BUDGET WORKSHOP
(ROLL CALL)
The special meeting of the Caldwell Urban Renewal Agency convened at 7:00 p.m.in the Caldwell Police
Department Community Room with Chairman Hopper presiding.
The secretary called the roll. Present: Commissioner Hopper, Commissioner Porter, Commissioner
Warwick,Commissioner Stadick,and Commissioner Allgood. Absent: Commissioner Ramirez.
(PRESENTATION OF THE PROPOSED URBAN RENEWAL AGENCY FY-2020 BUDGET)
Carol Mitchell, URA Treasurer at 411 Blaine Street, provided handouts outlining the proposed budget
including City Increment Allocations for previously approved projects including the Indian Creek Plaza
Retainage and Elevate Charter School.
It was recommended that the ownership of the Treasure Valley Community College building at 205 S 6th
Avenue be transferred from the Urban Renewal Agency to the City of Caldwell. The lease document
with TVCC would reflect the change with the rental income allocated to the City of Caldwell.
Ms. Mitchell reported that active B.I.G. Grants would be carried over into the FY-2020 budget, which
includes Price Pump, Cold Steel, Fresca, Syringa Network, Capital Distributing, McCain Foods, and
AmFec#2.
Ms.Mitchell outlined proposed projects for the URA FY-2020 budget:
• McCain Foods (gas line) $200,000
• 500 Lateral Relocate(Airport) $500,000
• Cleveland Square Parking Lot $116,000
• Innovation Center $650,000
• Well's Property $150,000
• Indian Creek Sidewalks/Bridge * $250,000
• TVCC Inside Flooring $100,000
Discussion was held concerning the allocation of City tax increment for completion of the proposed
projects. She noted that the Indian Creek Plaza bond would be paid in full by 2022.
Commissioner Stadick questioned if URA funding could be appropriated for completion of areas within
the city limits void of curb, gutter, and sidewalk and/or in need to repair. Chairman Hopper explained
that homeowners are encouraged to use the City's L.I.D. (Local Improvement District) program for
construction or repair of curb/gutter/sidewalks.
Commissioner Porter expressed the need for City staff to establish a list of high priority properties
throughout the City needing repair for safety and ADA accessibility purposes.
Chairman Hopper stated that he would address the need for Engineering Department staff members to
highly promote the L.I.D. program, thereby making the information more readily available to City
residents.

Present: Commissioner Hopper, Commissioner Porter, Commissioner Warwick, Commissioner Stadick,
and Commissioner Allgood. Absent: Commissioner Ramirez.
Carol Mitchell, URA Treasurer at 411 Blaine Street, presented the proposed URA Tentative Budget,
recommended its acceptance and to set the date for the public hearing on Monday,August 12,2019 at 7:00
p.m.
Expenses: $8,418,663.00
Revenue: $8,729,150.00
Revenue to meet Expenditures: $310,487.00
MOVED by Warwick,SECONDED by Stadick to accept the Urban Renewal Agency tentative budget and
set the public hearing date for Monday, August 12, 2019 at the Regularly Scheduled URA Meeting 7:00
p.m.
MOTION CARRIED
MOVED by Stadick,SECONDED by Allgood to close the public meeting.
