Old Business—
1. Speed limit on Montana Ave between Hwy 55 and Ustick Rd. Currently it is 35 MPH yet the
posted speed limit on Indiana and Lake in that same stretch is 50 MPH. CPD is looking for
consistency.
This may be County jurisdiction. Either way a speed study would be the recommendation of
the TC. Gordon will determine who's jurisdiction it is and the TC will address the request at
that time.
ACTION: Gordon to determine jurisdiction.
2. Request additional signs for Indiana Ave in front of the YMCA—Claudia Suastegui
Claudia, Branch Director at the YMCA, requests additional signs for Indiana Ave in front of the
YMCA. One member reported that on two occasions, while crossing the crosswalk, he was
almost struck by a car.
Multiple improvements have been made at this crosswalk over time. Additional lighting,
flashing lights, etc. Traffic Commission thinks an in depth investigation is needed to better
understand what the true issue is at this crossing. Traffic calming vs. inattentive drivers or
something else. It was decided to have the Street department investigate the crossing
thoroughly and better understand the current configuration and its limits. The Superintendent
will then share his findings with the Traffic Commission and they will further brainstorm ideas.
ACTION: Gordon will investigate and report back to the TC.
New Business—
3. Request Four Way Stop at 9th and Main Street- Finlay
Mrs. Finlay owns and occupies the building at 823 Main Street. There is a lot of confusion at this
intersection. Some think it is a 4-way and others know it is not. Cars will stop where there is not
a stop sign causing confusion and then cars at the stop sign think that the cross-traffic is going
to stop and they pull out in front of them.
Requests three and four pertain to the same intersection and were combined for discussion.
This intersection has come up for discussion previously. The 10th street detour is currently
increasing traffic on 9th street. However, this intersection signing does not seem to flow with
other stop signs in the downtown area. The two options discussed are;

• Reversing the stop signs to stop traffic on Main Street rather than on 9th Avenue. There is
concern that that may instead add confusion for drivers.
• Make it a 4-Way stop. This is the preferred option if the intersection meets criteria
provided for in the MUTCD.
Action: Engineering will review MUTCD warrants for a 4-Way stop at this intersection. If it
meets the criteria, they will proceed with making it a 4-Way stop. There by making it consistent
with Kimball and Main.
4. Request Four Way Stop at 9th and Main Street—Deleon/ Maguire
Officer Deleon took another crash at 9' & Main St. Ms. Maguire was involved in the crash. She
stopped at the stop sign, saw the on-coming car, and thinking it was a 4-way stop, proceeded to
go.
See request three.
5. Request reduction in timeframe of signed parking spots- Finlay
The business at 823 Main has 2-hour parking in front of our building that is not enforced. We
would greatly appreciate a reduction in timeframe on both of these parking spots to 15-30
minutes.
Downtown parking times are placed by Ordinance. There is parking in the rear of this building
and on two sides since it sets on a corner. For those reasons, the TC denied this request.
6. Request additional signs at the intersection of Ward Road and Jump Creek Drive—Copper
Creek HOA
The entrance to Copper Creek subdivision off Ward Road is heavily congested by traffic from
the two adjacent elementary schools (Skyway Elementary to the East and Vision Charter to the
South). Wendi, from Northern Star HOA Management,joined our meeting explain the situation
and the problems caused for Copper Creek subdivision. During peak school hours
Vision Charter School parents create a long line of cars backing up traffic down Ward Road to
Skyway Street (Please see the attached satellite map. This pick up line is marked in yellow,
Skyway's pick up line in green). Recently someone, presumably Vision Charter School, removed
barriers (shown in blue) on the first stub street in Copper Canyon. Parents are being instructed
to enter the subdivision and use the stub street to enter the schools parking lot (shown in red).
This creates havoc for people living in Copper Creek and a dangerous situation for children
walking from the subdivision to either school. Vision Charter has access to their parking area
from Ward Road. It is unknown at this time, why they chose to use the entrance of the
subdivision instead of their access off Ward Road.
There are still questions that need answered before the TC can act on this request:
• Who moved the barriers and did they have permission to do so
• What are the rules regarding routing traffic through a subdivision to get to a school
• Why not use the schools access on Ward road to enter and use the school parking area for staging
It was determined that Engineering needs to make a site visit and talk with the principal at Vision
Vharter school to figure out a solution that works for both the school and the subdivision.
Action: Engineering will make a site visit and talk with the principal of Vision Charter. Robb will
report findings back to the TC and they will then further discuss the situation.

7. Request barrier between east and west bound lanes of Linden in front of McDonalds— Mckey
Raine McKey was headed west bound on Linden St. approaching, McDonald's. The car in front of
her stopped to let patrons from McDonald's exit.The McDonalds customers were turning east
towards Wolfe Field, while drivers behind her were passing to get into the left turn lane to get
onto Cleveland Boulevard. There were two near collisions. She has witnessed this several times
and suggests the.City place a barrier between east and west bound Linden in front of
McDonald's, forcng a right turn only coming out of McDonald's.
There are plans in design to put a barrier between lanes on the boulevard. There must be at
least one left out access, meaning there cannot be one at the entrance mentioned above. TC is
aware of the high congestion around McDonalds and are working on adjusting that driveway.
This request is declined.

3. Extend red curbing at 20th & Cleveland—CPD is currently working on a package solution for
parking and sight issues in this area. Nov 2018

5. 9th Street Corridor Study—specifically 9th and Belmont—by 2019
