Caldwell Traffic Commission (TC) Minutes
April 1, 2019 11:00

Old Business—from 03/2019
1. Discuss 2017 ITD crash data— R Deleon— Item forward to March. Unable to attend
meeting due to work priority— Forward to April
Discuss crash data from ITD for 2017 and a three-year comparison from 2014-16 and
2015-17. Crash data accompanied the original agenda.
Officer DeLeon shared crash data up to 2017, 2018 is not available at this time. In
summary, the following intersections were the top three in the City:
a. Centennial and Simplot—This intersection is currently in design for a
roundabout.
b, Ustick Road and Cleveland Blvd —Crash numbers doubled in the three years.
Possibly related to the signal timing. Brent Orton will ask the state to check
the,tinning of their signal.
c. Cleveland bilvd. and Linden Street— Drivers are repeatedly seen turning into
and out from business driveways taking whichever path is the quickest to
where they want to go rather than following lane markings and signage. This
is especially true of the McDonalds entrance on Cleveland. Medians are
generally discouraged due to road maintenance, emergency vehicles, etc.
However, it is something the TC may look at for this particular intersection to
keep traffic flowing as designed.
2. Request Crosswalk Lights on Montana at Locust next to Syringa Middle School—SRO E.
Phillips/ R Deleon— Item forward to March. Unable to attend meeting clue to work
priority. SRO; Detective E. Phillips, requests crosswalk lights similar to ones in front of
Jefferson, the YMCA, CHS and VHS be installed on Montana Ave. next to Syringa Middle
School at the Locust crosswalk. On discussion, and with: the input of Officer Deleon,, it
was the determination of the TC that it is an, intersection to, take note of but there are,
other priorities at this time. A motion was made and the TC agreed unanimously to add
this to a "futures," list for review.
New Business—
1. Request Dead End Sign on Spruce Street--Holly Hopkins
Holly Hopkins lives on the corner of Fircrest and Spruce across from the Jefferson
Middle School Gymnasium. Currently Spruce is not a through street. Drivers often don't
realize it is not a through street and take it only to have to turn around and drive back.
Ms. Hopkins would like a Dead End Sign at Fircrest and/or Spruce Street. TC reviewed
the area and agree a Dead End sign or No Thru traffic sign is warranted. The motion was
made and TC agreed unanimously to have the Street department put up the appropriate
sign at the corner of Fircrest and Spruce Street.
ACTION: Street department determine the correct signage and place it.
2. Parking issues in the Industrial area; Garber, Laurel, Lafond, etc.—T Frans
Parking is a continuing issue in the original Industrial area of Caldwell. Especially,Garber
Street. Looking back through 2018 TC meeting minutes there was a parking or signage
issue in that area every month from July on. Business is booming and that is a good
thing. Along with that came serious parking issues. Drivers often park wherever and
however is convenient for them. Various businesses have put up their own signage and
painted curb to fit their needs without requesting permission from the City to do so.The
TC has addressed a request one month only to have another business make a request
that overturns the previous one the next month. The TC has addressed issues toy
regulate parking and keep the roadways open only to be ignored in a month or two and
drivers revert back to parking as they had been. There is a thick mix of cars, semi-trucks
and Kit mfg. mobile homes sharing these roadways.There is a strong need for a
consistent parking and signage plan for the area as a whole. Some issues for
consideration are;
• Parallel vs. diagonal parking
• Entrances for semi-trucks and trailers being compromised
• CPD what do they need to enforce the laws
The motion was made and TC agreed unanimously to have the Gordon Reed design an
overall and consistent parking plan for the entirety of Garber Street.The plan will
include signage necessary for the CPD to enforce proper parking. Brent Orton will
review the plan.The street dept. will then implement the plan and businesses on Garber
street will be informed of the changes and the need behind it.
Resource/Weather Pending Business: -
1. Cross Walk on Blaine in front of Simplot Stadium needs enhancement.--Chris
Allgood 11-2015
2. Cleveland/ Blaine at 101h Signals. Long term improvements.
.3. Extend red curbing at 201h & Cleveland —CPD is currently working on a package
solution for parking and sight issues in this area. Nov 2018
4. Restripe Skyway in late Spring or early Summer. Nov 2019
