stop bar. RM discussed installing a traffic signal at the intersection and using the cross arms currently in use on Ustick Road between Sonoran Avenue and Santa Ana Avenue. Those cross arms won't be needed once the roundabout is built at the intersection of Santa Ana Avenue and Ustick Road. BO noted that a warrant analysis is needed before a traffic signal is installed. RM made a motion to tentatively plan for the installation of a traffic signal once a warrant analysis is completed. HB seconded the motion. ACTION: Engineering Department will move forward with a warrant analysis Resource/Weather Pending Business: - 1. Cross Walk on Blaine in front of Simplot Stadium needs enhancement. —Chris Allgood 11- 2015 2. Cleveland/ Blaine at 10th Signals. Long term improvements. 3. Extend red curbing at 20th & Cleveland —CPD is currently working on a package solution for parking and sight issues in this area. Nov 2018 4. Restripe Skyway in late Spring or.early Summer. Nov 2019 5. 9th Street Corridor Study—specifically 9th and Belmont—by 2019 RD stated that he would like to see 9'Avenue given priority for traffic at Albany Street and Belmont Street intersections. RMstated that traffic counts have recently been collected. MW noted that it is not a good time to change the traffic pattern due to the detour traffic from the work being done at 10th Ave Bridge. HB stated that a crosswalk would need to be painted across 9th Avenue at Belmont Street for the residents of the apartment complex to have safe access to their parking lot across the street. BO stated that he would like the intersection of 9th Avenue and Main Street made into a 4-way stop. RM made a motion to add a 4-way stop at the intersection of 9'Avenue and Main Street now and to defer Albany Street and Belmont Street until the work on 10th Ave Bridge is complete. RD seconded the motion. ACTION: Engineering Department will review the traffic data recently collected and will also conduct a site visit for placement of signage at Albany Street and Belmont Street. Street Department will proceed with adding a 4-way stop at 9th Avenue and Main Street.
