Caldwell Traffic Commission (TC) Minutes
December 3, 2018

New Business—
1. Discuss restricting turning movements on Chicago and Centennial— ITD/ Robb
TC discussed ITD's recommendations for mitigations due to Elevate Academy's traffic
impact. Suggested solution is restricting turning movements on Chicago and Centennial.
This intersection is a key entrance to Centennial Park and Caldwell Ponds. The
intersection is access for Soccer games, Dog walking, fishing, the Green Belt, Emergency
training and more. Traffic Commission needs more information to provide well thought
out recommendations. For instance how many vehicle trips a day are projected, are
alternate routes possible, does ITD have concept drawings?
ACTION: Robb will contact ITD and see if concept drawings are available to review.
2. Request Parking restrictions on Garber Street entrances to SAGE truck Driving School—
Silvano
Cars park diagonally as well as parallel along Garber Street. Cars are encroaching in 128'
area Sage students use for enter/exit, range & parking area training. The cars
encroaching by approximately 35' reduce sight for students and cause congestion on
Garber Street. Cars are also encroaching and sometimes completely blocking the west
entrance again interfering with students training. SAGE would like to keep 128' and 75'
approaches free of cars to mitigate any crashes.
With the welcomed growth occurring in the industrial area, parking issues on Garber
Street are on going. Rhino Metals in particular experienced significant growth that in
turn increased their need for additional employee parking. Rhino metals has been great
at working through parking issues with neighboring businesses. Brent Orton agreed to
contact Rhino Metals again and ask that they work with SAGE Trucking.
Directly after the meeting Rhino Metals contacted Brent's office to let them know they
had secured additional property and would be relocating part of the business and
approximately 35 employees to a new site a few miles away. That move should help the
parking issue immensely. Mr. White of Rhino Metals said he would also contact his
supervisor in charge of new employees and have him make sure employees are aware
of parking limitations.
3. Request for designated motorcycle parking downtown —Tunney
This item continued to the January meeting.
4. Fair Board requests a standing ROW permit
Fair Board requests a standing ROW permit to close S 22nd Ave. between Arthur sSreet
and Stock Trail Rd during the Fair. 4H participants and family occupy the majority of
campers and vehicles parked in the empty lot adjacent to the Fair Barns. They stay there
the week of the fair to care for and show their animals. That makes for a lot of youth
pedestrians and animals crossing that section of road regularly during Fair time. The Fair
Board feels it is in the best interest of safety to close that section of road during the fair.
TC agreed on the following conditions
• The closure be approved through Council
• The permit can be revoked at any time if necessary
• The area must kept passable for emergency vehicles at all times
ADDITIONAL Discussions
Simplot is asking permission to move loads up to 129K lbs. through the industrial area.
Brent & Robb are going to research the impact on the roads. Once they come to a decision,
they will communicate their decision back to Simplot.
Resource/Weather Pending Business: -
1. Homedale and Indiana Avenue intersection — Roundabout/ re-design.
(CHD4 will design and implement)
2. Way finding signs for the plaza - Brian Billingsley
"Destination Caldwell" is asking the TC if way finding signs can be installed for the
new plaza. See TC notes from August 2015.
3. Cross Walk on Blaine in front of Simplot Stadium needs enhancement. — Chris
