HomeMy WebLinkAbout2019-09-10 Design Review Minutes APPROVED CITY OF CALDWELL C.e• DESIGN REVIEW COMMISSION MINUTES O I . _l I, Community Room, Caldwell Police Depa> t 110 South 5th Avenue, Caldwell, Idaho September 10, 2019, 12:00PM Call to Order—Commissioner Hall called the meeting to order at approximately 12:05 p.m. Commission Present: Tressa Dodge, Rick Hall, Tyler Morgan, Cheyne Weston Commissioners Absent: Staff Members Present: Jarom Wagoner, Senior Planner/Development Team Leader; Jerome Mapp, Planning Director; April Cabello, Planning Technician Staff Members Absent: I. Old Business 1. Approve Minutes from the July 23, 2019 meeting as previously signed by the Chair. MOTION made by Commissioner Dodge to approve the minutes. SECOND by Commissioner Morgan Passed: unanimous voice vote. II. New Business 1. Case Number DR-19-09: A request by Darrell Dice for design review approval for exterior renovations for the property located at 113 S. 7th Avenue in Caldwell, Idaho. Testimony: Jarom Wagoner, Senior Planner, 621 Cleveland Blvd., Caldwell, ID 83605, presented the staff report and stated that the applicant is requesting design review approval for exterior renovations at the property located at 113 S 7`h Avenue. The exterior renovations are limited to replacing the existing windows, and exterior renovation. Mr. Wagoner stated that in speaking with the applicant and the applicant's representative, the applicant is unable to be here today and they were unable to procure brochures and pictures from the window manufacture of the actual windows themselves. The applicant did indicate the windows would be near identical to the windows recently installed in the building next door where Destination Caldwell's offices are located; Mr. Wagoner referenced that case file DR-17-08 the Lowell Building. Mr. Wagoner further stated that any questions Page 1 regarding the windows and the type would be deferred to the applicant's representative but if the windows were compliant with the windows installed in the Lowell Building next-door then the request would be in compliant with the standards for the downtown area. Mr. Wagoner informed the commission that they could condition it that they match or resemble the windows next-door. Mr. Wagoner shared that it was good to see this great historic building coming back to life, and it will be a great addition to the downtown. The building has frontage onto the backside of the plaza and on 7th Avenue. Mathew Sapp, 2292 SE 16th, Fruitland, ID, applicant's representative, gave testimony stating that they are repairing any loose or damaged brick, re-mortaring and replacing all windows and doors with what are similar to the property next to it, located at 123 S. 7th Avenue. Commissioner Weston asked to confirm, that both windows and brick were being replaced. Mr. Sapp responded that the applicant, Darrell Dice, would restore the building similar to the next door 123 S 7thAvenue. Commissioner Morgan asked if they are installing storefront windows or western windows. Mr. Sapp responded aluminum storefront platinum series windows, which are a low E and low reflection. Commissioner Morgan asked if the windows are from Western Windows. Mr. Sapp responded, correct. Commissioner Morgan stated that as long as it is mirroring the building next to it. Mr. Sapp responded, correct. Commissioner Morgan stated that he had no further comments or questions as long as it meets the criteria within the comprehensive plan. Chairman Hall stated that the application is only for windows, not doors. Commissioner Dodge asked what business is going in this location. Mr. Sapp responded they are trying to have an envelope for a restaurant. Commissioner Dodge confirmed that no business is committed,just getting the building ready for a business. Commissioner Morgan asked if there would be a separate Design Review before the restaurant or business goes in. The commissioners stated the application states awnings. Page 2 Chairman Hall asked the applicant to address the awning. Mr. Sapp stated that he is unaware of the awning. The commissioners and staff held a detailed discussion about the incomplete application and the options, conditions and grounds for a potential approval. Commissioner Weston asked staff about the deadline for putting in the windows. Mr. Wagoner responded a complete window installation before the Plaza puts up the ice rink the end of October and that is why the hearing was held today September 10, 2019 instead of September 24, 2019. Mr. Wagoner stated that with the concerns of the commission to focus only on the windows, with the applicant knowing they will need to come back for the doors and awnings with a new application, pictures and brochures. MOTION TO CLOSE TESTIMONY: Commissioner Weston. SECOND: Commissioner Dodge. Passed: Unanimous voice vote. Findings of Fact: The Design Review Commission accepts the general facts as outlined in the staff report, public testimony, and the evidence list. MOTION: Commissioner Dodge. SECOND: Commissioner Weston. Passed: Unanimous voice vote. Conclusions of Law: The Design Review Commission accepts the Conclusions of Law as outlined in the staff report. MOTION: Commissioner Dodge. SECOND: Commissioner Weston. Passed: Unanimous voice vote. ORDER OF DECISION FOR DR-19-09 (Design Review) MOTION: Commissioner Dodge that Case Number DR-19-09 be approved with the following modified conditions: 8.2 The windows shall be substantially similar to those installed in the adjoining building. Adding condition: 8.3 In compliance with the Plaza Design Handbook and consistent with the comprehensive plan. SECOND: Commissioner Weston. Passed: Unanimous roll call vote.
