October 23, 2018 Meeting Minutes
Present: Kari Palmer (WICAP), Heidi Caldwell (WICAP), Angie Point, Luana Leonard, Raquel
Nunez, Denise Milburn, Fiona May, Brian Billingsley, Kelly Culver, Ron Bonneau, Jim Porter,
Donna Shines, Josh Williamson, Debbie Geyer, Carol Mitchell.
Meeting called to order at 10:05 am.
Fiona motioned and Denise seconded the motion to accept the minutes from the August 28,
2018 Youth Master Plan meeting. Motion passed.
Special Presentation: Kari Palmer, Principal of Happy Day Head Start
Kari also introduced Heidi Caldwell, Executive Director of WICAP
• Head Start's primary focus is early childhood education and school readiness (ages 0-
5). Head Start is partnering with Caldwell's elementary schools through on-site early
education classrooms to provide high-quality early education to students. The goal is
to use early intervention services to keep kids safe, loved, healthy, and educated.
• Head Start works to build alliances in the community to reach families who need
services.
• WICAP services 400 families from Canyon County, and up to Valley County. Some of
the services available:
o Food bank
o Daycare at Canyon Springs High School for teen moms
o Thrift store
o Utility assistance
o Pre-school
o "Baby bank" — parents come to activities to earn points for clothes or bottles
• WICAP and Head Start are looking for partnerships in the Caldwell area. They are in
need of product supplies, donation of student and teacher supplies, donations for
soccer clinics, donations of materials to build a playhouse to use as a fundraser,
volunteers, and funding for programs. Funding is what determines how many they can
help.
• Fiona May and Kari will collaborate to get the word out about what the needs are and
how people can help.
NEW BUSINESS:
Sub -Committee Reports:
1. Caldwell Youth Forum Subcommittee — Ron Bonneau
Once again, an impactful Youth Forum on September 12tH
• At Ridgevue High School, 80 students (more than half the usual number)
showed up for a "Ractivist" (random acts of kindness) club meeting after the
Forum.
• Vallivue High School students said that 'everyone matters' and school staff say
students are looking outside of themselves to make positive changes.
• Canyon Springs and COSSA high schools connected at the break-out sessions
and are continuing to collaborate through student visits to both schools.
• Students are promoting an "it's cool to be kind" mindset.
• Ron,and Josh proposed that this would be a good tool for other cities. Ron will

again` -touch base with the State Superintendent's office to see if they would like
to be more involved.
• We need more press at the event; the College of Idaho press were there, but no
others. Idaho Educational News would be a good fit if they would commit to
being there.
• Ron asked "how big can we get?" Middleton High School appears to be
interested, and Middleton Academy has committed to next year's Forum. More
students may mean additional funding needs for meals and t -shirt costs. Larger
numbers may also impact placement of afternoon sessions.
• The Playfair contract for next year's Youth Forum is in place, and reservations
have been made for Wednesday, September 11, 2019 at the College of Idaho.
2. Let's Move! Caldwell
Pathways summary — Brian Billingsley
o A grant application has been submitted to widen Montana Avenue so
that bike lanes and sidewalks can be added.
o The 10th Avenue pedestrian underpass project has been moved to the
2019 calendar year, with completion. planned for the fall.
o Caldwell is also planning to put in a detached sidewalk pathway along
the College of Idaho campus.
Meet Me Monday — Denise Milburn
o Shout out to the Caldwell Meet Me Monday group — of the three Meet Me
Monday groups (the other two are in Boise), the Caldwell group has had
more than half of the walkers each week, since moving the location to
the Flying M on Arthur Street.
Caldwell Health Coalition — Raquel Nunez
o The coalition is putting together a committee to use the data provided by
the United Way Health Assessment and identify changes needed in all
areas transportation, food security, housing, and more. Anyone
interested in becoming a part of this effort, please contact Raquel at the

3. Caldwell Saves 1St— Carol Mitchell
• Seven families, with 11 students in grades K-5 attended the classes in
September.
• _ Many thanks to the YMCA, who provided a place for.the classes, childcare
for the younger children, and who helped promote sign-ups for the program
during their rodeo roundup event.
• Savings accounts were funded for all 11 students
• Spring classes will be in May. We will again partner with the YMCA to hold
the classes at their facility. We will have an enrollment table at the West
Valley Fun Run in April; classes will begin a couple of weeks later.
4. We the Family — Fiona May
• The campaign is up and running well. Fiona is scheduling Facebook posts 5
days a week and is getting quite a lot of engagement from the viewers.
• Fiona would like to know about more events (free or nearly free and family -
friendly) happening in Caldwell; as you hear about events, please forward
them to her.
• Fiona is also on the lookout for resources families can use for free — in
person, or on-line.
• The Caldwell Public Library is hosting the Early S.T.E.A.M. day at the Indian
Creek Plaza on May 12tH
Donna Shines mentioned that mentors are needed in Caldwell; if anyone is interested, please
let her know.
Carol reported on the progress toward creating the Youth Master Plan Foundation as a non-
profit organization. This will allow us to apply for grants for future funding of Youth Master
Plan programs. The resolution establishing the Foundation and Bylaws will go before the
City Council on November 5, 2018, followed by filing of paperwork with the IRS.
Approximately 8-10 weeks later, we should have final approvals in place.
Donna motioned, and Fiona seconded the motion to adjourn. Meeting adjourned at 11:22
am. The next meeting will be Tuesday, February 26, 2019 at 10am in the Caldwell Police
Department Community Room.
