Caldwell Traffic Commission (TC) Minutes

Meeting Cancelled. No Items.
New Business—
1. Discuss 2017 ITD crash data— R Deleon— Item forward to March. Unable to attend
meeting due to work priority.
Discuss crash data from ITD for 2017 and a three-year comparison from 2014-16 and
2015-17. Crash data will accompany this agenda to other board members.
2. Request Crosswalk Lights on Montana at Locust next to Syringa Middle School —
SRO E. Phillips/ R Deleon— Item forward to March. Unable to attend meeting due
to work priority.
SRO Detective E. Phillips requests crosswalk lights similar to ones in front of Jefferson,
the YMCA, CHS and VHS be installed on Montana Ave. next to Syringa Middle School at
the Locust crosswalk.
3. Discuss the intersection at Ward and Linden— B Orton
Brent received a call from Julie Crejo, mother of a student at Vision Charter School,
regarding unsafe traffic vs. pedestrian conditions at the intersection of Ward Lane and
Linden Street near Vision Charter School. TC has visited this item previously. There is a
path Bridge across the ditch within the adjoining subdivision that provides students an
alternative to walking along Linden Rd. TC thought possibly the School and Seminary are
unaware of the alternative pathway. A motion was made and TC agreed unanimously to
contact Vision Charter School and the LDS Seminary and provide them with maps and
request they inform and encourage students to use the pathway route rather than the
Linden route when traveling to and from the school.
Tammy Frans spoke with Wendi Oldenkamp who is the Principal at Vision Charter
School. Vision Charter is aware of the bridge path, and have informed and encouraged
students to take advantage of it. In addition, a bus is available to transport students to
and from the LDS Seminary. Vision Charter School indicated that they speak frequently
with Mrs. Crejo's and are familiar with her concerns.
Additional Item added:
4. Request changes to the traffic flow on Halstead Street between Arlington Ave and
South Kimball. Per the parties original letter,June 26, 2017-Janet West
Mrs. West submitted a letter on June 26, 2017 to the TC stating "cars traveling way too
fast" and "that stretch of Halstead is unique due to its location, short length, narrow
width and unpaved state".
TC reviewed the above section of Halstead on the City Web Map and determined there
is additional ROW available along the unpaved narrow strip. In addition, a LID is
available if property owners want to participate in it and have the narrow unpaved
section widened and paved. Mrs. West previously opted not to utilize the LID program
to widen and pave the section in question.
The request was instead to implement one of the following options:
• One-way traffic going west
• One-way traffic going east
• Slow sign
• No Through Traffic sign
It is the determination of the TC that making the section of Halstead a one-way in either
direction would increase traffic entering or exiting a nearby New Life Bible Fellowship
Church. In addition, a one-way may invite higher speeds for the lack of opposing traffic.
Traffic Commission agreed unanimously to ask the Street department to install "No
Through Traffic" signs at Ellis street and Arlington Ave.
Mrs. West had various phone conversation with Tammy (scribe for the TC) regarding her
letter of June 26, 2017. In her letter, Mrs. West stated she had not "had a response from
the TC". To address and clarify, Tammy will provide a formal written response, on behalf
of the Traffic Commission, communicating the determination of the TC.
Resource/Weather Pending Business: -
1. Cross Walk on Blaine in front of Simplot Stadium needs enhancement. —Chris
Allgood 11-2015
2. Cleveland/ Blaine at 10th Signals. Long term improvements.
3. Extend red curbing at 20th & Cleveland —CPD is currently working on a package
solution for parking and sight issues in this area. Nov 2017
4. Restripe Skyway in late Spring or early Summer. Nov 2017
