Posted 5-17-2019 SPECIAL MEETING Joint Workshop with Caldwell City Council and Caldwell Urban Renewal Agency July 112019 6:00 P.M. Mayor Nancolas opened the meeting at 6:00 p.m. and welcomed those in attendance. City Council Members Present: Callsen, Stadick, Allgood, Ozuna, and Hopper. Absent: Pollard. Urban Renewal Agency Commissioners Present: Hopper, Porter, Warwick, Stadick, Allgood, and Ramirez. Attendees also included representatives from the Canyon County Assessor's Office, the Canyon County Clerk's Office, and Canyon County Paramedics. Total attendance: 27 persons. (PRESENTATION BY ALAN DORNFEST FROM THE IDAHO STATE TAX COMMISSION REGARDING THE DISSOLUTION OF THE URBAN RENEWAL AGENCY'S REVENUE ALLOCATION AREA) Mayor Nancolas acknowledged those in attendance and asked everyone to introduce himself or herself and identify the agency they represented. Mr. Dornfest provided a PowerPoint presentation entitled "Objectives and Limitations concerning Urban Renewal Agencies." Discussion was held concerning the process required to sunset an Urban Renewal Agency. It was recommended by the Canyon County staff members in attendance that the required ordinance be submitted in January or February within the year of dissolution. Copies of the approved document must be provided to both the Idaho Tax Commission and Canyon County. The Caldwell URA was established in 1998 and; therefore, is not required to sunset within a twenty-year period as set by legislation in 2011. Discussion followed concerning tax increment excess funding at the time of dissolution. All obligations must be paid before any increment disbursement. Mr. Dornfest referenced Title 50 within the Idaho State Code outlining the Urban Renewal Agency requirements. No decisions were made or action taken.
