Caldwell Traffic Commission (TC) Minutes

1. Traffic Calming solution at 9th & Belmont— Lane &Van Komen
John Lane and Scott Van Komen made separate requests for a Stop sign at 9th Street and
Belmont. Both men live in the Leisure Village apartments and cite high volume traffic
and multiple accidents as their reason. Officer DeLeon pulled accident data and it
showed eight crashes in the past 3 years from April 23, 2016 through April 23, 2019.
Three of the eight were minor injury crashes the rest were property damage crashes.
The intersection is openly visible and the crash data does not support a Stop sign.
However, during discussion TC members that frequently use the intersection described
the intersection as uncomfortably busy. Those members considered the suggestion for
Stop signs on Belmont favorable. The Downtown area has grown and 9th Street has
become an increasingly popular corridor. A motion was made and TC agreed
unanimously to consider a bigger picture and look at the 9th Street corridor as a whole.
Traffic counts will be taken at the Belmont and 9th Street intersection before May 25th
(the end of school). That data will be reviewed along with existing traffic flow patterns in
the area to see if other changes would be beneficial to the overall flow of traffic in and
out of downtown. A goal was suggested for a 9th Street corridor study to be completed
and any changes to the area implemented before school resumes in late August.
ACTION: Engineering to get traffic counts before May 25 and follow up with a 9th street
corridor study after.— RM
2. Request assistance with reckless driving.—Stephanie Cooke
Stephanie Cook recently purchased the property at 111 Cleveland and the parcel next
door. Several times each day certain drivers come across the intersection at Simplot and
Cleveland and cut over the curb into the cul-de-sac right next to the railroad tracks and
proceed down the alley at reckless speeds.
Officer DeLeon suggested this may be better taken care of using CPD traffic patrols. He
will be in contact with Ms. Cooke to resolve the issue.
ACTION: Officer DeLeon will contact Ms. Cooke and work with her to resolve the issue
3. Request "No Parking" signs on Ustick Road — Lorelei Williamson (via Facebook)
Crookham Company donated land for the expansion of Brother's Park. While Lorelei
agrees this is a good thing, she is concerned about parents parking along Ustick road for
soccer games, etc. Lorelei would like to see "No Parking" signs put up on Ustick road
between Florida and Indiana.
At this time, the very popular and well-used Brothers Park lacks convenient parking for
the outlying playing fields. Games scheduled on the out-lying fields can be difficult to
get to, and sometimes not an option, for an older family member or fans with mobility
struggles unless they can use alternative parking to get closer to those fields, i. e. on
Ustick road. TC suggests leaving available for parking as is for now and look for ways to
include a parking solution in the plan for the newly acquired section.
ACTION: Robb will communicate the need to incorporate more, and better located,
parking with the project plan.
4. Request for right turn on 12th and curb painting— Henry Busse
Henry left a voicemail with the above suggestions and planned to explain further at the
meeting. Henry was not present at this meeting so the item was tabled until Henry can
be available.
5. Request for ROW vacation on Spruce Street—Wendy Shrief(JUB)
JUB acquired a parcel on the southwest corner of Beech Street and Georgia. Wendy, on
behalf of JUB, requests vacating a portion of ROW located on the property. The ROW
was originally reserved for the possible extension of Spruce Street. It no longer appears
that Spruce Street will connect in the future at this location. JUB believes vacating this
unused ROW is in the public's interest to allow for future development of this infill
property.
TC recommends the vacation as proposed in the vacation request documents.

1. Cross Walk on Blaine in front of Simplot Stadium needs enhancement.—Chris
Allgood 11-2015
2. Cleveland/ Blaine at 10th Signals. Long term improvements.
3. Extend red curbing at 20th & Cleveland —CPD is currently working on a package
solution for parking and sight issues in this area. Nov 2018
4. Restripe Skyway in late Spring or early Summer. Nov 2019
